Jim Geraghty: So Far under Obamacare, More People Have Lost Insurance than Enrolled

Campaign Spot's increasingly regular contributor, IT project management expert Bruce Webster, writes in again:

Lots of people are going around quoting Fred Brooks now -- both the 'mythical man-month' concept as well as Brooks's Law ("Adding manpower to a late project makes it later.").

But there's something else Brooks said with regards to projects that are running late that is directly relevant in the context of the 'tech surge': "Take no small slips." In other words, if you know a project is going to be late, or if it already is, and you have to come up with a new anticipated release date, you should significantly over-estimate how much time it's going to take to get it right. (In essence, a recasting of the old engineering maxim to 'under-promise and over-deliver'.) It is far better to estimate that you'll need an extra six months and deliver in four or five, than to estimate that you need one or two months and then deliver in four or five.

I know that rule, or a version of it. I'm just used to seeing it attributed to chief engineer Scotty from Star Trek.

Of course, the natural tendency on the part of HHS & the Administration will be to minimize the estimates of how long it's going to take to fix things -- and those estimates will almost certainly be wrong. So what we may see is the 'Never-Ending Story' pattern, where for several months they're perpetually 4-6 weeks away from having Healthcare.gov working properly.

If I were in charge? I'd pull the plug completely and give no completion date at all until the website reconstruction was at a point where I felt comfortable opening it up for public alpha testing. Based on how the alpha testing went, I might announce a subsequent date for beta testing; and if that went well, then and only then would I announce a planned date to go live. Of course, the administration can't do that. They need to heave Hail Mary passes from here on out, and hope the thing suddenly and miraculously starts working like the hyperdrive of the Millennium Falcon at the end of The Empire Strikes Back.

Despite Joe Manchin, the administration is holding fast on the deadline to have insurance (as opposed to the open enrollment period, which is different). They've staked everything -- including their stance during the government shutdown -- on the mandate kicking in on March 31, and this whole thing working properly by that date.

Also, expect the coming days and weeks to feature a big focus on how many of the 'enrollees' are from expanding Medicaid, as opposed to purchasing insurance.

Avik Roy:

Therefore the 476,000 number [the administration released] is misleading. My best guess is that for the 17 states that have reported out some data, the number is closer to 193,818 applications (once you pull out the Medicaid applications that have been reported on).

And here's the devastating statistic you'll see cited until the numbers change:

Over 500,000 individuals have seen their insurance policies cancelled in just 3 states. In all 50 states, only 476,000 applications have been "filed" in an exchange.

In short, Obamacare has caused more people to lose their health insurance than gain it so far.

13 Comparing the number of applications to number of those who lost insurance understates the problem. A lot of those applying are probably those who are losing their current insurance. The real comparison would be to find how many are applying so they can get insurance when they had no insurance before. That's how this thing was sold, all the people who could get insurance who couldn't get it before...

59 I want to make a comparison of this process the to process of obtaining voter IDs.

One thing that amazes me is how complicated the whole process is while at the same time this level of complication is not deemed to be biased against people who are computer illiterate. I know there are health care navigators to help. (If they are as good as the IRS help line, then you can count on less than 50% accuracy, from what I understand.)

Now when you consider that something this complicated is okay with the present administration and that the DOJ (Eric Holder) supports it so strongly, I have to ask this questions: Why will they argue against voter ID laws, and state that the process of obtaining voter IDs is too complicated or subjects applicants to intimidation (tell me that the penalty in the individual mandate doesn't intimidate)? Why can't "navigators" be used to assist with voter ID applications the same way they are used for Obamacare applications? How is this not similar?

A college CS Prof told me the following rule of thumb, and it's worked wonders for me. Do your very best estimating each part of the project. Come up with a logical and reasonable estimate. Then double it and add one. So if your best effort estimate is two weeks, tell management five. If it's a half day, tell management one and a half.

My experience is this results in a very accurate estimate 80%+ of the time. Usually the other 20% are due to external factors that just go wildly wrong.

I saw that. Where I disagree is that some judge, somewhere, will issue an injunction to prevent Obama from being on the ballot. That is premised on the assumption that such a point blank violation of the Constitution will be too much even for the GOP to take. Either some state AG or a Republican candidate in, to pick a jurisdiction at random, Texas will file for the injunction. The injunction will be granted. Immediate emergency appeal will be granted. In case it got lost in all of the noise yesterday, Howard Dean admitted (although I'm not sure he realizes that's what he did) that single-payer is NEVER GOING TO WORK:

Mr. Dean goes on to say:

And here is where the Democrats’ “argument” for Single-Payer Health CareTM completely falls apart.

Mr. Dean is admitting that the Federal Government CANNOT HANDLE health care the insurance exchanges for the small number of people in each of these 36 states who don’t already have and/or can’t afford health care insurance.

If the Federal Government can’t deliver health care insurance to this small number of people in just 36 states – they’re hoping toconvince/coerce 7 million of the estimated 30-50 millionpeople in the country”without” health care insurance to sign upin the next 5 months -why on Earth should the American public believe that the Federal Government can deliver health care insurance to over 300 million people in all 50 states?

I guess I didn't get that vibe. I saw him smiling and high fiving a lot on the sidelines during those televised games. I think he loved the Tebow hype, made him a bunch of cash and it obviously was good for Tebow as well.

But it was a lot more than Tebow winning those games. It was a very good D and a solid running game and I think Elway knew that. And any GM who wouldn't dump Tebow for Manning should be forced to switch to soccer.

289 There's a somehwat decent op-ed in the NYT today titled Why Government Tech Fails or something like that. Written by some guy who was the tech guru for Howard Dean's campaign in 2004. It's pretty good until he proposes some kind of new government agency to manage all tech projects. He says the UK created such an agency and it is working and saving millions.

I'm thinking, yeah right, isn't that just what we need, another new government agency that somehow will manage to not fuck up what every other U.S. Government agency has fucked up for years. Talk about magical thinking.

I hope to live long enough to see liberals admit that in America, talented people just do not go to work for the government, which is why government never delivers the results liberals want. Government is filled with mediocre, unmotivated-to-downright-lazy people who can't get or don't want real jobs with real responsibility in the private sector. The only exception to this are lawyers and scientists. And now our government class is also vastly overpaid to boot (with the exception of those same lawyers and scientists.) The notion that it is ever going to produce anything of quality, on time, and within budget is just absurd.

I know the Obamacare website was designed and built by a private contractor, but HHS made the decision to allow bureaucrats to be the GC on the project. And many obviously political decisions were made by government employees in its design (not showing the actual prices until you create an account, for example.) The result was very predictable to anyone except magical-thinking liberals.

This is one of the big reasons I will always be conservative. I understand how government actually works in this country and that it cannot ever deliver results that are better than the private sector. I am automatically skeptical of any new government initiative because the implementation of it will be terrible, no matter how noble the objective.

I interviewed for an IT position with a local big name in the financial field. Was recommended by one of the employees on the inside that would get a $500 bonus if I took the position. Then I bought her a couple of drinks one night and loosened her up. Then started asking questions. Seemed everyone in the department in question was Indian.

I had been down that road with an accountant who tried to slough off an Indian 'associate' on me. The people can not conjugate verbs correctly to save there lives. You could never tell if they had done something, were going to do something, or were blowing smoke out their ass.

When they called to set up second interview I decided I was not interested in the position as the token white male.

And yet it's so much more than that. Most often, government chooses not only to do damned silly things, but to do them in damned silly ways.

To a great extent any large bureaucracy is insulated from the consequences of its actions, and no bureaucracy is larger. Their motivations are political, that something work or work efficiently is decided by politicians, not accountants or engineers.

Additionally people often ask government to do things no one else is willing to do, usually for what people see as very good reasons. If something is easy or practical, the private sector will probably have provided it first.

Basically all of the incentives go the wrong direction. Even if you *did* hire the best and brightest, you'd still have a hot mess, you'd just have it faster.

It would have been a slap in the face. Plus have to fix other peoples shit all day long -- people with a poor grasp of the English language -- in effect be their unremunerated manager? Krugman always explains that the Fed can print at will and inflate the debt away. The Chinese are catching on that we don't intend to ever act responsibly and intend in actuality to pay them back less than a penny on the dollar

The Saudis are sick of King Barry the Untrustworthy and are spitballing accepting payment in currency other than dollars. If the Chinese are on board with that, it turns the dollar into toilet paper

404 And, oh yeah, my insurance is being cancelled. My state has Anthem Blue Cross as a monopoly provider of individual insurance; there are literally no other options for the self-employed.

And Anthem is canc'ing all policies and making you go to the exchange -- there will no longer be individual insurance available at any price. My doctors aren't in their network; the hospital that saved my life this year is not in their network. The nearest hospital in the plan is 40 minutes away in good weather, and has a deservedly poor reputation: its lackadaisical employee vetting, and carelessness about routine sterile procedures infected some 59 surviving patients with Hepatitis C virus in 2011 and 2012 alone; in addition, HCV was found in several of the patients who died, but it was impossible to say if the hospital-derived hepatitis was the cause (these people were already sick, and God knows what else these barbers did to them).

The cause of the infection was immediately known to management -- one of the workers in the cardiac cath lab was a drug user. The managers lied to the public health officials, at first, about this. To date, the only one to see any consequences is the druggie, who went to prison. The boss of Hepatitis Hospital actually got a bonus atop his $800k salary.

Why would Obamacare/Blue Cross choose this hospital over the better one that isn't a life-threatening 40 minutes away from the populated seacoast area? The nearby, good hospital is "for profit," which is anathema to the architects of this policy. The one that pays the honcho $1million a year and shoots HCV into the veins of its patients is a "non profit," therefore blessed of the gods... at least, them that dwell in Washington.

As a combat vet, I have another option, the VA. Or I can pay more money for insurance that only covers me with substandard doctors and a hospital I wouldn't send my ex's dog to, and I don't even like the ex or the dog.

And yeah, one of our Senators and my Congresswoman -- who both voted to exempt themselves from this quagmire -- think I should be grateful to them for this "benefit."

Maybe I'll take a couple years off from work and employing people... if I get sick, I'll just go to the ER at the good hospital and bang out bankrupt. That's how they've incentivized me.

405 Having been a longtime NFL fan and having good ole John Elway in my team's conference (yes, children, the Seahawks used to be in the AFC West), here's my take on all things Denverian.

John believes in John. Period. I believe he wants the entire meme of the Denver Bronco history to be "none of anything good would have ever happened without John" - both as player and general manager. Led the Broncos to two Super Bowl wins (4 appearances) and I'm pretty sure he believes that he was the only real reason that Peyton even looked twice at Denver. Which could be true.

I don't think that he and Peyton had anything planned. Peyton desperately wanted to stay in Indianapolis right up until the last minute. But the thing that I find really interesting is that I don't know if even Elway had any idea that Peyton wouldn't just be okay, but proceed to simply be utterly astounding. I don't know if John ever dreamed that any other QB would be considered better than he in Bronco lore. Even Peyton Manning. So I relish ole John looking disgusted with Tebow (and he always looked peeved to me when the cameras were on him) and him now having to watch the QB he 'wanted' just be phenomenal. Should have been careful about what you wished for, John.

Tebow was not what John had control over. John was not fond of that and had rightful concerns about Tebow's long term capabilities. But he still acted incredibly boorish and very much like the south end of a bronco when it came to dealing with Tebow.
