CIA: We Said This Was a Terrorist Attack In The First 24 Hours
McClatchy Analysis: The President Began Claiming This Was a "Spontaneous Protest" Three Days After The Attack

AP's Intelligence writer:

The CIA station chief in Libya reported to Washington within 24 hours of last month's deadly attack on the U.S. Consulate that there was evidence it was carried out by militants, not a spontaneous mob upset about an American-made video ridiculing Islam's Prophet Muhammad, U.S. officials have told The Associated Press.

It is unclear who, if anyone, saw the cable outside the CIA at that point and how high up in the agency the information went. The Obama administration maintained publicly for a week that the attack on the diplomatic mission in Benghazi that killed U.S. Ambassador Chris Stevens and three other Americans was a result of the mobs that staged less-deadly protests across the Muslim world around the 11th anniversary of the 9/11 terror attacks on the U.S.

I bolded that sentence because I'm having trouble understanding what is being suggested. Is the writer suggesting the report of CIA Station Chief in the very country in which the attack occurred was ignored by higher-ups?

Can anyone explain how that is possible? And if it is possible -- can anyone explain how that could possibly exonerate the higher-ups, rather than proving their unfitness for office?

I know I repeat myself a lot but allow me to repeat this:

The CIA Station Chief in Libya, where the attack occurred, immediately reported that "militants" carried out the attack.

And there is some doubt about whether or not the head of the CIA, or the DNI, or the President, was made familiar with this report?

Really?

What reports were they reading then, if they decided the CIA Station Chief in Libya wasn't worthy of a skim?

Meanwhile, McClatchy does some first-rate (and tough) reportage on the Administration's spin. It explains how "act of terror" got out there -- and how it then disappeared from the Administration's vocabulary.

In the first 48 hours after the deadly Sept. 11 attacks on U.S. diplomatic outposts in Libya, senior Obama administration officials strongly alluded to a terrorist assault and repeatedly declined to link it to an anti-Muslim video that drew protests elsewhere in the region, transcripts of briefings show.

The administration’s initial accounts, however, changed dramatically in the following days, according to a review of briefing transcripts and administration statements, with a new narrative emerging Sept. 16 when U.S. ambassador to the United Nations Susan Rice asserted in a series of TV appearances that the best information available indicated that the attack had spun off from a protest over the video.

What prompted that pivot remains a mystery amid a closely contested presidential election...

I think you just solved your mystery with the very next dependent clause, McClatchy.

In the early hours, the Administration seems to have told reporters that it looked like a coordinated, planned military attack. Note the word I bolded, though: Alluded. They did not state it plainly.

And then they stopped "alluding" to that possibility, and started claiming it was a "spontaneous protest" that got out of hand.

Also note the administration "repeatedly declined," in the early hours, to link it to the YouTube video. By this, I believe they mean that reporters kept asking -- hoping -- for a link, and administration sources declined to jump on that idiot belief of reporters.

I'm going to speculate here: The media, simple-minded and partisan, was determined to push a "YouTube video" narrative, which then put it in the heads of the Obama Administration that this Narrative would work. After all, the press was already almost writing the Narrative up for them.

The Administration spins that this is a "fog of war" effect, and that their story would naturally change as they got more information.

The trouble with that claim is that all the subsequent information proved that the initial reports of a planned, coordinated, professional military attack were in fact correct, but Obama's story began shifting the other way, towards a false story which no information at all supported.

And McClatchy does note this:

But the administration’s statements offer an ironic twist on the “fog-of-war” phenomenon: They apparently were more accurate on the day after the attacks than they were when Rice made her TV appearances four days later. Administration officials so far have provided no detailed explanation for the change.

I want to quote more from this. It details Jay Carney's first coordinated push of the lie, culminating in Rice's national broadcast (on five different news shows) of the lie.

You should probably just read the whole thing. At the very least, click on them, to let them know there is interest in this story.

I will quote the conclusion, as it's important:

In the next week, as the Republican-led political storm over the administration’s shifting accounts grew, the office of the nation’s top intelligence official announced that as a result of new information, it had determined that the consulate had been hit by a "deliberate and organized attack," and that it was responsible for the narrative that the assault began “spontaneously."

Yet the statement by the Office of the Director of National Intelligence failed to clear up how the administration came up with its assertion that the attack was launched during a protest against the video. Issued by a spokesman and not Director of National Intelligence James Clapper himself, the statement made no reference to a protest or the video.

“In the Benghazi area, in the beginning we feel that it was spontaneous – the protest- because it went on for two or three hours, which is very relevant because if it was something that was planned, then they could have come and attacked right away,” Ruppersberger, D-Md., said following the hour-long briefing by Petraeus. “At this point it looks as if there was a spontaneous situation that occurred and that as a result of that, the extreme groups that were probably connected to al Qaeda took advantage of that situation and then the attack started.”


There have been a couple other comments on what happened in that CIA-House Intel Committee meeting. So perhaps one of the other attendees pointed at Petraeus more directly than this snippet.

49 Gosh darn it -- I just cannot keep up with this. Ok, first it's not a terrorist attack - it's a spontaneous demonstration (with RPGs). Then, at the debate, it's an "act of terror". And in between it was a spontaneous riot/terrorism/spontaneous riot/kinda-sorta terrorism -- but not by Al Qaeda because Obama killed all of them/spontaneous riot/act of terror SQUIRREL!
The only thing that seems to fit is that Obama was trying to spin this as spontaneous because that fit his narrative of having abolished terrorism everywhere simply because (a) Osama is dead and (b) Obama said so.
Despite all the blowing of hot air by the media, that lead balloon sank.

My own read of the Rose Garden speech was that it was ambiguous - intentionally unclear, but left open an interpretation that it had been a terrorist attack. It mentioned the original 9/11 attack, the the Benghazi thing, which was also called an attack, and then a paragraph and a half later refers to "acts of terror", which could mean justthe original 9/11, or could include Benghazi as well. (It's like Biden's saying "We didn't know" - "we" who?)

It could be that if I read the the whole thing, the context could tell me that yeah, the whole speech was about Benghazi, so it was obviously included. I thought he was also talking about the other riots and such, so I don't know.

The point is that nobody came out and clearly and unambiguously said "Our ambassador was assassinated in a terrorist attack", and nobody came away from that speech saying, "OMG, there was a terrorist attack."

Further, when the jerky video storyline came out, the President didn't step up and say "No, that's misleading." To the contrary, when he was asked point-blank, he said "we're investigating." Imagine if G. W. Bush had said that after the second plane hit the WTC - it's exactly the same situation.

The idea that the media invented the folklore is new, though, and makes a lot of sense, Ace. I was going with the idea that they knew it was terrorists, but they still hadn't figured out whether the attack was not for a specified time,but when the terrorists hear about the other "festivities" they decided that now would be a good time. It seemed like that theory would be pretty consistant with the statements that were going out.

The NY Times tried to bury it and tried to defend there (lack of coverage) a couple of weeks ago. All you got out of the MSM was "Republicans are turning a tragedy into a political game of gotcha".

Biden is the one who really messed up in the debate. The next day Carney had to say "The VP speaks for himself, the President and the WH not the administration". At that point even the lapdogs had to start paying attention. I read somewhere that, that would mean "Obama doesn't speak for the Obama administration".

Maybe, but keep in mind that his was right after Obama was shifting his campaign strategy to foreign policy in response to Romney's overseas "gaffes".

OBL dead, Al Qaida on the run, Quadaffi deposed- he wanted to take credit for all of it, reminding voters that Romney has little or no foreign policy experience.

Then the Benghazi attack happened, potentially taking both AQ and Libya off the table. The media appeared ready and eager (as usual) to back up his assertion that it spontaneous and thus impossible to prepare for, so he ran with it. With the protest in Cairo preceding the Libya attack it wasn't a completely implausible line to sell.

What really blew the narrative was the Libyan president- new to the diplomacy dance- contradicting the administration by telling the truth. They weren't prepared for that.

Again, the only info we have on that is coming from the Dem's who could easily be selectively quoting Petraeus. There are no transcripts of the meetings. He could have been citing the protests in Cairo (those are confirmed) only as a matter of full background, not as a matter of cause.

Those Dem Senators could either being SCoaMF'ing it or they could have been actively deploying chaff to distract the press.

The fact that the Dem's had been relying on that video narrative should give everyone pause before jumping on Petraeus

Stunningly, we get paint orders delivered from our suppliers here to the shop. Sometimes very large orders, sometimes small orders. And I don't understand why the suppliers, one in particular, keeps sending small female delivery drivers to deliver this stuff. Attention people, paint is heavy. One 5 gallon bucket weighs in at about 60 pounds.


Front door rings and here stands this 5'2" 110lb girl with a bucket of paint at her feet. "Sorry, all deliveries go around to the side. At the delivery door." Big sigh. I get around to the side door and it's all she can do to get a single 5 in the shop. Then she almost dies trying to put it down.


Now, the upside. Said girl was extremely cute. And yes, I stared shamelessly at her ass while she tried to put the bucket down. Turns out she has a tattoo really low on her right hip as well.

That's exactly what makes this docudrop so damning. Stevens and others in Libya made repeated, strident declarations about the deteriorating conditions in Libya, and particularly Benghazi. When your Ambassador is telling your administration about how easy it is for militant groups to get their hands on RPGs, aK-47s, and other armaments, and that the Al Qaeda flag has been seen flying OVER GOVERNMENT BUILDINGS, then that's the kind of thing that should make any competent administration sit up and say, "Hey, whoa. Okay, let's get out of there for a while and let it cool down."

Obama got us into Libya with his "kinetic military action." He should have been involved in every decision involving Americans in Libya -- be they military or diplomatic -- in the aftermath of Mummer Gadfly's death. He does not get to unilaterally commit US military resources to overthrowing a sitting government (run by a dictator, but a dictator who'd been cowed for a decade at least), then walk away and wash his hands of the whole affair when "operations" have ostensibly ceased. This is not a basketball game, where everybody goes home after the final buzzer.

Obama had a vested interest in making sure Libya's "rebels" were successful in setting up a government after Gadfly's ouster. That's supposedly why he dedicated so many of our missiles to helping them get the fat old fairy out of his gilded throne in the first place. Call me crazy, but I expect a president who's spent millions of American dollars aiding a group of militant rebels in a culturally and politically unstable region of the world to maintain an active role in American operations the aftermath of those hostilities. He should have DEMANDED regular updates, and should have required that any decisions affecting Americans in Libya go through his office. By failing to do so, he failed to carry out his duty as Commander in Chief.

And if the State Department wasn't going to Obama with all of the cables, emails, and other messages that were coming in from Ambassador Stevens and others about the security situation in Libya, if they weren't at least TRYING to make him understand the magnitude of the danger, then every last person in that Department needs to be shitcanned NOW.

There is no reason to assume this. It is quite possible that he is a man who loves his country and who answered his president's call when asked to take over CIA whether he agreed with the president or not. I am not willing to just overlook his record and loyalty merely because he took a difficult post with an administration we don't like.

All that being said, its time for him to answer a few questions. His agency is directly involved, and frankly I haven't heard much from him. That goes for HRC too. My guess is we are too close to the election to really grill them, but after the election it is time to have some hearings.

Nordstrom, the regional security officer who testified before a House hearing last week, in a Feb. 12 email to a colleague, "when the ambassador (Gene Cretz, at that time) that I need to support Benghazi but can't direct MSD (a mobile security detachment) there and been advised that DS (Diplomatic Security) isn't going to provide more than 3 agents over the long term."

"DS is hesitant to devout (sic) resources and as I indicated previously, this has severely hampered operations in Benghazi," wrote Karen Keshap, a State Department manager, to main State in Washington the day before. "That often means that DS agents are there guarding a compound with 2 other DOS (Department of State) personnel present. That often also means that outreach and reporting is non-existent."


In other words, State wasn't going to devote anything beyond the bare minimum to protect Benghazi, which made it very, very difficult for the diplomats to actually do their damn job.

But what I find most damning isn't only that these particular emails were sent back in February, but that there was ANOTHER AMBASSADOR over there at the time. That means that, despite the repeated warnings of a rapidly fluctuating and increasingly hostile environment, the administration didn't take the opportunity of the previous Ambassador's departure to simply close the embassy for a time, or to revisit the security needs and resources necessary to ensure the safety of diplomatic staff.

No. They sent fresh meat instead.

Ambassador Stevens and the others might as well have been ringing a dinner belly. "Come and get it!"

Absolutely good for jihad business, but business is booming no matter what we say or do. This is their sine qua non: make Islam the only religion practiced on the face of the earth, and make sharia the only law followed on earth. To do this they feel they first must recreate the Caliphate to wage offensive jihad.
Of course there are a few bugs in their system. First, Shia v. Sunni. Second, no way to select a Caliph except warring bands of Jihadis, just like the original Battle of Karbala way back in Seventh Century, which was Shia v. Sunni. 302 Just want to add that at next debate, when Libya BS comes up, Romney needs to lay ground work like "Ok, now we saw last week that some interesting things happened with the moderator and the president trying to set some wiggle room on what president said and what I said. Let's be clear, Mr. Moderator and Mr. President, blaming the video was US Policy for two weeks. etc. etc."
Bust on the moderator for the sins of the last moderator.

according to Feinstein — “put out some speaking points on the initial
intelligence assessment,” she said. “I think that was possibly a

305 I always thought Obama's Rose garden "no acts of terror" comment was exactly what any president would say on the anniversary of 9/11 and not a statement about Benghazi. So I looked back one day and at the pentagon Obama said “So as painful as this day is and always will be, it leaves us with a lesson that no single event can ever destroy who we are. No act of terrorism can ever change what we stand for. Instead, we recommit ourselves to the values that we believe in, holding firmly, without wavering, to the hope that we confess.” It looks pretty obvious to me this was another case of Obama copying his old speeches... Its pathetic that he would claim he was assertively calling Benghazi a terrorist attack.

i am about through with that "fog of war' shit they're pushing,the fog of war applies mostly to armies conductinglarge scale attacks on multiple fronts.and besides that we've spent billions and billions of dollars on technologythat is supposed to eliminate much of the fog.

307 The fog of war has not existed for a while now. We had a drone on position and video from cameras. Maybe its the "light mist of war" now.

BTW, I think the media may have pushed the video line because it made sense if you didn't know otherwise, and its video, good for news, and its local which means they can hound the guy from sunny southern california rather than go to Libya.
