A Look At Today's House Votes

Today the House will vote on two bills designed to avert both components of the fiscal cliff. It's a smart play by Speaker Boehner and his caucus to pass this legislation and then head home for the holidays as it looks increasingly likely that President Obama has no intention of negotiating.

The first bill, the Spending Reduction Act of 2012 (PDF: H.R. 6684), replaces the automatic sequestration cuts with alternative spending cuts and reforms, mainly to avoid the nasty defense cuts in the original sequester. It also cuts the Obamacare slush fund, the failed HAMP mortgage reform effort, and reforms food stamps and the child refundable tax credit. The bill reduces the deficit by an additional $242 billion over the original sequester.

The second bill, the Permanent Tax Relief for Families and Small Businesses Act of 2012 (PDF: H.J. Res. 66), is what we've been calling 'Plan B.' It permanently extends current tax rates for everyone making less than $1 million, so no more of having to re-fight the same battles over and over every time the tax rates expire. It has a permanent AMT fix, which conservative have been seeking since time out of mind. The Joint Committee on Taxation says that Plan B amounts to about a $3.9 trillion tax cut.

The House GOP should pass these bills and go home. We're not going to get anything from President Obama, despite a good-faith effort to avert economic disaster. Let him own a decision to raise taxes on 99.81% of Americans.

If passed, will Obama sign because he's a coward, or veto because he's a coward? The easiest predictor of his behavior is "What Would A Coward Do?" Which is the most cowardly course of action? Whoops, cowardice is the overwhelming factor when action must be taken, like defending a consulate.
Perhaps in this case he'll decide based on what's in it for him. Political hay, graft, or the continued destruction of freedom and the free market?

59 We had a telephone town hall with our rep last night. 85% voted to pass the "plan B" and be done with it....but everyone knew it is just a matter of spinning your wheels because the senate will turn a blind eye to it.

I asked my rep....why not just take the plunge over the fiscal cliff....we are headed for it anyway. He seemed to agree that the electorate needs to actually "feel" the pain before they demand the senate and WH do their jobs.

I'm not saying we don't have a lot to complain about but in order to prevail in a political battle, you have to occasionally support your own side when they appear to do our bidding. If you are cynical 24/7 with your own party you are doing nothing but lending support to the otherside.

The only people who move goalposts are Boehner's supporters and Boehner himself. Boehner's pledge to America was $100 billion from the 2010 budget, an amount we thought was too small.

The actual amount he cut was 3 billion on the increase. So keep in mind who actually moves goalposts.

And it will make it much tougher to ever lower taxes in the future, and will only embolden the public to seek to raise taxes even more on the top 1-2%. Because if 98% are protected from tax increases, let's just ask the rich to pay even more of their fair share. There is no desire to ever cut spending in this country, and there won't be until the disaster hits us. Saying that we are sitting on a fiscal time bomb is not going to cause the public to vote otherwise. Perhaps because we have been saying it for a while and yet it has not exploded. The only way force real change is to let the time bomb go off.

I agree but as a former congressional staffer, the House still has to remain in formal session until adjournment sine die unless the sine die resolution allows the leadership to reconvene.

Mind you, they don't have to do anything but eventually vote to adjourn sine die. But the session still requires consent of the Senate. Was nearly stuck in Washington for Christmas due to a lame duck session that ended on Dec. 16th. House and Senate did not agree on continuing resolution and Senate refused to let the House adjourn with a clean bill. CRS has interesting monograph on lame duck Congresses since the 20th Amendment at http://tinyurl.com/coqmccn Apparently, in 2008, the House did adjourn sine die before the election but the Senate did not. Thus, a lame duck session began Nov. 19th until Jan 3rd 2009 when adjournment occurred.
