John Boehner, Weakstick

There are certain hard and fast rules in negotiating, and if you don't know those, you can't do it. I'm not saying John Boehner isn't a nice, intelligent man. But he is risky business adverse, even when it's not that risky. Some people are just like that. Some people would rather buy a Saturn, where you go in and pay the price--where you don't have to negotiate with the salesman. (That was one of the selling points of the Saturn; you paid a set price, no haggling.) A lot of people just don't like the pressure of negotiating, even when it doesn't hurt. They're not wired that way.

Remember last week when it seemed like Romney would win? Harry Reid put down his marker immediately: "I just can't work with Romney." Now, that's not necessarily true, but that's what you do in a tough negotiation; you stake out a tough position. You prep the battlefield. You take the hardest-line posture and then work back from there.

What did John Boehner do after the election? He talked immediately about raising revenue. "[T]he American people expect us to find common ground, we are willing to accept some additional revenues, via tax reform." See the difference? Reid knows how to deal.

Speaker Boehner should have matched Harry Reid: "President Obama is too extreme, and unless he's willing to finally give a little and bring a plan to the table, I don't see how anything will change." Although that's not necessarily true, that's what you would say. Then you would work back from the hardline ground that you've occupied.

Speaker Boehner did the same thing in July of 2011 when he blurted out in an interview, to paraphrase, "Oh, no, we won't shut down the government." Whether or not that was true, it's not something he should have said out loud.

In The Godfather Don Corleone gets angry with Santino when he speaks out of turn during a negotiation: "You never tell anyone outside the Family what you are thinking again!" Speaker Boehner's natural impulse is to be honest. That isn't always helpful at the beginning of a negotiation.

This is one area where Donald Trump speaks with authority. He's fond of saying, from memory, "The right guy can get the deal. You can send one guy in who can't get anything done and then send in another guy with the same deal and he can get the deal. The only difference is the guy you sent in."

Here's another contrast: Remember Ronald Reagan's first meeting with Gorbachev at Reykjavik? Reagan blew Gorbachev out of his chair in the first minutes of the first day. He put a stranglehold on the hardliner ground and put Gorbachev on the defensive. Gorbachev shot back, "Mr. President, I am not a student, you are not a teacher." Well, as soon as Gorbachev said that, Ronald Reagan was the teacher. It was over. The proper response was to try to reclaim the hardline ground.

It's just posturing, but it's effective. Ronald Reagan was a master negotiator. He had the natural ability plus all those years as president of SAG and dealing with Hollywood lawyers. Gorbachev didn't stand a chance.

One last contrast: Obama is not a negotiator either, but he does have people who do know what they're doing. He pwned the hardliner ground today. Ace has already written about it: Give Me My Tax Hikes On Those Making $250,000 Or More Right Now, Before Anything Else, As a Show of Good Faith. Does Obama appear to be "seeking common ground" here? No, of course not. As with the Harry Reid and Ronald Reagan examples above, it's just starting point for negotiating. But it's what you do.

Why must we sound conciliatory while they never do? Granted, we're not going to get a headline from the New York Times that says "If Harry Reid is trying to seem conciliatory, he’s not doing a great job of it." But that shouldn't dictate our approach. Take the hardline stance and work back from there. Be conciliatory at the end, not at the beginning.

All this is to say Boehner has to go. I like him, and he's a good man, but he has been out of his depth with Reid, and Pelosi, and the White House. High stakes deal-making is not something he is well-suited for. It comes naturally to some people. To others, it does not.

I too would prefer to see a new Speaker next term. Someone younger and less tainted by decades of accomodating the Beltway Way as Boehner has done for far far too long.
Like Hastert, Frist, Delay, Livingstone, McConnell, Ginrich and Bush before him, the Speaker went full Animal Farm a long time ago and is not much use now that we know with 110% certainty that the other side is not interested one bit in anything but getting their way straight down the line by any means necessary.

Im not sure that this would help. Remember how Biden pushed Ryan around without meeting any resistance? Ryan is a smart wonk, but I dont see any teeth. Eric Cantor has more of a backbone than Boner or Ryan and he isnt very good either. But at least the President really hates him.

Eliminate the first/second/home-improvement distinction on home mortgage deduction and just cap the total loan balance on which mortgage interest can be deducted at ~$250K. Live somewhere cheap you can still deduct the motorhome...

Establish a much steeper AGI-based phaseout on deduction of state income taxes, or get rid of it entirely (that one would hurt me a lot, but...)

Give Obama the carried-interest-as-ordinary-income tax rate.

No tax on the first $100K of dividend/capital gain income, then escalate 5% per 100K until you get to 35%. That leaves the retirees and small investors where are now, or even better off.

Go after the entertainment industry. There's a few hundred individuals there who wouldn't mind giving up their tax shelters and paying 40% on their income, I'm sure. Might not be a lot in the aggregate but it sets the right tone...

Go after the tech-industry-favored offshore income havens.

And go after the Iowa subsidy kings who love them their ethanol mandates. Crush them flat dead, even before the actors.

Our tactics is dealing with the media are wrong. Look at how Mitt cowered in front of Crowley instead of taking the fight to her.

345 I actually think Boehner is shrewder than he's been given credit. To me it looks like a good cop, bad cop routine. If he came right out and said "F#ck you" after voters relelected both Obama and the Democrat Senate, the Republican House would be playing right into the hands of being obstructionists. Instead, he pretends he's open to listening to Obama.

The Republican House was the only thing not washed away in the election, let's at least give a tip of our hat to Boehner for that.

I actually think he's been pretty shrewd, the last thing you would want right now is a combative House Speaker eager to thump his chest and mug for the cameras like Newt Gingrich. Obama and Democrats would LOVE to use that as a foil when the shit hits the fan and they don't get their way.

I'm all for putting pressure on him, but I don't get the impression that Boehner is just going to hand Obama amnesty and big tax increases. If he does go down that road, than we need to just burn everything, including the Republican House.

Boehner should give Obama what he wants, but put a $500K floor on the tax hikes to do what he can to provide a buffer for small businesses that are about to be hit by Obamacare. Then give Nancy Pelosi and Hollywood and all the prancing elites the finger by suggesting a wealth tax to make up the difference (speaking of Warren Buffet, he's been pretty quiet lately).
I would love to watch the MSM heads spin at such a suggestion from a Republican.
Not that I think Boehner is the one to pull off slick negotiations, but he's in charge until January 2013 (at which time he MUST be replaced - we need a foxy negotiator in charge of the House).
STOP FIGHTING THE INEVITABLE, and let Obama fulfill his taxy spendy dreams. You know what will happen. Why not lie back and enjoy it?
Meanwhile the Republican house can watch the jewels (2nd Amendment etc) as best they can. But let the Dems cannibalize the rich. They can't take competencies away - people will build again (after the libs are on the run from their howling constituencies).
It's a radical chemotherapy-type treatment that may make our hair fall out, but we may survive in the long run because of it.

By the way this election was about geography and the Conservative base not showing up, after the maverick was pushed off on us in 08 enough were pissed that they were not willing to hold their nose and vote for another RINO the result 7 to 8 million DID NOT SHOW UP.

355 Sure, raise 'revenue'. But, I want for every $1 in new money I want $2 in real budget cuts. However, they must use the last year that a valid budget was passed by both houses as the baseline. AND UNLIKE IN THE PAST, ALL CUTS ARE TO BE FRONT LOADED BEFORE ANY NEW TAX IS COLLECTED. NO CUT...NO NEW MONEY. Oh, one more thing, the cuts can not come from any program mandated as required by explicit authority of Article 1 of the Constitution of the United States. Democrats get to pick the cuts.

This should be the position of any citizen with at least two synapse that are still firing who have to pay all the taxes.

Time to take a hard line on this.

357 there are two logical issues that seem problematic to me
First, the comparision of statements by Reid and Boehner misses a crucial point - one was pre and another was post data; Reid was an ante to the pot; Boehner was a call after the 2nd card

Secondly, you may or may not like this, but afaik, from polling data, most americans - a large majority actually - want to raises taxes on the rich, and are very opposed to soc sec cuts.
afaik, the gop held the house this cycle mainly thru gerrymandering and incumbency.
as a lib democrat, i would love - LOVE - you guys to take hard line no rev inc approach; I think that this would spell dem super majorities in 2014

we shall see

PS: i was over at read state, reading the its all the fault of the consultants piece. and in the comments, there were a lot of nascent conspiracy theories.
what is amusing to me is that this is a complete total copy of the dems afte a loss; you get all these dem conspiracy theories, they stole ohio, etc etc etc

the most amazing lib dem conspiracy theory of recent times was the idea tht R Reagans guy W Casey flew to paris in sept to meet with iranians, and struck a deal to - iranians would keep hostages till after the election.

Revenues and rates are not the same thing. Boehner is saying we're open to new revenues via tax reform. Yes - we are. Close lobbyist inspired loopholes and you get some more revenues. Cut regulations to encourage hiring and grow the tax base and, bam, new revenues.
That's what Boehner's talking about.
Oh, and maybe he's also talking about getting rid of the Hollywood tax cuts that Instapundit always talks about.
So, there ya go. New revenues don't have to equal increased rates.
This, by the way, is not a new position for the House GOP. This has been the House GOP position ever since we took back the majority. That goes for leadership, RSC, freshmen, etc.
