REPORTS: Marines not permitted live ammo

I just copied the WFB's headline because I don't really have words of my own right now, except for WHAT THE F*CK!!?

U.S. Marines defending the American embassy in Egypt were not permitted by the State Department to carry live ammunition, limiting their ability to respond to attacks like those this week on the U.S. consulate in Cairo.

Ambassador to Egypt Anne Patterson “did not permit US Marine guards to carry live ammunition,” according to multiple reports on U.S. Marine Corps blog spotted by Nightwatch. “She neutralized any US military capability that was dedicated to preserve her life and protect the US Embassy.”

Can this possibly be true? All the articles I could find on it with a quick web search point back to the same source as the WFB piece, so the accuracy level is at least equal to or greater than Brian Ross's.

It also fits with the shameful reaction of the embassy on Tuesday and with the excuses made for not fortifying the "interim" consulate in Benghazi.

You'd think a president who was so super awesome that he doesn't need intelligence briefings would be all over this kind of thing, but you'd be wrong.

And as a reminder, this administration loves them some unarmed Marines:

Before Panetta came into the hall, Sgt. Maj. Brandon Hall told the more than 200 Marines in the room to take their weapons outside and leave them there. Afghan troops had already been told not to bring their guns in.

"Something has come to light," Hall told the troops. It was a highly unusual order, and some in the audience said they had never seen that happen before.

Maddening.

Educate yourself, then get back to me. The Ambassador is the boss. Not the attache. Embassies also have Diplomatic Security Regional Security Officers that are in charge of the Marine detachments, whose status is governed under an MOU between State and DoD. The Marines are there to protect classified information--not personnel, which is the responsibility of the host country under the Vienna Convention on Diplomatic relations.

When I was stationed at Camp Hovey, ROK, we were not given live rounds while on guard detail. Of course, as an NCO, I wasn't submitting to brass and ammo checks at the range, I was supposed to be shaking the Joes down.

I always had a loaded 30-round mag in my LBV. Not ideal, but better than nothing.

Likewise, when on QRF at Warrior Base on the DMZ, we had full combat loadouts for our Bradleys and tanks, buy they told us "load your ready boxes but don't crank them into the feed chutes."

Fuck you, boss. I had my rounds all the way to the feeder. All I would have had to do is cycle a ghost round and it's game on.

It's ALWAYS like this. Our troops are always treated like idiots who will accidentally start shooting or psychos who will purposely start shooting. That's the problem with civilian leadership that's never been on the sharp end. They don't give a fuck.

Embassy Marines run drills as if they are charged with embassy security, but if the shit hits the fan it's the local forces who are relied on.

In Vienna the Marines lived off compound. We basically had to break into our own embassy to defend it if something went wrong.

Unrealistic and absurd. It took us 15 minutes just to drive to the embassy from our house.

My son is an MP in the guard. His unit was activated to assist with security in the aftermath of the Joplin tornado. They were issued live ammo, carried cocked and locked, and were given the same ROE as Joplin PD. H actually drew his weapon three times doing looter patrols.

I cannot fathom why no ammo would be issued in a danger zone like the Egyptian Embassy.

In a sane world, these recent developments would have Obama sinking in the polls. He looks weak in general, but he appointed the people who not only had this insane policy, but who also came up with the infamous statements before and during the assault. His team also provided almost no security to our representatives in Libya, when they knew it was an extremelydangerous place. Sorry don't have time to read the comments, but folks the role of Marines at embassies is not normally what most seem to think (understandably think, that is).

The primary and usually only serious responsibility of Marines at embassies is to secure the classified information and equipment. Not perimeter physical security of the compound - that is always a host government job, sometimes supplemented with contract security (e.g. Blackwater/Xi under contract to the Diplomatic Security branch of State).

Every post is different, circumstances change, etc. - but trust me it is not, ipso facto, a smoking gun of incompetence that the chief of mission in Cairo restricted carrying of live ammunition. One simply has to know the physcial layout and security plan - and staffing and responsibilities - to know whether this was a huge deal, or nothing at all.

In Baghdad we had an unusual Marine detachment - quite large, and regular infantry, not member of the USMC's embassy program, which is a specific separate tour of duty for Marines. But that was for obvious reasons - a war zone. We also had scads of contract security personnel (first Gurkhas, then former Peruvian army), blast walls, sand bags, barriers, barbed wire, watch-towers, just about everything except minefields. And this was INSIDE the "Green Zone" - itself a fortified area with an outer cordon of Iraqi police or military, and US military (along with Coalition partners, e.g. Georgians or others) at the perimeter.

Benghazi is an entirely different matter. Don't know a lot of the details, but clearly this was a planned and comparatively sophisticated operation - not a mob. I know from friends in special forces that particularly "hot" posts often have augmented security, with plain-clothes SEALs or SF acting as bodyguards (was common in the Balkans in the 90s, and then and since at various posts in the Middle East). Why the Benghazi consulate didn't have even more muscle seems surprising - though again, details are lacking, and it seems clear there WAS a fairly serious local security set-up using local personnel (the usual arrangement where host-country provides general security). Penetration of the local forces appears likely - and totally unsurprising.

Look - the public and diplomatic blunderings and unpresidential nonsense of this idiot and his idiot SecState (and now, apparently, the idiot JCS Chairman, who was a nice guy but seems right out of the moldof political incompetents like Gen. Casey) are horrendous - the totally superfluous evidence that this non-entity and his entire admin. are as unfit for office as they ALWAYS have obviously been. But don't get hung upMarines without live ammo in Cairo, or the debacle at Benghazi - neither are neccessarily related in any way to the particular form of repugnant incompetence on display inside the Beltway.
