I totally disagree al-Qeada 3.0 was the emergence of the independent lone wolf or cell enabled by al-Qaeda propaganda spread via social media.

This if, anything, is al-Qaeda 5.0, the fruition of those weak lone wolf and loosely connected fellow travelers mature into real world powers.
