(What, you thought that TARP was just a TBTF bank measure?)  If that was the case, wouldn't Bush get the credit for signing this into law? (Note: I don't buy that TARP was necessary anymore than most conservatives, because like most conservatives, I find the practice of the government bailing out anyone or anything to be repulsive)

The health care bill will not reduce the deficit by $100 billion over the next ten years because businesses will drop their healthcare plans and put even more people than expected on the government subsidized plan, increasing the financial burden.  Furthermore, for a government that's just about to hit its debt ceiling of $12.1 trillion, a "savings" of $100 billion over ten years doesn't mean jack squat.

Like the bogus $100 million in "savings" Obama supposedly found by limiting purchases of office supplies (savings that were planned long before he took office), any actual cuts are going to be limited and superficial, and will have little impact at all on the overall deficit.

The top three gov't programs in terms of spendin are Social Security, Medicare/Medicaid and defense.  No other program comes close.  You ain't do shit to reduce the federal deficit or debt without addressing those top three programs. 

The problem is, no politician - whether Republican or Democrat - has the stones to tackle Social Security or Medicare/Medicaid  It's the Grandpa Simpson effect: a lot of people complain about gov't spending, but don't want cuts in the government spending that gives them goodies.  So any politician who lobbies to cut these two programs is a goner.

Liberals would love to gut defense spending, even though it's the smallest of the top three.  The problem there is that they'd just funnel the defense cuts into more entitlement programs.

We are screwed.

Of course, Obama will look tough on spending by raising taxes and allowing the Bush tax cuts to sunset.  This will increase revenues and make it look like spending is decreasing.  But the spending won't have abated one bit; they'll be just taking more money to help pay for it.

For example, to pay for health care, the current plans call for a $500 billion dollar cut to Medicare/Medicaid. Because the plan calls for the cuts, CBO scores the legislation assuming the cuts will happen. However, no actual such cuts take place in the health care legislation. That is left to the actual budget bill. Which, of course, means that even after passing legislation premised on cutting $500 billion from Medicare/Medicaid, the Congress is not obligated to actually make the cuts.

We gonna have a lot of CBO scores that are as honest as a East German judge scoring a Soviet figure skater.
