He does it on purpose, a big part of the reason IMO is that he is disrespecting the office.
The other part is a toss up between his beliefs that the the US is truly an evil place that has caused great harm, or he is bowing because he holds in high regard the "office" that the other holds. The President of the United States of America has done a despicable act! He has placed himself beneath the Emperor of Japan, by treating him as a superior. Bowing between equals is never from the waist, at most he should slightly nods his head, or simply shaken his hand. The United States of America is a sovereign nation—owing allegiance to no other. Japan is also a sovereign state—especially after we gave them back sovereignty in the 1950s, after conquering them in World War II. For the President to now humbly bow like this to his equal violates protocol among heads of state but even more demonstrates appallingly bad judgment and political ineptitude. It might be mentioned that technically, some of the foreign leaders pictured being greeted by Akihito should have bowed, according to protocol. Every one of the prime ministers (Which might include Vladmir Putin, depending on when the photo was taken.), as well as Dick Cheney, because (protocol-wise) they were not the equal of the Japanese Emperor (Head of State =/= Head of government, while Dick Cheney was neither a head of state nor head of government.), fitted the bill. Yet all of them knew not to bow. Also notice the greeting of the South Korean president by Akihito. The President of the Republic of Korea is (Similar to the US and in most ways, to France.) both the head of state and head of government. Plus the South Korean knows the Japanese very well, probably better than they wish they did (And apparently better than the One.). As an American soldier, I am damn offended that our CinC bows to anybody. We put lots of people into early graves to ensure the POTUS doesn't bow to ANYONE. The POTUS goes where he wants, does what he wants, and does not worry about opposition, because there are cemetaries all over the world full of idiots that didn't think he should have that power.
