| House to Vote on Sandy Pork TomorrowThe second stage of the House's likely passage of bloated, "off-budget emergency spending" unrelated to the Sandy weather event will take place tomorrow. The bill has been cut into two parts so as to provide reluctant conservatives cover for passage of the pork-fest. The first part is House Appropriations Chairman Rogers Sandy Supplemental bill, HR 152 as amended. This is the one that conservatives get to vote for, but it's far from perfect. HR 152 (including Rogers' amendment) clocks in at $17 billion. It includes:

I spent a couple of years in NJ working on IT projects. It was a real eye opener with regards to their entitlement mentality. Of course, it's hard to be impressed by people who think "jug handles" are a sane way to handle left turns. No one could make me understand why driving 5 miles to a poorly marked jug handle where everyone was driving way too fast and refusing to allow other drivers to change lanes was better than a left turn signal.

No it's not. That presupposes that all the land is the Federal Government's, just like "fair share" taxation presupposes all the money is the Federal Government's. That land is (in order of highest to lowest probability) - The State's (try not paying your property taxes to find out if the State owns your property or if you do) - The City's (even if the State won't take your property, try the same trick with the City) - The Individuals (some people really do own their property, including not having to pay property tax. They're rare). Now, beyond that, there's the question of who is responsible for repairing damage to the property. The Federal Government, with few exceptions, is not a party to that equation at all. So who pays to fix it, the Owner or the Occupant? In either case, it comes down to The State or City, or the Individual. In no case is it a "legitimate function of the Federal Government" to take money from me in Texas to provide "disaster relief" to New Jersey. Semi-related: Please explain to the class why it is important that we have a "Federal" and not a "National" Government. In closely partisan congresses (like we have most of the time), it effectively castrates Congress completely- which is not as good a thing as it sounds at first. The point of the blanket veto is that the whole bill goes back to Congress. With Line-Item, only the things the President doesn't want go through. So consider this: the majority party is a few votes shy of cloture in the Senate, or one party controls the Senate and the other controls the House. Well, now the President's party is able to say anything during negotiations, including passing amendments the opposition party wants to sweeten the deal. It passes both houses (let's call it even by 2/3 in the first go-round). Now the President gets it, and he sits down with his Line-Item Veto and cuts out everything the opposition party wanted. Now only those items go back to Congress. What are the chances Congress overrides those vetoes? And before you use any form of the "tit for tat" argument- when was the last time Republicans engaged in real tit-for-tat gamesmanship? Sometime in the early 1900s? I'm sorry, I just don't see that the line item veto is in keeping with the balance of powers which should be maintained. And if it is modified to make it work withing the balance of powers, then it looses the effectiveness it was supposed to have. There was a time that the blanket veto was used like a line item veto. You put one thing in that a President considered non-negotiable, and he'd veto the whole bill with a statement that said "Remove that clause, and we can talk again." Then, Congress either overrode the veto (rare) or took out the offending clause and sent the President something he was more willing to sign (less rare). Fenelon, no one disputes that NJ has lots of fine folks. I spent time there and enjoyed it. But, they also think the world stops at the state lines of NJ/NY and maybe Conn. I've lost count of the times I've had to call my health insurance company and explain that I understand health care law better than most people (and probably better than the poor schmuck on the other end of the line), and that, yes, they will be paying this claim and, yes, they will be telling the doctor to write the rest off as contractual obligation. The only question remaining is whether they'll do so before I file a documented complaint with the Texas Department of Insurance. Oh, by the way, if you're in Texas (can't speak to other states), that's the magic phrase. If you say "law suit" they'll say, "I'm transferring you over to legal now, thanks!" If you say, "TDI Complaint" they'll tend to become very cooperative very quickly, unless they know 100% for certain that no one in their organization has made any mistake regarding this particular claim. TDI Complaints are very expensive, even when the insurer is not found to be in the wrong. They're exponentially worse when the insurer has made even a minor screw-up. Stupid f 'ing republicans. Today you have Obama chastising Rep. to raise the dept ceiling to " pay for things passed by congress." How about the Republicans. act radically, and follow what should be the normal course of business. Create a budget, have hearings, pass it through committee, vote on it in the House, and send it to the Senate and President for signature. If the Senate doesn't pass it, then don't authorize any spending outside the House passed budget, and put blame where it belongs, in the Senate and the Whitehouse, when they start crying about it. Mitch McConnel should simply shut down the Senate until a Budget is passed, and every day he should be at the Dais every day saying that they are required by law to pass a budget had it has been 4 years since they have. Then point to the President and remind everyone that the Vice President is the President of the Senate, and He is the head of the Dem party which also controls the Senate and lay the blame on having no Budget on at the President's feet, where it belongs. If we want to keep giving the President crisises to pass emergency spending, and political victories, lets keep going down this road. If we want to be the responsible adults in the room and give markets and the country some predictabilty , how about we be radical, and follow the rules. When the debt limit is needed to be raised the House should simply raise it to match their passed budget, and say this is the only budget that has passed any house of congress, you want more money, then pass a budget in the senate. Until then, the House will be making the rules until the Senate and the President start doing their job.

I think it had something to do with how it was designed for use in a
European conflict instead of in a rainforest in southeastern Asia, as the climate conditions played hell on it. The main problem was that the military changed the design and ammo. It was originally designed with a chromed chamber, and a cleaner burning ammo. To save money, they military went with a non-chrome lined chamber and a dirtier type of ammo. Regarding choo choo trains. Ever ride amtrak? They have all these employees who do NOTHING. I mean, NOTHING. There is nothing for them to do. They sit around in the refreshments car, or whatever it's called, and read newspapers.
I've ridden amtrak from Michigan to Chicago and it actually has potential, there is demand for it. Some of the runs are packed. I wish now that I had counted the number of employees that ride back and forth. Reasons they aren't making money: Too many unnecessary employees Many riders would actually be willing to pay higher fare, because of the hassle of parking and driving in cities like Chicago. They don't take advantage of the "captive" audience by selling crap. At long last....I have a job! It's as a contractor, so no benefits...but
the pay is decent. I need new batts for my cordless driver, an Android phone, and contractors insurance...but I can swing that. In the next few hours, since they expect me on the job tomorrow morning on Long Island. Packing is simple.....clothes, kindle, laptop, tools....also, wife will have to pick me up a new tool belt, since she's in town atm). Hotel is already paid for, a truck will be waiting for me, (and this is totally non Sandy related, btw). The down side of all this....I will have to drive across the hated Tappan Zee Bridge again...in rush hour traffic....but only once a week. Score! Oh...and uh....because of the dodgy neighborhoods I'll be working in, work is restricted to daylight hours only. That gives me a nice warm fuzzy feeling. Gulp. I'm also instructed to inform any curious natives that the equipment I'm installing is 'Weather Sensors', 'Cell Phone Repeaters', etc...... I ain't complaining. I noticed that he would come runing whenever I was adding sand to a flowerbed...and immediately start 'helping' me mix it in. So when I removed some dirt in that one bed...and dumped about 6 bags of sand in it...he went nuts, digging there. He laid in it. Rolled in it. It's been "his area' ever since. It's also a bed that is in shade, most of the day...so I think that's part of the attraction. It is not Stoner's fault or a catastrophic flaw in the AR-15 family that the weapon likes a chrome bore and prefers cleaner powder if you are gonna refuse to clean it. There was a comedy of errors, the AR-15 was the best "medium solution" to the realistic needs of a modern battle rifle. My uncle in the 1st Cav was quite content with the AR-15 he fought with, of course he cleaned it religiously as he was taught to do by Grandpa and had decided to do with his private AR-10. Given the findings of Project Salvo a 20" 5.56 weapon is the optimal solution for a force to achieve maximum volume of fire in practical military range. They were writing the STANAG for a lighter round at that point. Should have found a way to procure the proper round, I believe it was the arsenals concerned about losing business to private makers who could retool. The original AR-10 in 7.62 should have won the M-14 competition. But Stoner went risky. The base weapon did well in Central American jungles using the proper round, chromed barrels, and the original rifling. I never understood the rifling call, the others were politicl/economic. Not keeping the mix of M14/M16, the barrels and rifling, and the rounds used a local decision based on conditions and tactics was a mistake. No one rifle solution can address our global missions. Yeah, barking is a thing with them. Our older collie gets into barking binges on occasion, but it's mostly triggered by things like sprinklers running (a big p.i.t.a.) or wind storms. The sprinkler thing has gotten to be enough of a hassle that I am going to try to make a concerted effort to de-sensitize her to it this spring. I was able to get her to stop barking at the vacuum cleaner so I'm hopeful. Puppy is in the "terrible twos" stage (behaviorally, not literally) so she's gotten bark-y, but she's really smart so I think I can train her to not bark in the house. I'm fairly certain they determined that their operating losses on food service were the result of dumb ass employees basically engaging in massive theft (either direct drawer skimming, or handing out free food to people for various reasons.) Which is sad really. When the wife and I go to chicago we take the train, we brought our own food on, but didn't plan well enough and had to go get some food from the "snack car." I got a crappily microwaved egg McMuffin knock off that was cold in the center, and my wife got a soda they weren't even bothering to keep cold. For like $9. Like most other things in government, if they could fire some employees and restructure they might be able to at least stop hemorrhaging money. 498 We wanted to get a dog from a Golden Retriver Rescue, but the nearest one is 3.5 hours away and they say they almost always find people closer to them.
We have a cat and kids, so we aren't the easiest fit. ------------ Mama AJ, Collies are extremely good with kids and small animals. One reason we went with a collie is they have no prey drive. They are fascinated by cats and want to smell them, but they won't hurt them. I've read they will try to 'herd' kids if you don't correct that behavior. Smooth collie coats are super-short. It is a double-coat so there will be some shed, but nothing like a rough collie or even something like a German Shepherd. Where are you? Maybe there's a collie rescue group. Arguably the AR-15 family in a 6.5*50 config would have been the best utility rifle. Keep the cyclic low enough and it would be burst controllable with good intermediate range and higher drop power. Also I am personally on board the the HK-416 being a better mechanical choice for performance in desert conditions. Sven, I think the XM-25 will get gapped very quickly. Laser marker + self contained guided gernades have already been tested, the XM-25 is a lot of stuff to buy, maintain, and carry.
I believe we will see a carbine shake out, the M-4 had a specific role, it is being stretched into places it should not be for the sake of commonality with the density rifle. M-4 was designed to scrap guys off of tanks, when supported by vehicle mounted heavy mg fire. It was intended as an easier to train pistol. How it has become a general patrol weapon, esp. The average soldier will never lift rifle to shoulder at any target over 200 yards away. The numbers are very different for combat arms guys, but my wife for example....yeah she helped in one firefight in her career, but she was in a FOB and only added suppression from what I am told....she doesn't talk about it much and prefers telling nice stories about avoiding rocket fire. Between the sequestration debates and the very real possibility of another CR — possibly for the rest of fiscal 2013 — the Pentagon and the individual military services are urgently concerned about the immediate and long-term effects of the continuing funding disruptions. “Should Congress decide to extend the CR through the end of FY 13, the Navy and Marine Corps would not have enough money to meet FY 13 requirements,” Navy Secretary Ray Mabus flatly stated in a fleet-wide message issued late Friday. In particular, base operations and maintenance accounts face a projected shortfall of over $4 billion — money, Mabus said, “which funds Navy and Marine Corps readiness.” Mabus described the negative effects of another CR and revealed a series of cost-cutting measures being considered for the Navy and Marine Corps. In general the Red States pay out less to the Feds than they take in from D.C. Louisiana is about the biggest moocher in the bunch. Blue states generate more and get less back in the taxes they pay. And Obama's poll numbers from the Real Clear Politics AVERAGE still are up.

When I was visiting NO, I rode the street cars a lot. I also did a walking tour of the downtown cemeteries. And the tours for the plantations are fun too. As for paying for Sandy, I have a place on the river (which also means I have a lawsuit with DNR, but that is a whole nother story). It has a double wide mobile put in in 1976. We can't build, because it's in a flood plane. We can't put in a new double-wide. The only thing we seem to be able to do is rebuild the trailer one wall at a time. I would think that a lot of those homes can't be rebuilt. Being grandfathered in doesn't really help when it comes to the environmentalists.
