The President's Speech is Now Copyrighted?

Let me get this strait. Public speeches by public officials are now copyrighted? And who owns the copyright? The government or the official? Or is this just some spurious error produced by one of W's books or videos?

This must not be allowed to stand lest we find that any time we use a public official's speech in a discussion of politics. Left or right. The Government or Google or whomever can now blunt that speech based on an arbitrary, hostile or spurious copyright claim.
