Lady Pelosi: Cutting Congressional Pay Would Reduce the "Dignity" of the House of Lords, I Mean, Citizen Legislators

I wrote yesterday about the transfer of power between Lautenberg and Booker, cracking that a smooth transfer of noble power had been executed, with the Signet Ring and Senatorial Scepter to be formally transferred at St. John's sometime round next Hallows.

Nancy Pelosi helps make this point.

House Minority Leader Nancy Pelosi (D-Calif.) said Thursday that she opposes a cut in congressional pay because it would diminish the dignity of lawmakers' jobs.

"I don't think we should do it; I think we should respect the work we do," Pelosi told reporters in the Capitol. "I think it's necessary for us to have the dignity of the job that we have rewarded."

Several points on the words used:

"Respect." She insists, straight off, on respect. Respect is, in a democratic, egalitarian system, not demanded and not owed due to status, but rather freely conferred due to achievement. Lady Pelosi demands "respect" not for Congress' performance -- the threat of a pay cut arises entirely due to its failure to perform -- but simply because the Status of Congressmen grants it.

It doesn't. Not in America.

"We." "I think we should respect the work we do." I can't help but note that this first "we" in this sentence, first person plural, is being used in a rather odd sense, second personal plural, you. That's not the same use as the Royal We, but we have seen these games with pronouns before, and We Are Not Amused.

"It's necessary." Aristocrats are fond of conceiving of their unearned and unwarranted privilege as being "necessary" for the smooth functioning of society; when their privileges are questioned, they don't say "But I like my unearned privileges," they instead claim that their privileges somehow better the lives of the peons. You see, they're not being selfish; they're thinking of the soft-brained illiterates on whose behalf they labor so heroically.

The lower lot, you see, need the structure of a society with firm strata so they can know their place. And thus they need those in the upper strata to have these privileges. It's necessary. She's just thinking about the common man, you know. That's all Lady Nancy ever thinks about.

"Dignity." Dignity is related to dignified, which expressly once meant-- and still does mean -- "having the air of a dignity," that is, of a worthy person whose worthiness is conferred by official position within a society.

And "dignity" itself comes from the feudal system:

early 13c., from Old French dignite "dignity, privilege, honor," from Latin dignitatem (nom. dignitas) "worthiness," from dignus "worth (n.), worthy, proper, fitting"

And while I can't prove the etymology, I'd posit dignity is related to the word "distinction" -- as in a badge of honor (as given on the battlefield) or, in the case of the nobility, the social investiture of superiority in a class.

"Rewarded." But you haven't been "rewarded" a perpetual gift; you've instead been hired for a job, a job in which the employers may see fit to increase and -- note this well -- decrease your compensation, depending on your performance. Lady Nancy, however, sees it as the former.

It should be noted that in previous centuries offices were purchased and carried with them benefits. For example, a rich-but-untitled nobleman in France could purchase some office -- say, Postal Inspector General -- and that office carried with it certain privileges otherwise restricted to the nobility.

This idea of perpetual gifts -- once Knighted, you cannot be unknighted, short of treason -- is entirely anti-American. We do not "reward" our civil servants, as Louis Capet did, with permanent social position and "dignities." We give them jobs -- at which they serve at our pleasure -- with the terms of employment changeable by the employer.

This is exactly what distinguishes a class position from a job -- you can lose your job, you can have your pay cut. You are not entitled to the job; you haven't been rewarded it, you've been hired for a hitch.

It is necessary for social fluidity that not only can people advance in status, but that they can also decline in status. If a status, once attained, cannot be lost -- even for nonperformance of the job that brought it -- then it's not a job, it's a 17th-century royal office sold on the open market to the second sons of noblemen, like a colonelcy.

Back in the day, the military office of colonel was in fact freely sold. One bought a "colonelcy." The aristocrat just had to pay the crown and pay to equip the troops under his command, and bang, with no actual military background or ability to lead men into battle, he became a colonel. With all the "dignities" that office came with.

Conservatives are the retrograde ones? And Lady Pelosi, pronouncing upon her dignities, rewards, and Right to Rule, is the progressive?

We all know Congress is a millionaire factory. No question there are frugal exceptions. (I don't know Paul Ryan's monetary situation, but if he were motivated by money, I don't think he'd be eschewing a rental in DC in favor of sleeping in his office.) But so many members of Congress enter with limited means and exit as millionaires. Let us be clear: This is not because of their salary (generous as it is.) It's because they have made many, many "wise" investments as a result of knowledge and contacts they gained while in Congress. And yet they want that little extra cherry on top of a generous taxpayer-funded salary.

The House voted Friday to freeze the pay of federal workers for the third year in a row over the objections of congressional Democrats and the Obama administration.
Members voted 261-154 in favor of the bill, which would also lock in a pay freeze for members of Congress. It exempts people serving in the military.
The bill won significant support from Democrats — 43 voted for it — while 10 Republicans voted against it.
The legislation is an attempt to override President Obama's executive order in December that seeks to give federal workers a 0.5 percent pay hike in late March. In a sane world, Pelosi's claim in January of 2007 that the Congress under her sway would have "not one dime" of new deficit spending, followed by the largest deficit binge in all history, would have seen her evicted from office. But Pelosi isn't IN office. She's the Duchess of Telegraph Hill. Anointed neofeudal royalty to San Francisco liberals.

The way that your typical SF liberal sees this is as... I suppose as an exercise in transference fantasy. Pelosi lives her life in a cozy little bubble of arrogance and unaccountability and someone else picking up the tab for her. And while not every SF liberal gets to live that way, not every one of them can afford to live that way, every last one of them WOULD live that way if they were able. To the very letter. It's the quintessence of their worldview.

So to them, voting endlessly for San Fran Nan and never punishing her incompetences and extravagances is something like how fans of a dissolute and untalented entertainer continue to enthusiastically follow every minor development involving the wretch and continue to spend lots of money on that entertainer's performances. Because in some sense they see in that trainwreck lifestyle the way that they themselves would love to live if only they were able. It's a psychological outlet for them.

Does that make sense? Little else about SF does.

There has been huge turnover of the actual natives of the city. Ordinary working class denizens who were born in SF without their family owning real estate have been largely priced out of the place. This all contributes to the rootlessness of the place in a philosophical sense. Not much generational continuity.

My take on ace's statement is that the egalitarianism ISN'T referring to the final result, but rather to the initial playing field. Everyone starts life with a blank slate, and the respect or dignity afforded to you as you move through life is entirely in your own hands and based on your own actions. By conferring some kind of dignity handicap to a person due merely to their possession of a title, without consideration paid to their achievements and/or failures, that egalitarian playing field is turned into a pitted course full of divots. God forbid you start off in one of those valleys, because it'll be very hard for you to overtake the God-Kings on the mountain.

The way the pay scale is now for congress, the only people who can run are either dirt poor or independently wealthy. This leaves out a large segment of the population, so it should be changed.

No one who earns a decent living in the private sector can afford to take a congressional seat. It's not possible to maintain a home in your district and have a place to sleep other than your office on $174,000 per year. It's time to make the congress and senate open to people who have real-life experience.

Considering that the job is to figure out how to raise and spend trillions each year, it's very reasonable that all congressmen should earn a base of $500K/yr. On top of that, they should receive a bonus of $500K every year they pass a budget that is below a set amount of GDP (say 18%). This would go a long way to establishing priorities.

Some districts are farther away than others. Every congressman should receive a NetJets card with between 25 and 200 hours per year, to be used however they see fit.

Senators would base at $750K with matching bonus, all with 200 hour NetJets cards. VP at 2 mil and Pres at 4mil.

Right now, we are penny wise and pound foolish. We're getting what we pay for and that ain't much.

I just find it ridiculous that if we had a company doing 2.5 trillion in sales every year, we wouldn't hesitate to pay a billion in salary and bonuses for the top management. Also, a nice chunk of that is tied to staying in budget and saving the shareholders money.

The people who would be totally against this idea are the current officeholders. They realize the competition for the seats this would bring. Finally, serving in congress would be open to everyone instead of just for the wealthy.

Jwest - I think you are definitely right about that. What also hurts is the sheer cost of campaigning, which is in and of itself a full time job. Incumbents basically get paid to camapaign, plus having to make some votes every now and then.

I think the real way to open up Congress to more people is two-fold. Term limits to encourage turnover and the idea of citizen-servant, but also increase the size of Congress. I know this has been debated, and certainly you probably reach a number that is too big. But one congressment simply represents too many people. Also, use the Texas model and have Congress meet for limited days during the year in which they must get their business done during that time, but also allow for some voting to be done electronically.

An alternative would be sort of like an electoral college for representatives such as by allowing a rep or reps from each precint elect the rep. That is somewhat of a bold approach, but the idea would be too become a more republican government by having smaller democracies in which someone could actually rise up.

Your point is well taken and I'm sure there are many possible solutions, but all would be rather bold in some sense.

I disagree. It's been occurring to me (since I read that vocabulary piece I posted a while back) that vocabulary really is important. And not just word-vocabulary, but concept-vocabulary.

One needs a series of words and concepts to describe a complex thing.

The laugh-laugh thing works only for those who already, intuitively, agree with you. For the rest, you have to explain the problem, and that means you have to introduce concepts to them. and that means you need the vocabulary to get the idea across.

They treat politics as a life-and-death matter because that's what they've turned it into.
