Catherine Herridge: This is the Smoking Gun Warning of a Coming Attack in Benghazi

The cable went straight to Hillary Clinton's office.

"I really believe, having read it, that it is the smoking gun warning here. You've got this emergency meeting in Benghazi, less than a month before the attack. At that briefing, the people are told that there are ten, ten, Islamic militias and al-Qaeda groups in Benghazi. The consulate can not sustain a coordinated attack and they need extra help. This information goes directly to the office of the Secretary of State Hillary Clinton. So, again, you have the culpability of the State Department. This is a very specific warning that they're in trouble, they need help and they see an attack on the horizon," FOX News' Catherine Herridge reported on FOX News' "On the Record" Wednesday night.

The cable, reported yesterday, is damning.

Summarizing an Aug. 15 emergency meeting convened by the U.S. Mission in Benghazi, the Aug. 16 cable marked “SECRET” said that the State Department’s senior security officer, also known as the RSO, did not believe the consulate could be protected.

“RSO (Regional Security Officer) expressed concerns with the ability to defend Post in the event of a coordinated attack due to limited manpower, security measures, weapons capabilities, host nation support, and the overall size of the compound,” the cable said.

According to a review of the cable addressed to the Office of the Secretary of State Hillary Clinton, the Emergency Action Committee was also briefed "on the location of approximately ten Islamist militias and AQ training camps within Benghazi … these groups ran the spectrum from Islamist militias, such as the QRF Brigade and Ansar al-Sharia, to ‘Takfirist thugs.’” Each U.S. mission has a so-called Emergency Action Committee that is responsible for security measures and emergency planning.

...

In addition to describing the security situation in Benghazi as “trending negatively,” the cable said explicitly that the mission would ask for more help. “In light of the uncertain security environment, US Mission Benghazi will submit specific requests to US Embassy Tripoli for additional physical security upgrades and staffing needs by separate cover.”

Herridge says that she can't imagine a more specific warning, short of the terrorists emailing the time, place, and manner of the attack.

Bill Clinton refused a request for armored support from commanders on the ground back in 1993 and we atched the spectacle of dead Amricans being dragged thru the streets of Moagdishu. Hillary ignores requests for added security in Benghazi and we see our Ambassador dragged thru the street.

From a JPost interview with Clara Lopez, former spook:

GA: Would she need to clear that with Obama or would she have just done that?

CL: No, these are her people, her assets if you will, this is her department,
her chain of command, all she had to do was say “DSS, send some more people to Benghazi”
and they would have been gone. It would be different if she wanted to assign a
Marine Security Guard Detachment because that has to go in coordination through
DOD (Department of Defense), so those things you can understand have to have different approvals,
but her own people, her own department, her own security service which exists for the
purpose of defending American missions abroad, she had total authority of those people.
She could have sent them anytime and she didn’t have to ask anyone to do it.

I stopped at the grocery store at lunchtime to pick up some stuff and parked next to a car that had a Fox News: The More You Watch The Less You Know bumper sticker on it. To be followed by a punch in the face.

According to the letters, not only had a Libyan policeman photographed the compound 15 hours prior to the attack, but the Libyan government had not provided the security at the consulate requested by the consular staff prior to Ambassador Chris Stevens' arrival in Benghazi. The deputy chief of mission at the U.S. embassy in Tripoli was contacted by a persistent Ambassador Chris Stevens the night of the Benghazi murders, trying to convey that the consulate compound was under attack, a Republican congressman said.

Rep. Jason Chaffetz (R-Utah), who is chairman of the House Oversight and Government Reform Subcommittee on National Security, Homeland Defense and Foreign Operations, relayed on Fox last night a conversation he had with the envoy on a fact-finding trip to Libya shortly after the Sept. 11 attack.

“He’s a good man. His name’s Gregory Hicks. And I — I think he’s trying to do the right thing,” Chaffetz said.

“He said that shortly after 9:40 p.m., what happened is his phone rang. And he didn’t recognize the number, so he didn’t answer it. Then it rang again. Again, he didn’t answer it because he didn’t recognize the number,” he continued. “But then, given the persistence, he did answer it. It was Ambassador Stevens. And Ambassador Stevens was saying, we’re under attack. We’re under attack.”

76 If reporting from the Washington Times is accurate, it looks like the Turkish Consul General Ali Sait Akin was in on the plot to attack the U.S. mission in Benghazi. According to an October 27, 2012 report, Libyan witnesses from the Benghazi neighborhood where the U.S. compound was located told reporters from the Associated Press (AP) that “150 bearded gunmen, some wearing the Afghan-style tunics favored by Islamic militants began sealing off the streets” leading to the facility “around nightfall.”

The Department of State “Background Briefing on Libya,” provided by telephone to reporters on October 9, 2012 states that Ambassador Christopher Stevens held his last meeting of the day on September 11 with the Turkish diplomat from 7:30pm to 8:30pm and then escorted him out to the compound gate to bid farewell. At that point, the briefing states, “Everything is calm at 8:30 p.m. There’s nothing unusual.”

But the AP witnesses said that, “The neighbors all described the militants setting up checkpoints around the compound at about 8 p.m.” The checkpoints were described as being manned by bearded jihadis in pickup trucks mounted with heavy machine guns and bearing the logo of the Al-Qaeda terror franchise, Ansar al-Shariah.

That means that the Turkish Consul General would have had to pass out through the blockade as he departed the American compound and left the area. There is no record that he phoned a warning to his American colleague, the one he’d just had dinner with, Ambassador Stevens. Given the description of the blockade around the American compound and of the jihadis and their trucks that were manning it, it seems unlikely that the he somehow just failed to notice. “[N]o one could get out or in,” according to one neighbor interviewed by the AP.

Except for the Turkish Consul General, it would appear.

43...I'm pretty sure it's that damn tape.

There are two tapes, tasker.

There have been referrences made to..."the on-site surveilance camera tape".
And there've been referrences made to..."the video from the Drone feeds".

So there are *two* videosources that they are sitting on...that show what happened.

I think there are

three.

The one from the cameras.

The one from the first drone that arrived on scene at about 10:00pm and ran out of fuel at 2:00 am--

and then the tape from the drone that replaced that drone.

Also State did not deny that they have a copy of the tape that is the 50 minute tape that Issa was asking that they release to Oversight.

Appoints it with simplicity and only the fuel effecient 300 hp standard inline six controlled by computer. Offers it standard with manual/ optional auto trans.V8 optional along with an option for true four wheel drive. In other words, build it to be true in spirit and looks to the original, yet with modern engineering and manufacturing technology. Keep the price affordable. Why the coverup? Why the failure to close the consulate after the dire warnings? Why not protect them adequately?
Because the attack on that installation was the death of the Obama Doctrine. Obama apologized for our past transgressions. Obama said we would no nlonger be cowboys. Obama removed Momar because he was a brutal dictator supressing the Muslim population. All of these are parts of the Obama doctrine, namely that we could appease and assuage the radicalsand they would stop hating us.
Except they didn't.They took what he gave them and then proceeded to kill our guys anyways.
Obama's foreign policy is a disaster and the attackin Benghaziproves it. He cannot pretend that they like us, or that they are moderates, or that us being nice will lead to good results. And to top it off, it also proves he is incompetent because failed to undertand this and failed to respond adequately.

We doesn't need coal and oil for are cars and planes when we have alternatives like solor, bio-fuels and greenhouse gas production which is sky rocketing. These guys were tough, skilled operators. But there are a lot of tough and skilled operators in the world. These guys believed they had an advantage others don't. They upped believing that if things got dicey - if they were down to their last bullet, if it looked as if there was no hope - they had the biggest, baddest, most lethal military on earth right behind them, ready - no, eager - to back them up.

Out of all the stress, fear, pain, and anxiety that they must have felt during the firefight, the most devastating emotion they felt must have been disappointment - the despair upon realizing that your country really didn't have your back. I fear they reached a point where they realized they were going to die for a country that lied to them - forsaken by the very country they loved and pledged to defend.

1. (SBU) Summary and Action Request: Embassy Tripoli requests continued TDY security support for an additional 60-day, through mid-September 2012.

[...] while Post has made number of procedural security enhancements and security upgrades, our efforts to normalize security operations have been hindered by the host nation in security support, either static or response, an increase in foreign targets, and [unreadable] delays in issuing firearms permits for our LES close protection bodyguard unit.

[unreadable]security upgrades to improve both the temporary Embassy and [unreadable] recognizing the growing challenges to Libya's fragile security environment the Department increased Post's danger pay allowance from [?] to [?] percent.

I'm thinking it was....after this Memo.

Col. Wood mentioned that he was ordered to return home, "two weeks" before the attacks on 09/11/12.
This was in his testamony before Issa's committee.

Also Glen Doherty was scrambled from Tripoli.

They arrive 4 hours later.

Given that they had to charter a plane and wait 45 minutes for a Libyan ,military escort from the tarmac at Benghazi-- 4 hours--isn't great when we know Ambassador Stevens or his security and military advisers anticipated just such a problem when they made the request sometime before May 3rd for a DC-3 to scramble the too few security assets that they had.

Correct, we are to fight evil and encourage good and always act to bring Him glory and do the best we can at all we do. Muslims are fatalists, "in'shAllah!" but Christians are more complicated. Our responsibility and actions work in concert with God's sovereignty. He uses us to carry out His will. We have a duty and an honor to serve him and our fellow man by working in this world.

I find it implausible that the Chairman of the Joint Chiefs of Staff, the Commander of U.S. Africa Command, and the Commander of U.S. European Command would have ignored a direct order from the Commander in Chief. Therefore, could you please clarify:
•To whom did you issue this first directive and how was this directive communicated to the military and other agencies – verbally or in writing?
• At any time on September 11, 2012, did you specifically direct the military to move available assets into Libya to ensure the safety of U.S. personnel in Benghazi? If so, which assets did you order to Libya?
• At any time on September 11, 2012, other than ISR assets, did you provide the authority for the military to take any and all necessary measures to secure U.S. personnel, including specifically the authority to enter Libyan airspace?

287 The terrorists pretty much did announce in advance the time of the attack.

Gateway pundit had a story today reporting how neighbors around the Benghazi compound all reported that multiple terrorists showed up around dusk and started setting up checkpoints all around the consulate building, closing off streets, etc. The neighbors said nobody could get in or out of the area. Then, after all this has been set up on the streets around the consulate, Ambassador Stevens walks the Turkish minister out. The minister gets in his car, and they drive out into the street, and are able to leave the neighborhood unmolested. Would have been impossible for the Turkish minister not to have seen and spoken with the terrorists, and he certainly knew or had reason to know what was going to happen at the consulate. No evidence that he attempted to warn Stevens or anybody else. He was complicit, if not an active accomplice, in the murders. And this is one of Obama's "friends."

Posted by: Observer at November 01, 2012 04:12 PM (/sohm)

288 Here's a more specific warning: the US compound was staked out by a Libyan police officer that was supposed to protect it. From a letter found at the consulate by journalists Harald Doornbos and Jenan Moussa:

"Finally, early this morning at 0643, September 11, 2012, one of our diligent guards made a troubling report. Near our main gate, a member of the police force was seen in the upper level of a building across from our compound. It is reported that this person was photographing the inside of the U.S. special mission and furthermore that this person was part of the police unit sent to protect the mission. The police car stationed where this event occurred was number 322."

289 There was practically a giant red arrow in the sky pointing down at the embassy saying "Al Queda will attack here."

So I'm even more curious about why the Amb went to Benghazi on 9/11. Was he ordered to and if so, by whom? Did the Turkish diplomat set him up by requesting a meeting then/there?

I love the work Catherine Herridge and others are doing, but it was frustrating to see her chalk all this up to simple incompetence. There were far, far too many signs of trouble and far too many people aware of the dangers to think Hillary could not have been aware, or was aware but underestimated the danger. I understand she may not want to publicly accuse the administration of anything that not provable yet, but I'd rather see investigators question the reasons behind the admin's behavior rather than assume it to be the most benign explanation. Assuming ends investigation into the reasons.

Hillary's only chance to salvage her reputation was to come clean at the beginning and throw O under the bus. She and Bill of all people should have known this would be too big to blow over and to cover up. So I don't understand why she didn't resign at the beginning of this fiasco. I hope she and Obama fall hard and fast over this. It'll be interesting to see what happens to the Dem party, old, rotting and decrepit to the core.

291 This is a very strong statement by Catherine Herridge, who is normally a "just the facts" reporter. Her statement is damning for Hillary, and perhaps for Obama if, indeed, he overruled her decision to send more security to Benghazi - assuming, of course, she actually made that decision.

Posted by: Nomadic100 at November 01, 2012 05:47 PM (Hw2dc)

292 First Fast and Furious and now Benghazi - this administration has a death wish - so long as it's someone else's death.

Posted by: Claude Hopper at November 01, 2012 07:24 PM (4PRHb)

293 It's equally damning that (1) it says the mission can't withstand a pre-planned attack and (2) it says there's lots of terrorist groups operating around the mission.

Any claim that this attack was "spontaneous" (apart from being impossible to believe) is irrelevant. If terrorists are waiting around to carry out an attack, training and preparing, it doesn't matter whether they decided to attack 5 minutes before they assembled, or 5 days in advance. There were a shitload of terrorists there, ready to attack at any moment.
