House to Vote on Sandy Pork Tomorrow

The second stage of the House's likely passage of bloated, "off-budget emergency spending" unrelated to the Sandy weather event will take place tomorrow. The bill has been cut into two parts so as to provide reluctant conservatives cover for passage of the pork-fest.

The first part is House Appropriations Chairman Rogers Sandy Supplemental bill, HR 152 as amended. This is the one that conservatives get to vote for, but it's far from perfect. HR 152 (including Rogers' amendment) clocks in at $17 billion. It includes:


  • $3 million for oil spill research;

  • $25 million for the failed Head Start daycare program; and

  • $3.9 billion for a new HUD disaster program.

None of these should be off-budget expenses. They are in no way "emergency" or even one-time expenses. The new HUD program is particularly egregious, since, as you know, few federal programs are ever shuttered once created. Look for the program to get continued funding in March's budget proposals.

And that's just the "clean," conservative-friendly bill. Rep. Rodney Frelinghuysen (R-N.J.) will move to amend the bill to add enough pork to buy the votes needed for passage. The amendment adds another $33.67 billion to the price tag, including for such inappropriate spending as:


  • $16 billion for HUD to spend on any disaster "emergency" that was declared in 2011 and 2012, and any that will be declared in 2013 (meaning in 47 states plus Puerto Rico at the moment).
  • $2.02 billion for Federal Highway Administration to spend on roads first in Connecticut, North Carolina, New Jersey, New York, Rhode Island, and Virginia whether they need Sandy-related repairs or not and then elsewhere in the country as FHA chooses;

  • $561 million for the Corps of Engineers to spend outside of areas affected by Sandy, including $10 million for a national Water Resources Priorities Study;

  • $100 million for Head Start;

  • $86 million for AMTRAK on non-Sandy capital improvements;

  • $40 million for military base repair and maintence, which includes spending for Guantanamo Bay;

  • $25 million for NOAA to improve weather forecasting;

  • $10 million for FBI salaries and expenses; and

  • $2 million for Smithsonian roof repairs.

Once again, we see things that should be part of the regular budget (or, to be sure, cut from the regular budget) being slipped into off-budget "emergency" spending, like AMTRAK capital improvements, improved NOAA weather forecasting, Head Start funding, and FBI salaries.

Rep. Frelinghuysen's vote-buying scheme radically exceeds even the unconscionable proposals of President Obama and the Senate. The FHA road spending is $1.7 billion more than the President asked for and $1.1 billion more than the Senate passed. And the total Corps of Engineers spending is $166 million more than the President asked for.

These non-Sandy relief bills should be voted down. I could support a bill to aid the region hurt by superstorm Sandy. This pork-laden monstrosity is not that bill.

Well not sure about that. Federal Disaster relief is not wrong when done properly. It is a legit function of the Federal Gov. HOWEVER it should always be a CLEAN bill with absolutely NO PORK in it and It should NOT go to rebuilding in flood or zones and the like.

22 I spent a couple of years in NJ working on IT projects. It was a real eye opener with regards to their entitlement mentality. Of course, it's hard to be impressed by people who think "jug handles" are a sane way to handle left turns. No one could make me understand why driving 5 miles to a poorly marked jug handle where everyone was driving way too fast and refusing to allow other drivers to change lanes was better than a left turn signal.

No it's not. That presupposes that all the land is the Federal Government's, just like "fair share" taxation presupposes all the money is the Federal Government's.

That land is (in order of highest to lowest probability)
- The State's (try not paying your property taxes to find out if the State owns your property or if you do)
- The City's (even if the State won't take your property, try the same trick with the City)
- The Individuals (some people really do own their property, including not having to pay property tax. They're rare).

Now, beyond that, there's the question of who is responsible for repairing damage to the property. The Federal Government, with few exceptions, is not a party to that equation at all. So who pays to fix it, the Owner or the Occupant?

In either case, it comes down to The State or City, or the Individual. In no case is it a "legitimate function of the Federal Government" to take money from me in Texas to provide "disaster relief" to New Jersey.

Semi-related: Please explain to the class why it is important that we have a "Federal" and not a "National" Government.

yeah I'm with you there. The fucking state should have its own resources, especially with the fucking property taxes they charge. My inlaws are paying 10K a year in property taxes on a 1 floor ranch house, but we all know where that money goes.

The other thing about flood insurance. I live in between 2 fucking lakes, and at first I couldn't get flood insurance because they said I wasn't in a flood zone. Not in a flood zone? Are you fucking kidding me? There is a very good chance half the people couldn't even get flood insurance.

Yes. I find it is best to skin them, de bone them and separate them into quarters before brining. Remember, you should brine teh parts for a least 12 hours. Then dry in a cool refrigerated area, to age the meat. Afterwards cook or freeze.Would you like my dry rub recipe before the MD 20/20 soak?

My husband read somewhere that the insurance company running ads about Sandy - the ones where they say they are visiting people in person whereas other companies aren't answering their phones - is in hot water for using footage of the exterior of a damaged home insured by them b/c they denied the claim. I have huge problems with the Line-Item Veto. It, in essence, completely castrates the minority party. In closely partisan congresses (like we have most of the time), it effectively castrates Congress completely- which is not as good a thing as it sounds at first.

The point of the blanket veto is that the whole bill goes back to Congress. With Line-Item, only the things the President doesn't want go through.

So consider this: the majority party is a few votes shy of cloture in the Senate, or one party controls the Senate and the other controls the House. Well, now the President's party is able to say anything during negotiations, including passing amendments the opposition party wants to sweeten the deal. It passes both houses (let's call it even by 2/3 in the first go-round).

Now the President gets it, and he sits down with his Line-Item Veto and cuts out everything the opposition party wanted. Now only those items go back to Congress. What are the chances Congress overrides those vetoes?

And before you use any form of the "tit for tat" argument- when was the last time Republicans engaged in real tit-for-tat gamesmanship? Sometime in the early 1900s?

Eventually I managed to get it, but years back I couldn't. The back yard gets flooded a lot more than it used to. Why? Because the town decided to pull eminent domain on the old woman across the street, and they took 300 feet of her backyard to run the towns new storm drains, and they dump all the water into the stream that runs past both our houses that feeds the lake, so now they flood our area every time it rains.

One of the ideas floated as an alternative to the original Line Item Veto is that all items vetoed in this way will be lumped together as one single bill to be voted upon again before the end of the session.

The idea being that, if they can survive a second vote not attached to more popular legislation, they'll be put into law despite the president's veto.

That said, I don't wish harm on them. I wish hurricane Sandy had never hit any populated area.

The harm is already done. The question now is what to do about it, and who is responsible for the cleanup. Congress (and too many 'Average Joes') think that I, in Texas, should be. I tend to think that the affected States should be.

I don't even have a problem with the Federally subsidized loans that used to be the norm. Well, okay, I have a little problem with it, but not as much of one. But now they just want to write blank checks. And that's not okay with me.

Unless they're talking a single bill that requires a 2/3 majority to pass (essentially just over-riding all the line-items at once). Either way you're diluting (if not eliminating) the supposed power of the line item veto, since it is very, very likely there will be things both parties want passed in that bundled bill- and Congress is much more interested in its own power than doing what's right.

I'm sorry, I just don't see that the line item veto is in keeping with the balance of powers which should be maintained. And if it is modified to make it work withing the balance of powers, then it looses the effectiveness it was supposed to have.

There was a time that the blanket veto was used like a line item veto. You put one thing in that a President considered non-negotiable, and he'd veto the whole bill with a statement that said "Remove that clause, and we can talk again." Then, Congress either overrode the veto (rare) or took out the offending clause and sent the President something he was more willing to sign (less rare).

I confess to having a visceral dislike of the insurance industry. My father-in-law (RIP) sold Met Life insurance. He was a nice guy and not one to ever really talk about anything serious or intensely emotional, but we really got into it one time when husband and I had been hit by a drunk-driver. Our insurer, State Farm, was also the drunk's insurer and they were acting like WE were at fault (or like there was a question about it). We wound up hiring a lawyer. Pain in the ass.

I really think if the insurance industry would've cleaned up its act things like Obamacare and all of these federal aid packages could have been prevented.

I had people ask me if we had paved roads and flush toilets in Oklahoma. They are very insular and it was frustrating when it wasn't downright insulting.

Not exactly, in my experience.

Case in point, husband and I were in a single-car accident while passengers in a cab. Basically, he was a little reckless, the tires were bald, and he skidded on some ice. No injuries. We were inconvenience b/c we were leaving Chicago for a trip and it messed up our schedule, that's all.

Anyway, iirc we gave the driver our info (he asked for it) and went on our way. A few weeks later, the insurer tracked us down (I think we had moved by that point) and offered us a settlement. We declined it. We hadn't been injured.

So they have this calculation where they'll try to avoid the expense of a lawsuit from people who really didn't have a claim, but they treat their paying customers like shit.

And don't get me started on medical insurers!


As I said, it's a visceral reaction at this point. Not entirely rational, but I really think if they'd invest more in customer relations, people wouldn't be so quick to ask Uncle Sam to step in.

And that's pretty well true across the board. I've lost count of the times I've had to call my health insurance company and explain that I understand health care law better than most people (and probably better than the poor schmuck on the other end of the line), and that, yes, they will be paying this claim and, yes, they will be telling the doctor to write the rest off as contractual obligation. The only question remaining is whether they'll do so before I file a documented complaint with the Texas Department of Insurance.

Oh, by the way, if you're in Texas (can't speak to other states), that's the magic phrase. If you say "law suit" they'll say, "I'm transferring you over to legal now, thanks!" If you say, "TDI Complaint" they'll tend to become very cooperative very quickly, unless they know 100% for certain that no one in their organization has made any mistake regarding this particular claim. TDI Complaints are very expensive, even when the insurer is not found to be in the wrong. They're exponentially worse when the insurer has made even a minor screw-up.

yeah this is why I separate the actual vacation home rich from the poor slob. In some of those rich shore areas the fucking residents were trying to sue the towns for building up sand dunes and ruining their "million dollar views", and ironically they were spared. Then point to the President and remind everyone that the Vice President is the President of the Senate, and He is the head of the Dem party which also controls the Senate and lay the blame on having no Budget on at the President's feet, where it belongs. If we want to keep giving the President crisises to pass emergency spending, and political victories, lets keep going down this road. If we want to be the responsible adults in the room and give markets and the country some predictabilty , how about we be radical, and follow the rules. When the debt limit is needed to be raised the House should simply raise it to match their passed budget, and say this is the only budget that has passed any house of congress, you want more money, then pass a budget in the senate. Until then, the House will be making the rules until the Senate and the President start doing their job.

No. It was designed (to the extent is was "designed" for something) to do excellent on the range. Get it dirty (dirt not being a regional issue an infantryman will face) and reliability goes in the shitter for the A1, and is at least compromised for the A2 and A3. Dirt is the enemy of your M16.

The main problem was that the military changed the design and ammo. It was originally designed with a chromed chamber, and a cleaner burning ammo.

To save money, they military went with a non-chrome lined chamber and a dirtier type of ammo. To compound matters, they initially didn't issue cleaning kits with them, claiming they were "self cleaning".

Off the top of my head, there were among other things problem with the powder used in the cartridge that was different than the one Stoner recommended. It was a lot dirtier and fouled the weapon much faster. Also, no chrome barrel which corroded in a humid environment and no cleaning kit issued.
The later models added the forward assist.

449 Regarding choo choo trains. Ever ride amtrak? They have all these employees who do NOTHING. I mean, NOTHING. There is nothing for them to do. They sit around in the refreshments car, or whatever it's called, and read newspapers.

I've ridden amtrak from Michigan to Chicago and it actually has potential, there is demand for it. Some of the runs are packed. I wish now that I had counted the number of employees that ride back and forth.

Reasons they aren't making money:
Too many unnecessary employees

Many riders would actually be willing to pay higher fare, because of the hassle of parking and driving in cities like Chicago.

They don't take advantage of the "captive" audience by selling crap.
I was on trains that don't even have dining cars with food available, much less junk to sell to people, magazines and stuff for kids.

460 At long last....I have a job! It's as a contractor, so no benefits...but
the pay is decent. I need new batts for my cordless driver, an Android
phone, and contractors insurance...but I can swing that. In the next few
hours, since they expect me on the job tomorrow morning on Long Island.
Packing is simple.....clothes, kindle, laptop, tools....also, wife will
have to pick me up a new tool belt, since she's in town atm). Hotel is
already paid for, a truck will be waiting for me, (and this is totally
non Sandy related, btw).



The down side of all this....I will have to drive across the hated
Tappan Zee Bridge again...in rush hour traffic....but only once a week.
Score! Oh...and uh....because of the dodgy neighborhoods I'll be working
in, work is restricted to daylight hours only. That gives me a nice
warm fuzzy feeling. Gulp. I'm also instructed to inform any curious
natives that the equipment I'm installing is 'Weather Sensors', 'Cell
Phone Repeaters', etc......



I ain't complaining. It's a job, it pays well, and right now, it's what I need.

Fouling the gas tube was only one of numerous problems that weapon had. And NO weapon should be designed to require a particular powder for proper operation. So long as your round meets STANAG the weapon should shoot them reliably, regardless of powder.

It was Wags experience that led me to recently purchase an M1A..a police trade in.

I tried to buy an AR 15. I figured since Obama hated them they cant be all bad. Found one online.. the lady said 2575. I coughed! I said excuse me..were you trying to give me your social security number by mistake? That's too many digits! SHe had to laugh!

It was the...sand.

I noticed that he would come runing whenever I was adding sand to a flowerbed...and immediately start 'helping' me mix it in.

So when I removed some dirt in that one bed...and dumped about 6 bags of sand in it...he went nuts, digging there.
He laid in it.
Rolled in it.
It's been "his area' ever since.
It's also a bed that is in shade, most of the day...so I think that's part of the attraction.

It is not Stoner's fault or a catastrophic flaw in the AR-15 family that the weapon likes a chrome bore and prefers cleaner powder if you are gonna refuse to clean it.

There was a comedy of errors, the AR-15 was the best "medium solution" to the realistic needs of a modern battle rifle. My uncle in the 1st Cav was quite content with the AR-15 he fought with, of course he cleaned it religiously as he was taught to do by Grandpa and had decided to do with his private AR-10. Given the findings of Project Salvo a 20" 5.56 weapon is the optimal solution for a force to achieve maximum volume of fire in practical military range.

The problem is...they microwave a cold dog right out of the bulk package it came in, squash it into an equally cold bun, then pass it to you. If you're brave, you can make use of the "Condiment Station", which includes....mustard, if you're lucky, a few empty containers that may, or may not have held onions, cheese sauce, sour kraut, chilli sauce, other 'fixins', an empty ketchup squirter, and a plastic shelf that looks like it's been smeared with the snot of an Ebola patient.....all of which have been sneezed on by at least one hundred of your flu infected co-passengers. Also.....the guy that MW's your dog? He has the flu too...but he's being paid 75 dollars an hour just to show up, and sneer at you, whether you're happy or not...and if his, hers, or it's nose drippings happen to drizzle over your hot dog, well too f'ing bad!

It was still one of the best parties ever, though.

On a scale of Demagoguery from 1 to 10....it was a 12.

That was his whole reason for doing it, to demagogue the debt ceiling showdown...in advance.

We have a cat and kids, so we aren't the easiest fit.

They were writing the STANAG for a lighter round at that point. Should have found a way to procure the proper round, I believe it was the arsenals concerned about losing business to private makers who could retool.

The original AR-10 in 7.62 should have won the M-14 competition. But Stoner went risky.

The base weapon did well in Central American jungles using the proper round, chromed barrels, and the original rifling. I never understood the rifling call, the others were politicl/economic. Not keeping the mix of M14/M16, the barrels and rifling, and the rounds used a local decision based on conditions and tactics was a mistake. No one rifle solution can address our global missions.

Yeah, barking is a thing with them.

Our older collie gets into barking binges on occasion, but it's mostly triggered by things like sprinklers running (a big p.i.t.a.) or wind storms. The sprinkler thing has gotten to be enough of a hassle that I am going to try to make a concerted effort to de-sensitize her to it this spring. I was able to get her to stop barking at the vacuum cleaner so I'm hopeful.

Puppy is in the "terrible twos" stage (behaviorally, not literally) so she's gotten bark-y, but she's really smart so I think I can train her to not bark in the house. So far she does not join in when her sister barks, she just does it when she is excited.

Collies are extremely good with kids and small animals. One reason we went with a collie is they have no prey drive. They are fascinated by cats and want to smell them, but they won't hurt them.
I've read they will try to 'herd' kids if you don't correct that behavior.
Smooth collie coats are super-short. It is a double-coat so there will be some shed, but nothing like a rough collie or even something like a German Shepherd.
Where are you? Maybe there's a collie rescue group.

We looked at herding dogs, including Aussies, Corgis, and Shetlands, and Collies were the lowest energy. Some folks say rough collies are mellower than smooth collies, but it's too early to tell with our two.

Arguably the AR-15 family in a 6.5*50 config would have been the best utility rifle.

Keep the cyclic low enough and it would be burst controllable with good intermediate range and higher drop power.

Also I am personally on board the the HK-416 being a better mechanical choice for performance in desert conditions.

The slight loss of follow up shot accuracy is probably offset by improved reliability.

I bought a 44 mag S&W back in the day with an 8 inch barrel. Shoots like a rifle. It was touted as the most powerful handgun in the world.I practiced alot..could shoot it with accurately (with both hands) It was the most powerful handgun in the world for about 6 months.

The 10 mm trumps it if you can afford the ammo.

The XM-25 with a nice PDW as back up is probably my preferred solution.

I believe we will see a carbine shake out, the M-4 had a specific role, it is being stretched into places it should not be for the sake of commonality with the density rifle. Now, if you let the M-4 have hollow points or an appropriate twist ...

That's the rifle the Colonial Marines carried in Aliens. That, and the Smart Rifle the heavy gunners had. Those were the ones that Vasquez and Drake "wore" instead of carried. The universe backstory said those rifles could automatically track targets for the gunner. They just had to pull the trigger. It was basically "auto aim".

In trying to figure out what my big doggeh is...I noticed that he bears a striking resemblence to Tibetan Mastiffs.

He has the stand-up ears of a shepherd, and his muzzle is more tapered than a TM...but his coat and huge furry paws are like a TM.

The average soldier will never lift rifle to shoulder at any target over 200 yards away.

The numbers are very different for combat arms guys, but my wife for example....yeah she helped in one firefight in her career, but she was in a FOB and only added suppression from what I am told....she doesn't talk about it much and prefers telling nice stories about avoiding rocket fire.

“Should Congress decide to extend the CR through the end of FY 13, the Navy and Marine Corps would not have enough money to meet FY 13 requirements,” Navy Secretary Ray Mabus flatly stated in a fleet-wide message issued late Friday.

In particular, base operations and maintenance accounts face a projected shortfall of over $4 billion — money, Mabus said, “which funds Navy and Marine Corps readiness.”

Mabus described the negative effects of another CR and revealed a series of cost-cutting measures being considered for the Navy and Marine Corps. The moves include terminating temporary employees, implementing a civilian hiring freeze, reducing spending on facilities and base operating support, reducing information technology and administrative budgets; delaying ship and unit inactivations, cancellation of planned facilities demolitions, and travel reductions.

When I was visiting NO, I rode the street cars a lot. I also did a walking tour of the downtown cemeteries. And the tours for the plantations are fun too.


As for paying for Sandy, I have a place on the river (which also means I have a lawsuit with DNR, but that is a whole nother story). It has a double wide mobile put in in 1976. We can't build, because it's in a flood plane. We can't put in a new double-wide. The only thing we seem to be able to do is rebuild the trailer one wall at a time. I would think that a lot of those homes can't be rebuilt. Being grandfathered in doesn't really help when it comes to the environmentalists.

And what happened to all the money raised at the 12/12/12 concert?
