I'm sure this is charming, or something.

JUDY WOODRUFF: Do you view China as a potential military threat to the United States?

HERMAN CAIN: I do view China as a potential military threat to the United States... we already have superiority in terms of our military capability, and I plan to get away from making cutting our defense a priority and make investing in our military capability a priority, going back to my statement: peace through strength and clarity. So yes they're a military threat. They've indicated that they're trying to develop nuclear capability and they want to develop more aircraft carriers like we have. So yes, we have to consider them a military threat.

That's actually cut a bit. The full quote from the PBS transcript:

HERMAN CAIN: My China strategy is quite simply outgrow China. It gets back to economics. China has a $6 trillion economy and they're growing at approximately 10 percent. We have a $14 trillion economy -- much bigger -- but we're growing at an anemic 1.5, 1.6 percent. When we get our economy growing back at the rate of 5 or 6 percent that it has the ability to do, we will outgrow China.

And secondly, we already have superiority in terms of our military capability, and I plan to get away from making cutting our defense a priority and make investing in our military capability a priority, going back to my statement: peace through strength and clarity. So yes they're a military threat. They've indicated that they're trying to develop nuclear capability and they want to develop more aircraft carriers like we have. For what it's worth, super-smart media genius Judy Woodruff seems to have not known China's been a nuclear power since the late 50s, too.


Personable guy. Great smile. Let's nominate him.

I understand that part of this is just a show. Most presidential candidates don't "know" all the stuff they pretend they know. They cram, they get briefed.

But again there's some very basic, very elementary stuff here that Cain seems to have missed.

I don't think you should need to get briefed to know that China is in the Nuclear Club. The list of known members is small enough to... I was going to say memorize, but you don't have to memorize them, do you? You should just know it from day-to-day reading.

I don't know what's going on here.

Don't shoot the messenger. I realize "The Messenger" here, me, has a choice about what stories to post, and obviously I chose to post this.

But I didn't make the story up. I'm highlighting it, sure, but obviously I didn't create the story.

Sure, I'm anti-Cain. I confess that.

Because I find this worrisome. And I do not believe that most Americans, choosing a president, are going to find it "charming" and "folksy" that a candidate doesn't know China is in the Nuclear Club and has been for a long time.


Was Cain Just Talking About Nuclear Capability In Aircraft Carriers? A commenter asks if he might just have meant nuclear capability in their aircraft carrier fleet.


The quote's at about 11:45. A commenter asks is it possible he intended "nuclear capability" to be a part of the aircraft carrier mention? That is, that he only meant China sought nuclear-powered aircraft carriers?

I suppose he'll say that. There's some reason to think that maybe it's possible he meant that, as this article from 2007 says that China actually is building a nuclear aircraft carrier.

Did he mean that?

Well... It should be noted that article is a bit of a stray -- while it is on the internet, it seems that that report is questionable, and China's confirmed current goal is to build conventionally-powered aircraft carrier, nevermind the nuclear type. It is the normal conventionally-powered aircraft carriers people talk about, as China is just starting to build those.

In other words, that "nuclear powered aircraft carrier" talk would make sense if China already had aircraft carriers and was now considering giving them nuclear engines. But in fact that's not the case. The near-term worry is about China building aircraft carriers, period, not about whether they'll be conventionally powered or nuclear powered.

I'm pre-inclined to think he doesn't know what he's talking about based on ignorance about the Right to Return. Your mileage may vary.

What If He Meant Long Range Nuclear Missile Capability? Another suggested possibility, since, while China has nukes, maybe he meant their ability to deliver the nukes?

Well, they do have ICBM's already. So maybe he means more of them? But it wouldn't make sense to discuss "developing the capability."

How About "Build Up" Its Nuclear Capability? Another commenter says this might just be an errant verb -- maybe he meant "build up" or "expand" rather than "develop." And sure, of course they're interested in doing that.

IIRC, the Chi-Coms acquired plans for our miniaturized w88 nuclear warhead back during the Clina era and now probably have their nukes able to fire from hardened silos instead of mobile launchers.

His statement about Chinese aircraft carriers is accurate, but any confrontation between us and China is going to be unconventional. Cyber-warfare, sabotage/episonage, economic warfare...things of that sort.

Yes they bought and rebuilt that one as a training vehicle for their anticipated Home grown Aircraft Carrier, which I believe is also under construction. I don't think that one is nuclear either, since they are being built for regional Dominance and for displaying chicom power far from their shores. But it is still a threat directly to US Dominance of the Seas

They actually had 2 bigger and newer ones than we did at the start of WW2:Yamato, lead ship of a class of two 65,000-ton (over 72,800-tons at full load) battleships, was built at Kure, Japan. She and her sister, Musashi were by far the largest battleships ever built

267 "Nuclear capability" is a loaded phrase. H-bomb capability is an order of several magnitudes above India or Pakistan, and I don't think China is there yet. Deliverability is another factor in the equation. That is why the Chinese military is so intent on developing submarine and space technology. They aren't there yet, either. They want to be there, so it may not be naive to say that "they want to develop nuclear capability."

In short, China currently can do serious damage, but they haven't reached MAD capability yet.

I'd need to look it up, but I'm pretty sure that the Japanese had a higher carrier-to-battleship ratio. Part of it had to do with the Naval Accords; they weren't allowed to build as many battleships as the U.S. or U.K., so they built carriers instead.

Oh, I was going the other way with this.

In 1941 the Japanese had a stronger Navy then the US. They misjudged just how much stronger and how quickly the US could catch up and surpass them. So I'm always a bit cautious when I hear, don't worry about X, they will need too long to catch up with our military.

France in 1936 would be another golden example - believed to have the world's best military, they were humiliated by the Germans 4 years later.

Deliverability is another factor in the equation. That is why the Chinese military is so intent on developing submarine and space technology. They aren't there yet, either. They want to be there, so it may not be naive to say that "they want to develop nuclear capability."

There is always hope. Perry will not win the debates so don't put your hope there. Love him or hate him, he is who he is, and he does not waiver in his beliefs. Look at his record and deem him worthy or not. He does surround himself with good people. Is this enough to sell to America? Not sure. But I would take him over Romney in a heartbeat.

There is a poll out that has Texans not giving Perry the nod for the Texas economy. I believe many of us here know that government does not create the jobs, they create the atmosphere to attract business and grow it. He knew enough to stay out of the way and we Texans are smart enough to vote for those candidates. At least for now. Perry is far from perfect but he is a fighter in what he believes. One thing I really like about him... although it may not help getting elected nationally... he really doesn't care what people think about him. He is comfortable being himself and I like that. He is who he is.

My suggestion is to vote record over rhetoric any and all times.

This OT but I have had my glass of wine so I guess I don't really care. Obama should really love Texas or his economic/unemployment numbers would be a whole lot worse than they are now. He trashes this state whenever he can and he could easily do that to any of your states. He jokes that our governor has his state on fire because of global warming. I want to slug him. La Nina is forming again so that means the drought continues here. Everyone in the US is going to feel the effects of this drought because of its agricultural impact. Beef, cotton, wheat, etc... Clothing and food... the essentials. There have been suggestions that this drought may last until 2020. If the government wants to contribute to work ready jobs I would be more than willing to have them support increasing the water supply in this state. At least this would not be a bridge to nowhere or a failed solar panel endeavor.

By that I mean depriving the Dems of even being spoilers. The antipathy I see toward Romney worries me, in that I see a sizable contingent sitting it out. With their (relatively) recent major economic plays in Africa and South America, it would be reasonable to expect them develop a longer endurance nuclear naval force to protect the sea lanes so critical to their economic interests.

I worked for the Air Force as a systems analyst at the Pentagon for a few years after I got out of the military ten years ago. I am here to tell you, his experience as a ballistics guy for the Navy doesn't mean jackshit in this context. Not at all because of what I did do I say that, but because of what I saw and the people I knew. No. but we're not comparing Cain to Obama right now. The point is comparing Cain to the other Republican candidates in terms of how many weaknesses they present for the press and Obama to exploit.

REmember, the more OBama can keep the public talking about his challenger, the more likely he will win. I hate to say it, but Cain consistently gives us new reasons to critically discuss what he says and means, rather than a strong clear basis to examine Obama against. This is clear in this nuclear capability issue. Instead of a having a clear, unambiguous statement from Cain to contrast with current policy, we're all talking about whether or not Cain meant X or Y or Z and whether with his history he knows what he meant or whether he meant something else, etc. All unforced distraction.

I'm sorry, but a lot of people like his plain speaking, they like the fact that he's not a career politician, and they can forgive the things they hear about unpreparedness by analogy to their own experience of being a competent, generally informed citizen who also is not a professional politician.

I know this isn't enough, but also keep in mind that it's still fairly early in the primaries for a lot of people who aren't bloggers or news junkies. It's not inconceivable to them that Cain could still pull it out, but that's because they're not watching the news all the time and seeing these unforced errors and thinking tactically yet. I agree with your central point about Cain's "narrowness." The Greenspan thing was maddening. I was literally screaming "Volcker!" at my TV as he was giving his silly Greenspan answer and my fiancee thought that was a little strange, even for me. And I said something very similar to my mother the other day when she asked "What's the deal with this Cain guy?" Basically, I concluded he either wasn't interested in reaching beyond his experience to learn about foreign policy, etc. or he was too lazy to do so.

But as the field narrows and the only even remotely viable candidates are Mittens, Cain, Perry, and Gingrich, I simply don't know the best choice. Mittens is very smart but not a conservative. Cain is smart but narrow / lazy. Perry is conservative but dumb as a post and on a hard downward trajectory in polls. Gingrich is very smart and very conservative but loaded down with ten tons of baggage.

Why oh why when we have a gigantic conservative wave and a SCOAMF in the White House can we not get a smart, conservative candidate without a crapload of personal baggage?

The problem is that his statement on this issue should not have been so ill-phrased as to leave room for various interpretations. That's why is meant by "unforced error", and it does make a difference in the news cycle. I wish it didn't, and I wish all we talked about was actual policy. But that's why I've given up on Cain, since his actual statements to serious sustained friendly questions did not have the substance that I had hoped for at this point in his candidacy. I will still vote for him if he is the nominee, but I do not think I will vote to nominate him unless I see some serious changes in the next month or two.

I think you're right about that because these are the kind of things that you would expect to have happen to someone who is not a polished career politician.

But the reason people bring these issues up is that this kind of stuff is a pattern with Cain that is not restricted to non-policy issues. In other words, if he were able to clearly outline exactly what Obama did with Libya that was wrong, why it was wrong, what he would have done differently, why, and how that connects to his overall foreign policy on the mid-east and north africa, then I wouldn't care two bits about this other stuff. But the fact that the way he answered that question on Special Report tonight was problematic for the same reasons that these unforced speaking errors about China's nukes seems to indicate to me that it's not just a matter of being an unpolished non-politician, but rather it speaks to a lack of essential grounding in the policy issues that matter.

I'm not sure but my take is that Mr. Cain does know that China has nukes. It is obvious he knows China does in fact have an aircraft carrier that is just recently went through her first sea trials. Most Americans are oblivious to this fact and oblivious that China has been building her "blue water" Naval capability now for sometime for power projection over the horizon instead of a "brown water" Navy held close to her shores. I believe and I could be wrong but my read is that Mr. Cain is talking about China's modernizing her current Naval nuclear weapons capability as in full naval battle groups with ballistic missile submarines augmented by aircraft carriers for surface protection far from her shores.

On the other hand, we have speculation that Cain, a 65+ year old intelligent American man who was chairman of the board of a branch of the Federal Reserve, who also worked for the US Navy for many years, did not know China has nukes based on heavy parsing of a sentence fragment in one extemporaneous statement made in an interview.

I think this will be resolved fairly quickly, assuming it is still being taken seriously by enough people.

At the moment have virtually no doubt that Cain knew China has had nukes for quite awhile. That would be my verdict.

I bet he even knows N. Korea has at least one nuke, and that Iran may have a nuke soon. I do not find the notion he would believe China is behind N. Korea and Iran in their nuclear weapons development program credible.

Unless there is more supporting evidence beyond this single sentence fragment that Cain is as uniformed and stupid on this as some think, I think it says a lot more about them than its does about Cain.

I'm looking for more supporting evidence for this almost completely unsupported notion or a mea culpa from both Ace and Allahpundit.
