3 The kind of person a tyrant finds who is willing to snipe into a crowd is also the kind of frustrated deviant who would select pretty girls as his primary targets. A healthy mind would not take the job.

Bad policy, since a dead girl like this has more impact on public opinion than ten old, dead men. When i am an evil dictator i will have a stock of photographs prepared ahead of time depicting any dead protestors as pock marked junkies and have male models in police uniforms to represent any of my shock troops who get killed. The real faces will be forgotten. (Just remembered this was already done in the original novel "The Running Man," by S King.)

4 In 2009, Oliver Stone teamed up with the ACLU to make videos opposing enhanced interrogation by the Bush administration. No one at the ACLU thought there was anything wrong with that.
