Who Could've Given the Stand-Down Order in Benghazi?

The answer isn't as obvious as you might think. Or, rather, it's exactly as obvious as you think, but the left will of course attempt to claim that any number of persons might have given this order and we'll never know who they were so oh well let's move on to something else.

In fact, as Kerry Pickett reports, a source tells her only the president or someone directly conveying his order could give such an instruction.

A source with intimate information about the events that happened on the ground in Benghazi the night the U.S. Consulate and the CIA annex was attacked by terrorists told Breitbart News that, ultimately, only the President of the United States, or someone acting on his authority, could have prevented Special Forces either on the ground or nearby from helping those Americans who were under deadly assault.

According to the source, when the attack on the Consulate occurred, a specific chain of command to gain verbal permission to move special-forces in must have occurred. SOCAFRICA commander Lieutenant Col. Gibson would have contacted a desk officer at the time, asking for that permission.

A lot of weaseling is being done by discussing 'forces" rather than air power.

See here, this is from Jennifer Griffin:

*****

The quick reaction force that was mobilized from the Libyan capital was made up of five Americans -- including Glen Doherty, who was on contract with the CIA’s Global Response Staff (or GRS), and two Delta Force special operators who were in Libya on a separate assignment. That was all the hastily rented plane could hold, according to the State Department Review Board. Stevens used the cellphone of Regional Security Officer 1, who is currently recovering at Walter Reed. Stevens was speaking with the Embassy in Tripoli at 9:50 p.m. from the safe room where he and RSO1 had retreated for safety.

When the reaction team left Tripoli for Benghazi several hours after the attack began, they were told by one of the senior U.S. security officials at the Embassy that there would be “fast movers above Benghazi” when they arrived. “Fast movers” is a reference to military jets used to fly over a combat situation. It was a reference to F-18s, F-15s or F-16s that would have been flown in from Europe.

The team that left for Benghazi assumed they would have air cover when they landed. Instead, they got held up at the Benghazi airport without transportation and did not arrive at the CIA Annex to help with the evacuation until 5 a.m. local time on Sept. 12 (more than seven hours after the attack had begun.) Air support never came.

And it's starting to look like the State Department (*cough*Hillary*cough*) is directly responsible for that (with the White House making the decision to go along with the requested changes). My best guess as the moment is that Hillary requested the talking points changes when she realized that she could potentially be hurt politically for ignoring the requested security improvements at the Benghazi Consulate.

Is that correct or do I have it backwards?

67 Here is some of the excuses you can anticipate for tomorrow.

#1 The scene or images from the RPA's were not clear enough to figure out what the situation on the ground was.

Response: You had an open com line that someone switched on in the TOC which sent audio not only to the Annex where Woods heard it but most likely to Tripoli and as Charlene Lamb testified to the security ops room at the State Department.

You also had a cell phone call from Stevens to Tripoli informing everyone that they were being attacked.

By the way this alert system was upgraded after failing during the earlier IED attack on the Consulate.

After that it was decided to upgrade the alert system and to have the manning or someone available to make sure that the system was activated.

Someone of the team of people at the Consulate ran back to the TOC area at the Consulate compound and activated the system--it did not fail--and you had enough information to verify that indeed the Consulate was being attacked--you did not need the camera of the drone to be crystal clear.

The sovereignty of another country (as shaky as it is/was in this case) is involved, so the President would need to approve it (so that we don't accidentally start a war). In this case, it's pretty obvious that the Libyan government would have happily agreed to an allocation of forces after the fact, and may in fact have actually agreed to do so (one of the bits of information I've heard is that a Libyan C-130 was supposed to fly the quick responder unit out of Tripoli).

I'll tell you exactly why Obama and Clinton didn't send help.

They did not want to escalate the 'news story' any more than necessary. Obama was in the middle of a close reelection campaign and the last thing he needed was for his 'success' in Libya to blow up in his face just months after his victory dance.

Remember, at this time in '12 Obama's "Obama is dead, GM is alive" was his major selling point. Al Qaeda alive and thriving in Libya was the last thing Obama wanted the American voters to see.

99 The sovereignty of another country (as shaky as it is/was in this case) is involved, so the President would need to approve it (so that we don't accidentally start a war). In this case, it's pretty obvious that the Libyan government would have happily agreed to an allocation of forces after the fact, and may in fact have actually agreed to do so (one of the bits of information I've heard is that a Libyan C-130 was supposed to fly the quick responder unit out of Tripoli).
Posted by: junior at May 07, 2013 02:58 PM (UWFpX)

Thank you. That's what I was assuming, since we were dealing with moving military assets over another sovereign country's territory, there must be an explicit go order.

Needless to say, that leaves the bullshit we were just trying to make sure because we didn't want to start another war, do you want us to blow up more brown people you racisty racists excuse.

Posted by: alexthechick - Bring the SMOD at May 07, 2013 03:03 PM (VtjlW)

100 The second "excuse" you might hear tomorrow will be about the--

Libyans granting clearance to their air space.

Response: The RPAs were in the air space already.

We donated 175 million to the Interim Libyan government I am not sure if that includes the cost of operation Odyssey Dawn and the following NATO Operation Unified Protector.

We spent plenty of taxpayer treasure saving Libyans and the town of Benghazi--when it came to saving our own American assets we are going to use the Libyan Interim government that we just propped up as an excuse to not go in and save them?

It is a lie pure and simple--the Libyans would have given us access to the air space, we were already in the air space with the RPAs and--any kind of Libyan defense obstacle had been severely degraded during the set up of the no -fly zone for Operation Odyssey Dawn.

Obama gambled that sending in heavy support would only prolong the riots and attacks, making a big news story that would last a long time in the news cycle, thus hurting his campaign.

Obama and Clinton decided the best thing (for their own sorry asses) was to let the riots and attacks run its course.

http://preview.tinyurl.com/csx332f
Links to TheBlaze version of the story.
An ABC versions seems to imply that this flight was an evacuation flight.

"An Accountability Review Board report issued in December noted that the
embassy in Tripoli had contacted the Libyan military to have one of its
C-130s fly to Benghazi to take out the remaining Americans after the
wounded were taken out on an earlier U.S.-chartered flight. That was
the same aircraft that had transported seven more security personnel to
Benghazi, mainly State Department security contractors, but also two
Department of Defensemilitary personnel."
http://preview.tinyurl.com/ck6tteh

Panetta claims it would have taken 9-12 hours to reach Benghazi.

Now here is the irony--everyone would still be saying that nothing could have been done, we did our best and Drew M. would have the very same position that he holds today.

Here is the thing--Doherty and Woods prove all of that to be wrong.

They didn't listen to the _

I don't believe for one second that Obama would voluntarily take the heat in order to keep Clinton viable for 2016. This is a guy who talks constantly and obsessively about his personal "legacy". He's not going to meekly accept that being tarnished. When things have gone wrong on Obama's watch up until now, he has ALWAYS tried to fob off the blame on someone else. As pathological narcissists will.

The one thing I can see happening is the two camps jointly agreeing to represent to the public and Congress that Slow Joe overstepped his responsibilities and made the bad call. I think both Clinton and Obama think little of him other than as impeachment insurance, and would come to an amicable joint agreement to burn Biden for the collective good.

So then the question is, would Biden willingly agree to go along with something like that? He's tried to run for president before, and seems to think that he'll finally get the Democratic nomination in 2016. Would he willingly consent to being thrown under the boss?

Hillary Clinton comes out shows of a photo of Stevens limp corpse being pulled in four directions and she thanks the Libyans for helping the American get to hospital.

The Republicans, in response, did what they do best: sat on their thumbs.

That gave the Democrats an opportunity to blame Paul Ryan because of his proposed budget cuts that would begin in the year 2087.

179 There is probably, in various elite small units, SOPs saying if X happens we do Y.

So when an attack on occurs, all these SOPs and checklists are pulled out and people start going through their gear checks. And then wait for the Go.

And in a case like this, it has to come from the White House because of the international repercussions. Someone with the horsepower has to call the Italians and Croatians for example to use their air space to transport our troops as quickly as possible. Only the POTUS can tell the SoS to do that while telling the Sec Def to get assets ready to start moving once permission is received.

By not giving the Go. Or telling them to stand down. This White House and POTUS are responsible.

264 I am satisfied that the order to stand down was given. But I don't see why it was given. What was the motivation? Stupidity?

To go to all this length for the coverup it seems like there might be something more here. Even if they had told the special forces operators to stand down they could have said that they did not want to send a small, undermanned force into an unknown situation and just increase the number of Americans killed. There are lots of ways they could have rationalized it and the press would have carried their water as if it was their own.

But why was the decision made in the first place?

had ordered more security at the U.S. mission in Benghazi before it was
attacked where four Americans, including U.S. Ambassador Christopher
Stevens were murdered by Al-Qaeda but President Obama denied the
request.

The news broke on TheBlazeTV’s “Wilkow!” hosted by Andrew Wilkow,
by best-selling author, Ed Klein who said the legal counsel to Clinton
had informed him of this information.

Klein also said that those same sources said that former President
Bill Clinton has been “urging” his wife [Hillary] to

release official
State Department documents that prove she called for additional security
at the compound in Libya, which would almost certainly result in
President Obama losing the election.

303 Actualy, under the War Powers Act, ONLY the President could have authorized military intervention.

Libya was a sovereign country that we are NOT at War with. To Invade that country the President had the authority under the War Powers Act, because American Personel and 'Soil' was under attack, to send the Military in....

But note, NO MILITARY actualy intervened. Those who responded were CIA and State Dept. Personel... NOT Military.

And those given the Standown order? NOT MILITARY. They were State Dept. Security Folks...

Now.... who should have been advising the Prezzy on this??? Wouldn't that be the National Security Advisor??? a guy who is a lawyer and political hack with no military experience?

ONLY the President could have ordered the movement of MILITARY assets into Libya... that they were available and did not move, prooves he did NOT give that order.

The standown was NOT military personel.... it was State Dept. folks... and thus a standown order could, and would, come through them.

Well, it seemed to me all along that the Prez would have to make that kind of call. I can't imagine a military commander ordering troops into action ina foreign country without that kind of approval. That being said, the chain of command they outline in the article is remarkably long:

(1) Lt Col. Gibson (SOC Africa commander)
(2) Unnamed "desk officer"
(3) Marine Corps Col. George Bristol (Joint SpecOps TF-Trans-Sahara)
(4) Rear Adm. Brian Losey (SOC Africa commander)
(5) (4star) Genl. Carter HamUS AFRICOM commander
(6) POTUS

Yikes! One has to wonder how long it would take to slog through that list. Then again, it's pretty easy to picture TFG being hard to get on the phone during this event, which he would just as soon pretend wasn't happening. He'd be conferring with his political cronies, not some "unsavory" military types, and his first instinct and his first prioritywould be to find a way to avoid responsibility.

Posted by: Optimizer at May 07, 2013 04:30 PM (Mxt9o)

315 Actually, the title of this post is kind of backwards. Anybody and everybodyin that chain could have and would havegiven the stand-down order. They needed the OK from the POTUS, and since they did not apparently have it, they had to all say to stand down until that authorization occurred.

Posted by: Optimizer at May 07, 2013 04:46 PM (Mxt9o)

316 If the President were not notified and someone else made the call, and Americans died, don't you think he would be highly pissed and want to make sure everyone knew he was by-passed? It seems a sitting President would come down hard on that person, don't you think?. Imagine being President and being by-passed on an incident of this magnitude. Would you protect the person who ignored your authority by claiming the event occurred because of a video by some amateur film-maker? You can bet Obama was the one who made the call to stand down. His reactions don't make sense otherwise.

Hilary Clinton, culpable? Noooo. I don't believe it!! Well, that would mean the Pied Piper is also, hmmm? Nooooo. Pshaw.
Remember when he was indignant about the fact that he had NOT played politics? Let's refresh.
" The day after the attack, Governor, I stood in the Rose Garden and I told the American people and the world that we were going to find out exactly
what happened. That this was an act of terror. And I also said that we
were going to hunt down those who committed this crime. And then a few
days later I was there greeting the caskets coming into Andrews Air
Force base and grieving with the families. And the suggestion that
anybody in my team, whether the Secretary of State, our UN Ambassador,
anybody on my team would play politics or mislead when we've lost four
of our own, Governor, is offensive. That's not what we do. That's not
what I do as Commander-in-Chief."

But, Sir, Oh Pied Piper in chief-- you played politics--that is exactly what you did. You put the lives of Americans on the line and lost them because all you cared about was WINNING an election. And so did your Secretary of State but, for 2016. She lied to protect you and figgered she was golden. You had to know that good people wouldn't keep their mouths shut for long. I guess narcissistic tendencies will do that to a person, no?
Talk is cheap, you lying POS. And you deserve to be tossed out of office along with the rest of your lying followers.

PS- The Blaze is reporting that there could have been a response to the attack and someone here(Ace, Andy, someone?) said it had been laid to rest as an impossibility. I think not with the new info...Anyone?
___________ and it's 1736hours
So, now is everyone here(Ace, and Co.)of the mindset that these attackscould have beenstoppedor wasit stillimpossible?

If this is true, things are about to get interesting in a Clinton vs. Obama way.

Regardless of what facts come out, Zero is in a no-win situation. Either he made the call to stand down, or he did not.

If he did make the call, he'll have to come up with a lame reason (which will not be believed) to deflect from admitting he let Americans die for his own personal ambitions.

If he says he did not order the stand-down, then he's a dangerously incompetent president. What kind of leader would have people under him who did not know to pick up the phone to the WH in nano-seconds if an Ambassador was under attack on Sept 11? And further, for this excuse to work, he has to be "outraged" that someone else gave such a horribly bad order...and heads would have to have rolled over this already. Mr Big Tough Guy Man of Action (see: OBL is dead!) would have wanted everyone to know how Big and Tough he was before the election, but there was not a peep from him in terms of firing these alleged incompetent subordinates. Because he cares about Americans (right before an election), and all that jazz.

In a sane world, Obama would be toast at this point.

At a minimum, I'd love to see a timeline of what he was told, when, and how he responded from the moment the attack began until it ended.

322 So, now is everyone here(Ace, and Co.)of the mindset that these attackscould have beenstoppedor wasit stillimpossible?
--

There is no question every effort could, and should, have been made to help those people. No one is saying the attack could have been stopped. The outcome is and would have been unknown at the time the decisions were made.

Why weren't assents put in flight the minute the attack was known? They could always be ordered to stand down at any time thereafter. To not send any help is beyond comprehension.
