Their headline says they're rating the "claim" (fact) that unemployment fell to 4.7% under Mitt Romney's governorship. But then their article purports to rate an ad claiming this fall can be attributed to Mitt Romney. I think it's much, much more defensible to say Mitt Romney's claim of ownership of this is "half true." Then you can add in questions about whether a governor really controls the state economy, and so on. However, their headline says that the naked fact of 4.7% unemployment is Half-True. They can either change the headline (the statement being reviewed) or the rating. The claim "Mitt Romney suggests his stewardship propelled Massachusetts to 4.7% unemployment" could, I suppose, be fairly rated as "Half True." But that's not what the headline says -- the headline says (for immediate use in Obama political ads) that the naked fact of 4.7% unemployment is half true. This is like a movie reviewer deliberately inserting "THRILL RIDE OF THE SUMMER" just so the movie ad campaign will quote him. Obama needs headlines like this to suggest that Mitt Romney is lying about the 4.7%. PolitiFact rides to his rescue, proving just such an ad-friendly headline. Playing Devil's Advocate here, but what Politifact is challenging here is not the assertion of the number (4.7%), but the assertion that "Romney reduced unemployment" to 4.7%. They argue that the reduction was a nation-wide phenomenon that had very little to do with anything Romney himself did.

Here's something else in the article that's flat out funny
If you take the numbers from January 2003 to January 2007 -- Romney’s first and last months in office -- you find a drop of 1.2 percentage points nationally (from 5.8 percent to 4.6 percent) and 1.0 points in Massachusetts (from 5.6 percent to 4.6 percent). I've said this before but I'll say it again. I would caution the romney campaign to be pro active and not re active. If you read across the financial spectra you notice various ideas emerging. Owing to this chaos/confusion as people try to make sense of the economy, it would be wise of romeny and company to secure their own data and analyze their own data as opposed to reacting. This whole scenario as it is playing is wreaking of some kind of future gotcha moment for romney and the republicans.

ownership of this is "half true." Then you can add in questions about whether a governor really controls the state economy, and so on. I don't follow PolitiFact, and never read their "fact checking" unless it's linked here, so I don't know the answer to this: Do they really make the same claims about Democrat Governors?
