New Rules of Engagement For Border Patrol Agents (Seriously):
1. Run
2. Hide
3. If 1 and 2 Fail To Work, In Extreme Cases, You Are Permitted to "Throw Things" At Your Attackers

Wow.

Turns out the "only beanbags are approved against perps armed with AK-47's" guidance was too bloodthirsty, and left too much to Border agents' discretion.

Now comes news that a Border Patrol training video is instructing agents that, when confronted by a shooter. they should “run away” and “hide”. Only as a last resort, if they are cornered, should agents get “aggressive” and “throw things” at the perps.

Can these things I throw be hard, or do they have to be made of a Nerf-like sponge material?

I've discussed the paper rule vs. the real rule before. In the case of finding possible jihadist sympathizers in the military, for example: if the paper rule is that you're supposed to report your suspicions, but what actually happens is you get branded "anti-Islamic" and have your career derailed if you do, then the real rule is "do not report suspicions about jihadist sympathizers."

On the Border, the paper rule is to investigate and possibly detain suspected drug smugglers, gun runners, and illegal border crossers. But the guidance on the use of force is Let them kill you, because if you draw a weapon, we'll fire you.

So the real rule is "Do not investigate border crossers."

This works out great for corrupt administrations, who can point to the paper rule as evidence of their desire to secure the border, and of course the media will not confront them with the real rule.

6 Oh Lord OT but Megs is a tard.

Watching Meghan McCain speak at the Washington, D.C. Jewish Community Center Thursday night was like watching a square peg try to fit into a round hole.

The 27-year-old daughter of former GOP presidential candidate and Ariz. senator John McCain dutifully declared to the audience how patriotic she was, how much she loved guns and the military, and that she believed in small government.

But when it came to answering the interviewer’s questions, McCain landed a number of times on what appeared to be the other side of the political divide. McCain’s responses at the DCJCC below, edited down for brevity.

On climate change deniers: ”I can’t even touch that. Is climate change a liberal issue? We’re having the hottest summer on record, and wildfires for a reason.”

On gun control: ”I’m a big second amendment rights supporter, but I’ve changed my mind about how much you need. There is no need to have more than 30 rounds at a time. Especially after Gabby Giffords.”

On gay marriage: ”I think gay marriage is civil rights. This generation just wants their friends to have equal rights.”

On abortion: ”I personally am pro-life, but I don’t want to repeal Roe v. Wade. I think there would be riots in the streets. It’s such a private choice for a woman and I don’t like telling people how they should live their lives. Talking about abortion makes me uncomfortable, the vaginal probe [issue] makes me uncomfortable, and it shames women.”

On marijuana legalization: ”Look what’s going on with marijuana in this country. I just smoked it this book.”

On who she’d like to see as a Republican president, other than her father: ”Is Mitt Romney the wrong answer? [laughs] I’d like to see Lindsay Graham or Joe Lieberman.”

We wrote about this last week. This is the DHS training video for it's employees on how to deal with an active shooter situation. In a tyical ham-handed fashion this policy apparently covered all DHS employees, regardless if they were armed LEOs or civilian employees. The Border Patrol is part of DHS, so, therefore, Border Patrol agents are to run and hide from active shooters.

It may not necessarily be wrong to tell unarmed civils to run and hide from an active shooter, this policy is counter to current doctine on how LEOs are to deal with active shooters. Succinctly put, LEOs are to immediately seek and engage an active shooter in order to disrupt the shooter's plan.

That sounds familiar. I have been in the position of teaching self-defense in situations where you're dealing with ALL personnel from an organization. The basic tenet is: get away from the person who is attacking you! Block their strikes if you must, but get out as fast as you can.

Now, that does not apply to the people who are trained, and whose job it is to engage violent perps, and yet I think they had to go through the routine, company-wide training just like everybody else.

They should be shooting to kill the SOBs (within reason of course, you don't want to kill an innocent hunter who's not aiming at you). Fire should be returned with deadly fire.

And at this point, we need to get our military involved a little in pushing back on the cartels and cartel backed Mexican enforcers.

104 When I was in the Air Force, at my last unit I was a Security Policeman Augmentee. In the classroom we were taught to "Aim to Maim". Don't kill intruders, just put 'em down. Then we'd go out to the range to practice shooting center-mass. I decided the rule was if you're going to shoot a person kill the mofo.

But that was a 'little' bit different from what these folks are advocating...

Heh, there was a scene in one of those Charlie Sheen parody movies, where he was Rambo or Top Gun or whatever, and he can't stop long enough to reload his weapon as the bad guys are attacking, so he grabs a handful of rounds from a big open container, throws them at the bad guys, and they all fall, just as they had when he was shooting them.

135 We're all familiar with the media's game, of course. As soon as President Romney changes the ROE, he'll get headlines like

"President: OK to Kill Immigrants"

and

"Romney Issues Border Shoot-to-Kill Rules"

Which is why it's both good leadership and good PR to let the agency decide what ROE they need and then sign off on it. "This is what the BP agents said they could live with."

Posted by: Arms Merchant at July 13, 2012 05:19 PM (+XVQe)

136 Fox News headlines will be more like "New measure to insure future parasites halted at border"

and I like the op, a quotation of a quotation. So in order for you to get the desired result, conservatives have to distill things across several people so the message fits their narrative. Here's the thing, border patrol agents often travel in groups of 1 or 2. Cartel patrols operate with several. You don't want to get in a firefight you can't win.

138 Some of the disarmed soldiers who tried to stop Major Hasan from killing everyone threw chairs at him. Guns, of course, were banned on the base, because all those psychotic killers would just shoot each other. If an Islamist, does though -- forget it, I didn't say that.

So can the BP throw chairs? Is that un-Islamic? Or maybe they could throw unsold Chevy Volts. Win-win.

142 ROE should be:

1) You are allowed to throw slugs at the attackers at high speed using slug throwing devices.
2) If that doesn't work then in extreme cases you are allowed to call in airstrikes.

Posted by: elliot at July 14, 2012 01:23 AM (blkVM)

147 This video has nothing to do with a LEO response to an active shooter. It is directed at unarmed office workers. If a BP Agent Ran, Hid, or threw things, instead of lighting a shooter's ass up, he should be fired. It seems to me that the BP outrage is "nuanced" in response to the administration's actions towards them.

Posted by: elliot at July 14, 2012 01:33 AM (blkVM)

148 Oh, and I have seen the training materials, which were delivered to my agency (not under DHS) last year. Since we all carry guns, the brochures never left the box. I guess BP upper management types are too stupid to figure that out.

152 I actually work at a DHS "component" and I had to take this "training," which is titled the "Active Shooter Response" course and is given online. It's meant to train employees on what to do if someone goes "Postal" at work. Ironically, we're surrounded by people with guns who seem to be fond of shooting each other, their family members, or themselves, plus we're routinely robbed and assaulted going to and from work just riding the bus or subway, or even walking, but if we arm ourselves and take our weapons onto the public transportation or into a federal building, then we're committing felonies and it's made clear we'll be charged and fired. The solution? Make us take training that teaches us to run, hide, and --as a last resort-- yell, "I'm over here...and I'm defenseless!" Even better, it's been made clear that we'll be fired if we defend ourselves in any way!

Posted by: Wolfus Aurelius at July 16, 2012 12:26 PM (exvgC)

154 Retired Buckeye Cop, elliot, and 18MonthsToGo have it right. There is much less here than advertised.
I work on a federal installation, and I, too, underwent this training as part of a standard package of employee training. The training is for unarmed office workers -- unarmed because we are forbidden from possessing firearms even in our locked vehicles -- confronted with an "inside" threat to help us survive. It is not, to my knowledge, a "policy", certainly not one intended for armed BP officers.
That said, it was pretty thoughtless torequire this for border patrol agents withoutadditional explanation.
