Obama's TV Ad Campaign Targeted Low-Information, Unlikelier Voters In Cable Reruns

They say this helped "at the margins." As Obama won at the margins-- just barely won by two points -- this may have been critical.

It was called “the Optimizer,” and, strategists for President Obama say it is how he beat a better-financed Republican opposition in the advertising war.

Culling never-before-used data about viewing habits, and combining it with more personal information about the voters the campaign was trying to reach and persuade than was ever before available, the system allowed Mr. Obama’s team to direct advertising with a previously unheard-of level of efficiency, strategists from both sides agree.

“Future campaigns ignore the targeting strategy of the Obama campaign of 2012 at their peril,” said Ken Goldstein, the president of Kantar Media/CMAG, a media monitoring firm that tracked and analyzed political advertising for both campaigns. “This was an unprecedented marrying of detailed information on viewing habits and political predispositions.”

And in the days since the election new details are emerging about just how outmatched the Republicans were on the technology side, prompting a partywide re-examination of how to avoid a repeat and regain the once-fearsome tactical advantages they held in the era of President George W. Bush.

With so much more time to prepare, Mr. Obama’s polling and “analytics” department collected so much information about the electorate that it knew far more about which sorts of voters were going to turn out — and where — than the Romney campaign and most public pollsters.

And that carried over into their TV purchases. They shifted resources from the costliest sort of advertising (early prime, news) that reached high-information, very reliable voters, and instead targeted low-information, less reliable voters on Jimmy Kimmel and Jimmy Fallon and TVLand, a cable network that just plays old reruns.

The article doesn't say this, but reading between the lines, the Obama campaign assumed that reliable voters would show up, and that high-information voters would make up their minds based on the large amount of non-TV-ad inputs they already had, and instead played largely for those who knew so little their minds could be changed by a few TV ads.

I specifically asked about this for the past couple of months. Why wasn't Romney advertising on USA, TNT, etc during Closer re-runs or old Golden Girl re-runs or the like? Why wasn't Romney countering the "he hates regular people" early on and/or targeting older voters who watch these things?

I was told by people smarter than me that Romney was saving his campaign money - excuse me, OUR campaign money (those of us who donated) - for GOTV efforts.

Now I discover that the ad buying strategy Romney used resulted in his ads costing 4-5x what O's did on the same programming.

AND I find out that the GOTV effort was a big waste of time, effort, and money.

I want to know how much ORCA cost or I will never donate to another national politician again.

I'm afraid the answers to these questions are irrelevant. For decades, children have been dumbed-down at best and indoctrinated at worst through the public education system. An entire generation is substantially made up of these "low info" voters who lean hard left. They are likely forever lost.

Changing tactics or strategy now would likely be like hitting the brakes or turning the steering wheel after you've already gone airborne over the cliff.

The "professionals" kept piling on 5 or 6 ads on the same TV Channels in a row. Sorry, but after a while, the repetition is INEFFECTIVE. They should be looking at more channels. And Less Expensive Channels (Although that might hurt the marketers commissions from Romney?).

Romney's TV ads seem to have been placed randomly *and* extremely narrowly targeted—rhetorically. They were like anti-Reagan ads from the '80s, the ones aimed at East Coast union guys. Every one of them could have had "Allentown" playing in the background. "Make me president and I'll bring your factory back from China."

My variant on it is that Romney should have converted "I'm an economic super-hero" into kitchen table economics. He never did. Focus on jobs was a mistake. He should have focused on family budgets. And he really should have had a tax calculator and "family dollar" calculator so the average person could see how s/he'd be better off under Romney.

I live in a "battleground" state and area.

I saw tons of Obama and Romney adds EVERY DAY the TV was on. I would turn it off because it was maddening.

If you lived in a reliably Democrat or Republican state, then of course. there was no money wasted where the turnout was expected.

The adds didn't scare anybody. They were just boring and repetitive. The message over and over from Obama was that
1) Romney is rich
2) Bain Capital killed companies, killed jobs, and made Romney rich
3) All the Romney tax plan is about cutting taxes on "the rich" and socking it to the Middle Class

It was straight up class warfare, all the time. It was a drumbeat of negativity. It is why I absolutely loathe every aspect of Obama and his Regime and his loyalists. The hatred, negativity, and lies, repeated ad nauseum.

Romney's single BIGGEST failure was not actually looking at Obama's caricature of him and virgorously refuting it.
Tactics. That's where we LOST.

Living within your means used to be brutally enforced by being reduced to abject poverty if you did not. Now? Hell, if you buy a house that's too expensive, the consequence seems to be being able to live there mortgage free when you strategically default and dare the bank to foreclose. So eventually they will. Big deal, you'll be able to get an apartment. If you're female and you want to sleep around? Go for it. If you get pregnant, you can have an abortion or if you keep the child there is no longer any social stigma to being an unwed mother. Not to mention all the government benefits.

That way, when anything like that happens, they know they have a group of guys who can recapture a commercial airliner with their eyes closed. Does the GOP have dedicated research groups for each demographic of voters, including idiots and layabouts? A group whose job is to find out the desires, leanings, beliefs, etcetera of, say, single mothers? Hispanics? Blacks? Asians? Retirees?

We know who votes for us, and why. We need to find out everything we possibly can about the people who don't, because contained in that information will be the way to reach them.

There were red states that should've gained more electoral votes.

Most of the states that would leave are chock full of military bases and nuke sites along with being the main repositories of fossil fuels (which this government won't let anyone exploit, anyway).

When the USSR dissolved, their nukes and military installations all stayed where they were. It was only the idiocy of some of those newly independent countries to give them up for nothing in return.

After the center of the lower 48 split off (along with Alaska) the remaining American Socialist Superstate would be split in 2 and would fall into ruin in a matter of a year., two at the outside Then we'd pick up whatever else we needed on the cheap as they sold off everything in a last ditch effort to stay afloat.

Re: SCOTUS and the Liberty case - I will be completely unsurprised if the Liberty case gets taken back up. The prior rulings were based on the AIA applying and since the Obamacare decision said that AIA did not deprive appellate courts of jurisdiction, the Liberty case should be revived. Of course, that probably means remanding it back down for a decision on the merits by the Fourth Circuit.

video of the Obamaphone woman. It was horrifying to see a person so
reduced by government dependency as to trade her vote for a phone.

we drew the wrong conclusion. They say everyone has a price and that

I'm
sure but that woman might have some sort of political philosophy that
roughly corresponds to the Democratic platform. But it sure seemed like
the phone was the thing that got her fired up about voting.

Here's
the problem for Democrats: you can debase people in order to make them
dependent to make your path to power a bit easier. Unfortunately, once
you do that to a people they are essentially untethered from your
ideology from that point on. I mean: anyone could have given that woman a
phone.

So what's to keep some enterprising Republican candidate
of the future from distributing free wireless handsets to these same
folks? And what if that candidate further let be known that, should he
prevail on election day the free phone may keep working past election
day. There may be some interruption in service if he loses. What if a
text arrives on election day along with directions to the the
appropriate polling place? What if supporters can keep their handset
activated by performing task on behalf of the party or candidate? For
example, sign up a friend and get another month of service. Go door to
door, and get another month of service. And so on.

This could
turn out to be much cheaper than TV ads and more effective than, say,
ORCA. I'm not advocating any of the above per se, I'm just pointing out
that conditioning voters to trade their vote for free stuff can work
both ways. It's not about ideology at that point, it's straight-forward
commerce.

To piggy-back on my other posts about repealing digital
copyright, I think this points the way to make inroads where the
Democrats least expect it.

What if, for example, the RNC made an
offer of free cable/internet/wireless (pick one) to the bluest
residents in those cities. Before and after every program and during
every commercial break viewers are reminded that this is a free service
provided by the Republican party - Tammany Hall style.

This might
actually serve to get Republicans into places they have been
traditionally shut out of like city councils. From there you gain some
control over things like polling stations. Etc. See the potential?

Point
is free stuff doesn't have to be free-stuff-from-the-government. What
if the free stuff is just privately funded stuff? Why do we have to
spend it on TV ads and Karl Rove's salary? Why not have donors sponsor a
free handset and wireless plan to give to a low info voter? Why not a
one-laptop-per-low-info-voter model? See the potential?

For that
matter, we should lay off the moochers and takers rhetoric. Fact is,
these people have never been invited to participate. What do you do when
you go to meet the new neighbors? You bring a gift. It shows that you
are friendly, that you mean no harm, that you want them to like you.
There is nothing wrong with that. We need to get to know these folks and
see if we can't talk some of them around to our side.

Basically,
we/they spent millions to reach the voters who were going to show up
anyway. I doubt the result would have been much different if they had
just piled up all the cash and put a match to it. In addition to
repealing digital copyright, we need to figure out ways to push low info
voters to the polls and to pull the lever for us.

Just a
thought but this would probably pair well with amnesty. Remember that
scene with Boss Tweed meeting immigrants at the docks in Gangs of New
York?

We won't know the absolute final count for another week or so but it already appears that Romney will beat McCain's 2008 total vote. And the millions of 'missing' GOP votes seem to have been in CA and the west coast rather than swing states - most likely they were too demoralized by the OH and PA results to bother voting.

It's premature to start jumping on solutions until we know exactly where we lost and by how much. We need to know what we know and what we know that just isn't true.

The only people to blame are those REPUBLICAN and CONSERVATIVE people who turned out in 2004 and 2008 and didn't again in 2012. That's it, they are by definition the only ones with agency who could have cast a ballot.

It's fashionable to blame it on Orca, which is a networked strike-list. This is such a fucking ridiculous a concept. It's a way for the campaign to know who voted quicker, not a way to force people to vote. It was these voters choice to sit home in '12 after voting in '08 and '04. Stop making excuses

Romney assumed the base would support him analous to '08 or '04. It didn't.

He focused on the middle independents and he decisively won it -- 5% nationally, 10% in OH.


Look: Game it out, even if Orca failed 100% and no usable information was passed -- big fucking deal. Then the Romney campaign would have just had to wait for the networks to tell them they won the precinct -- if the fucking people turned out to vote.

Orca's like having a first generation Predator overhead, you can see what's happening below in real-time, but if the lead-time to put more troops into the battle is measured in days it makes no fucking difference.

I tend to think those folks, and by extension me, us, would benefit from a bidding war. I'm not talking about specific policy prescriptions. You are probably right that a slate of policy options that are merely 'Democrat-lite' will probably be a sure loser - guaranteed to alienate the base and failing to win the skeptical.

I'm talking about campaign methods. A lot of money is spent getting folks to polls who would go there anyhow. This means that money is being wasted and should be spent some other way. The free phone idea is just something I made up because I happened to be thinking about the Obamaphone woman in that video when writing.

But I think the basic premise is sound. If you put a device like a phone or a laptop into the hands of a low info voter you have a reasonable shot at getting them to vote for you. Low info voters are not ideological they are transactional. Candidate A gives me a phone, I vote for candidate A. Easy peasy.

The Democrats will be forced to play their own game too. In the first place, as the debt increases and entitlements expand they will have less and less in the general fund to spread around and keep the machines palms all greased. Just how it is.

Keep in mind we have problems but they have problems too. Their problem is they have conditioned a large group of their voters into a transactional mentality and they are running out of dough. Our main problem -- at the moment -- is we thought we could win this last election assuming it was makers versus takers. We bet there were more makers or that the takers wouldn't show up. So that was wrong.

These urban precincts that are held by Democrats are vulnerable to the sort of plan I outlined. Just because a precinct is in the hands of a single party doesn't mean there aren't factions in that precinct. Someone is always looking for a better deal.

I suggest we offer one. Pass out a few devices. Sign people up. Get the word out. Folks see other folks with nice new phones/laptops. They want in. It's not ideology, it's a transaction.

I'll agree it's not healthy or anything like a long term solution but it is a start. If we habitually write of a chunk of the electorate particularly low info voters that are not ideological we will never outperform our base numbers.

My post was a rough outline of something that might work. But we need to establish some basic trust in neighborhoods that we are effectively locked out of right now. I suggest we start establishing some kind of ground work for the future. Phones and laptops are just one way to go.

I also think it's worthwhile to make ourselves busy doing good works in those neighborhoods. Distributing food and gas cards for example. Spruce up some play grounds with private funds (paging David Koch). Establish the basic idea that Republicans aren't bad, don't hate folks for being minority, etc.

We need to make sure that the dominant media narrative is countered by an actual physical instance of a Republican coming around to help folks out.

Do that consistently, year in, year out and we might see the numbers change. And for that matter, it's what we should be doing anyway. Americans do help one another out. The basic message should be: We're Republicans. We know you don't trust us but we want to get to know you and help out where we can.

Also keep in mind that the phone and laptop idea, while transactional in nature, also requires some buy in from the recipient. Without working for the candidate the service expires. So it's not exactly a freebie. We are basically setting folks up as independent campaign consultants.

If done well, we would do Obama-style meet-ups to check in with folks and get feed back. Keep in mind none of this is policy, it's campaign methodology. We are just doing something different. I'm leaving aside the question of which policies will prove most popular -- right now we just need to establish a network.

This nice thing about this -- IMO -- is that is negates Ace's biggest concern over things like immigration. If we can develop a good method for mobilizing low info voters we can deal with immigration on its merits rather than on fear of relegating ourselves to permanent minority party status. I also think it scales well.

Managed well over generations and you could even see a re-surgence in basic constitutional principles. In other words, a large group of traditionally transactional voters shifting towards becoming principled, ideological voters. But that's just pie-in-the-sky at the moment.

We have reasonable evidence that any election that is base versus base is an election we will lose. Our two options are grow the base (hard to do given liberal control of cultural institutions -- see my other posts on digital copyright) or shrink the opposition base. Because the opposition base consists largely of low info voters I think the latter task is doable.

Maybe you missed the Gangs of New York reference but that is exactly the model I had in mind - minus the fraud, racketeering, etc. I'm just talking about how you reach people. Last I checked they still have an annual dinner to celebrate Tammany Hall in New York so I'm not sure it's as castigated as you might think.

Here's the model: someone gives $500 to your campaign. What do you do with it? Buy TV ads? Send out mailers? That's fine and it may even work some of the time. But if you took that $500 and put an Internet connected device into the hands of a low info, unlikely voter now you have to voters you can push to the polls not just one.

The reason I suggest going after the inner city vote is that many of the voters are traditionally Democrat but their loyalty is mostly transactional. The Obamaphone woman was supporting Obama because he gave her a phone - or at least she thought he did. Well, if your main thing is the phone and not the ideology then maybe handing out phones is a better idea than sending junk mail or buying TV ads.

My part B, long game idea, would be to build some networks around these folks. Do some neighborly things to lower the overall hesitancy with the community to stray from the Democrat fold -- neighborhood cleanups, picnics, that sort of thing. All with the aim of getting Internet connected devices into the hands of these voters.

Also I'm not suggesting doing any of this in a vacuum. We also need to weaken the Democrat-controlled cultural institutions (media, entertainment, etc). This is the megaphone they use to caricature and stereotype use. Its primary means of funding in digital copyright which has almost nothing to do with property rights and a lot to do with funding and supporting Democrats. We should place all digital works in the public domain to allow other voices to be heard -- namely our own.

Now its over conservatives are being urged to move to the middle and in effect abandon the right, and also to give way on the life and death demographic issues, like race and marriage.

Romney already did move to the middle, big time, and in effect he tested the theory that the right has nowhere to go anyway. Also, had he won he had made it clear he was going to do nothing on all the demographic issues, it was going to be nothing but the economy all the way.

Romney was able to win independents, but lost, because the Democratic Party didn't need them. Fifty years of demographic fecklessness have earned their reward for conservatives. Also, we know how the theory that conservatives can be ignored because they have nowhere to go works out; they didn't go anywhere, they stayed home.

The right wing base is being urged by its betters to double down on a suicidal strategy that has already failed, and this is being called new thinking.

I just have this vision of Jon Stewart and all the Democrat 3rd column comedians talking about the "lame-a** phones the Republicans are giving out that don't even work, or that only connect you with a KKK hotline", and having it become some sort of "binders" punchline, but with more traction.

BTW, on the "Vegas" TV show last night, the gangsters gave out hijacked TVs in 60's Las Vegas to women in beauty parlors to entice them to watch a debate featuring their preferred candidate vs. the straight arrow.

I think the one piece of the puzzle you are leaving out is the lower vote turnout.

By data mining they figured out who was never going to vote for Obama but who could be persuaded to sit this one out if they could find an argument against Romney that resonated with them. It wasn't just "Vote for Obama!" A significant part of the Democrat effort was "Don't vote for Romney". For example, if Texas had been a swing state, I think we would have seen a lot of ads pushing the fact that as Governor of Massachusetts lobbied for and signed a law that outlawed "assault rifles" in his state that is still in effect.

All the morons complaining that it's just not fair should take notice of the fact that it worked. We had our ass handed to us. It is the difference between a very expensive WW II thousand plane bomber raid and a single plane with a single precision laser guided bomb.

I think you are right to worry about that. In fact, I don't think we have much chance at all without taking away the built-in advantage that comes from controlling every aspect of the popular culture. The only way I see to do that is by repealing digital copyright. It's the funding mechanism that keeps the whole rotten edifice in place.

Currently, center-right folk talk only amongst themselves. We live in a ghetto of blogs, talk radio, and FOX news and have, maybe, a handful of B-list celebrities on our side. The other side has... everything else. Every movie, every song, every TV show, every book, every celebrity, every gossip mag, every radio, every concert, every everything.

We can't compete against that. We don't have the resources to build a parallel culture and if we tried it, it would like roughly like what talk radio is compared to NPR. In other words, it would simply be our very own cocoon that is never visited by anyone who doesn't already agree with us.

So if we can't build an equal and opposite cultural edifice our remaining choice is reduce the influence and reach of the existing one.

Again we have two choices:

1. Boycott - this could work except that, as far as I know, it has never worked anywhere ever. More to the point, it effectively would mean that we withdraw from any participation whatsoever in the culture and thus further marginalize ourselves. It's self-defeating and it won't work - IMO.

2. Remove the funding mechanism. The funding mechanism is digital copyright. Digital copyright ensures the stability, reach, and influence of all the media and entertainment entities. These entities are the megaphone by which the Left transmits its own preferences to the population at large and also allows it to deny us the opportunity to speak directly and unfiltered to that same audience. Until we crack the cultural edifice we speak only to ourselves and allow liberals to describe us to everyone else.

I suspect that repealing digital copyright is an easily achieved legislative goal. Republicans were among the main architects of the laws as currently written. They received little in return other than electoral defeat. Democrats are vulnerable on this issue because they have long gotten a pass on it from... media and entertainment corporations.

Younger demographics see digital copyright as a needless obstruction. It makes their phones, computers, and media players work less well than they should. It means the DVD they bought legally can't be played -- legally -- by copying its contents to the hard drive of their own computer. It means they have to pay for the same content twice to share it between devices. It means the music providers can make all their music disappear.

In other words, they hate it. So repealing digital copyright might improve Republicans stature among younger voters and it will weaken the effectiveness of the Left's total media control.

So basically, I think you are right. Attempting the phone gambit without simultaneously neutralizing the cultural advantage would end badly. It wouldn't matter whether the phones were bad or not. The liberals would just say they were bad and it would be so.

As far as I'm concerned, repealing digital copyright is step one. Once the volume of the liberal megaphone has been lowered enough so that we can speak directly and in our own voices we can start in on something like I outlined.

FWIW, I'm not 100% convinced my idea is a good one. I just tossed it out there as something that might plausibly work given the current conditions. The good news is we are, apparently, about 48% of the elctorate. That's not a bad starting point. The problem is we need to persuade another 2% + 1. I think low info voters are exactly who we should try to get because they approach voting as a simple this-for-that transaction. There is no ideology involved.

We will never flip someone that votes blue based on ideology. That stuff is pretty much set in stone by the time someone reaches adulthood. So we need to move low info, occasional voters into our column. We need a way to reach them without the cultural filter that is imposed on us by digital copyright. Also, distributing free Internet connected devices will be a lot cheaper without digital copyright.
