41 Democrats Sign Letter Stating They Will Not Vote for Conference Bill Containing Stupak Amendment

Ah... okay. But they also said they wouldn't vote for a bill that didn't contain abortion-funding, and they just did that.

Ultimately they will pass the bill without the amendment and the supposed pro-life Democrats will just say "We don't need to deal with this yet, it will be years before the plan is actually implemented, we will work on improving the bill until then."

And then they won't. Or they'll take a bunch of votes that go nowhere, just to get it on the record "they tried."


Susan Collins Opposes: She finds the Stupak language too tough for her liking and prefers some kind of convoluted dodge that ultimately allows fungible dollars to be used for abortions.

People tend to react the same way to new demands by the government. If new powers and restrictions are introduced gradually, they'll get used to each one so that the next one seems no big deal.

In this case, we're being tossed into boiling water. It's time for Americans of left, right, and center to say that this is not the economic system we want. If you still have warm feelings toward Obama and his good intentions, ask yourself this: Will you feel comfortable one day when the appointees of President Romney or President Palin are exercising unconstitutional, unauthorized, unreviewable authority to restructure the economy the way they see fit?

On behalf of the United States Conference of Catholic Bishops (USCCB), we strongly urge you to vote for the Stupak-Ellsworth-Pitts-Kaptur-Dahlkemper-Lipinski-Smith Amendment and to support a fair process in the House of Representatives to consider this essential improvement in health care reform legislation. The Stupak-Ellsworth-Pitts-Kaptur-Dahlkemper-Lipinski-Smith Amendment will keep in place current federal law on abortion funding and conscience protections in the Affordable Health Care for America Act (H.R. 3962).

Despite some claims to the contrary, H.R. 3962 does not reflect the status quo on abortion. It fails to explicitly and clearly include the longstanding policy prohibiting federal funding of elective abortion and plans which include elective abortion (Hyde Amendment). Medicaid, Medicare, Children�s Health Insurance Program (CHIP), and other federal health legislation include this provision. Currently H.R. 3962 has some helpful provisions on conscience protection and non- preemption of state laws, but it utterly fails to maintain current prohibitions on abortion mandates and abortion funding. Instead it creates elaborate measures requiring people to pay for other people's abortions with their taxes, private premiums or federal subsidies. Significantly, the Federal Employee Heath Benefit Program, which covers all members of Congress and their families, has long been governed by the Hyde amendment in all its aspects and is widely seen as a model for reform.

Additionally, H.R. 3962 allows the U.S. Secretary of Health and Human Services to mandate that the "public option" will include unlimited abortions. Millions of purchasers will be forced to pay an "abortion surcharge," which requires purchasers of many plans to pay directly and explicitly for abortion coverage. This is unprecedented in federal law.

The Stupak-Ellsworth-Pitts-Kaptur-Dahlkemper-Lipinski-Smith Amendment will not affect coverage of abortion in non-subsidized health plans, and will not bar anyone from purchasing a supplemental abortion policy with their own funds. Thus far, H.R. 3962 does not meet President Obama's commitment of barring use of federal dollars for abortion and maintaining current conscience laws. If the Motion to Recommit focuses on denying immigrants needed health care, as reported, we strongly urge Members to oppose the Motion to Recommit.

Our Bishops' conference has been working for many years to support health care reform legislation that truly protects the life, dignity, health and consciences of all. Adopting this amendment will help move us move toward this essential national priority and moral imperative.

9 The idea is to pass something. The Repubs even if they take back congress will never be able to get rid of it because they haven't had 60 votes in the Senate for over 100 years.

When the Dems are back in power they and incrementally tighten it down until the government totally controls all health care.

That has been the intention all along. Not single payer, not competition, and certainly not health insurance.

It is the complete nationalization of all health care which will then be used as a club to control everyone's lives and nationalize other industry.

29 Wow, just was told that the heavy tax on the union's Cadillac health plans is still  in the bill.   OH it doesn't matter, everyone I know who is in a union complains constantly about the money the union takes out of their paycheck.  Theya re complaining now that there paychecks are less than they were years ago cause of all the union "dues" taken out.  I always ask them when they rae going to realize that the raise the union gets them isn't a raise if the union takes it.  They just don't get it.

For Japanese women it can also be an issue in public baths and hot springs where nude bathing is acceptable, but "morally questionable" patrons are barred. Heh, one of the surgeons I work with has been to Japan several times.  He said he was really struck by how flat chested the women are and how crooked their teeth are.  He said he could make a mint if he started a practice that was dedicated to ameliorating these two problems.  He wasn't sure whether it was better to call it "Tits and Teeth" or "Breasts and Braces". 

Basically, this bra is just a wonder bra with an air pump.  Those Japanese are really good at taking someone elses idea and taking it to the next level.  Hence their success in the automobile and electronics industries.

Yes; in fact if you think about it, it is a means to guarantee a permanent majority. Once the citizen is beholden to gubmint for his very medicine and medical treatment, he will not dare jeopardized that guarantee. The Japanese have a thing about displaying armpit hair in public.
It's very bad.  When I was stationed in Japan, we were forbidden to wear sleeveless shirts off base because we would offend the locals.
While I was there, I watched an American made movie edited for Japanese viewers.  It had full frontal nudity, even some pubic hair, but whenever armpit hair came up, the editors blocked it out.
The Japanese can be weird.

Ace:

1) It was easier for the pro-choice Democrats in the House to vote for a bill with the Stupak Amendment in it than it will be for the pro-life Democrats in the House to vote for a conference report without it.  That's because the pro-choice Dems knew that the conference committee would strip out the pro-life language, given that it offends too many Democrat Party special interests.  When the conference report comes out without the Stupak Amendment, there won't be any second chance for the pro-life Dems to get that language back in unless they kill the bill and cause the process to start over.

2) The issue of Federal funding for abortion in Obamacare is a huge issue because of its impact on the Hyde Amendment.  This becomes a way to invalidate Federal restrictions on abortion funding across the board, arguably leading to increased demand for abortion (since it'll be "free").  If the Stupak Amendment remains intact, then women will still have access to abortion on the same basis as they currently do.  On that basis, the pro-life Democrats have a lot more to lose than the pro-choice ones have to gain.

I couldn't believe how blase some of the conservative pundits were--acting like this isn't a big deal because it will be stopped in the Senate.  It made me want to scream.  You can never let up, you can never think it's over, you can never get complacent, you must always be vigilant and ready to act.

Not sure runningrn. The way the house works, Pelosi probably would not have put the bill up for a vote unless she knew she had the number. Her real challenge was in deciding who could be cut loose (in other words, vote no) and who had to bite the bullet.

I don't know how they were "played" as you say.  The Dems spent millions shipping in people to get out the vote for this Dem.  Rush and Palin never left their desks yet the vote was close.  Obumbles should take notice that he barely won a race that he overspent on.  Wait til 2010 when the luxury of overspending on every race isn't possible.  Rush and Palin will just have to say who they favor and Dems have problems.

btw, The Great Raid is a very good movie, speaking of the Japanese.

The book on which it was based Ghost Soldiers by Hampton Sides was so much better than the movie.  One of my most prized possessions is a letter I got from Robert Prince (who led the raid on the Cabanatuan prison camp and rescued everyone with only one casulty, the platoon's doctor).  I had read Ghost Soldiers and sent him a letter thanking him for his service (his address was in the phonebook).  He had moved, the post office forwarded my letter, and he actually wrote me back.  He said that it was such an amazing thing to be a part of a mission where he was saving lives instead of taking them, a true rarity during war.  It was soo cool.  Sadly, he passed away this past January.

Frogs don't sit in pots of water calmly waiting to be boiled to death.  They jump out when the water becomes uncomfortably warm.

However, human beings do acclimate to small changes and make them part of their own psychological make-up.  That was a technique the Chinese used to great effect in "brainwashing" American prisoners during the Korean War.  The captors would hold an essay contest on the topic of why Communism is better than capitalism, with the prize of a cigarette.  The prisoners would generally write something to the effect of "screw you," but there'd be the one guy who'd write, "in general, screw you, although it is a little unfair that some folks in America are so poor."

That little admission was the crack into which the captors inserted the wedge.  They would solicit similarly small tokens of cooperation with similarly small rewards, which the prisoner could easily justify as no big deal.  But over time, his internal image would change, and he would start to see his captors as not so bad and helping them as not such a despicable thing to do.

That is why the frog-in-the-pot analogy is appropriate to the current climate in America.  Look at Social Security: it's so deeply ingrained that most Americans across the political spectrum think that privatizing it -- letting them keep their own money to earn a much better retirement for themselves -- is somehow un-American.  The changes become ingrained and reversing them becomes an act of revolution.

When he passed away, James Vesely, Seattle Times Editorial Page Editor wrote this column about him.

"...Prince had been inducted into the Ranger Hall of Fame at Fort Bening, GA.  The black beret was his--before incoming Veterans Affairs Secretary, Gen. Eric Shinseki took the black beret away from the Rangers and distributed it to the whole army...Prince was a Garfield grad and a Stanford grad, although he told me in later years he had drifted away from Stanford "because of its politics.

Yet nothing about the mild-mannered man sitting in a Kirkland living room gave hint to the determination and ferocity that must have guided him those days and nights living on the edge of valor or sorrow.

...No matter, it comes back to Bob Prince.  How did America produce such men?  They are still working their jobs in the Rangers and the infantry, stil in the Marines and flying the aircrews, but Prince was that mystery of the accidental soldier who accounted for great things.

A man who spent his life marketing Washington apples and raising a family was not a killer for a moment, but a ptriot for all time.  Time was the thing that brought him to WWII...Prince lost a son in Vietnam.  Others have lost sons and daughters in Iraq, Afghanistan and who knows what other hellholes.  The hero of his time endures.

In some ways.  "Comprehensive Sex Education" delivers tax payer dollars to PP.  Free condoms and sex ed programs are a couple of ways PP operates subsidized programs that they only marginally fund with private money.  This is through existing law.

Stupak-Pitts takes similar language in the Hyde Amendment and applies it to the new law that Pelosicare creates and amends.  It ties the hands of the executive branch that would operate Pelosicare.

There's a huge cash cow out there that Planned Parenthood is exploiting.  It is an "inventory fee" they bill to the Veterans Affairs Department for holding birth control prescription drugs.  The VA is one of the largest buyers of prescription drugs so they obtain preferred pricing.  PP is able to purchase some birth control prescription drugs for $2, but they are billing the VA for $18.  They're using discretionary powers of the Health and Human Services Secretary to book this $16 profit.  They're getting it at the state level.  California is the largest culprit.  PP actually bills the VA $16 to keep an inventory of these birth control drugs.  It's odd because shouldn't PP pay for the inventory costs?

PP California fired the Finance VP when he started asking questions about this.  It's one of the most unreported news stories of the last two years.   It's big to me, but I'm anti-abortion and I want abortion supporters to pay for their choices with their own money and leave the public treasuries out of it.

157 154 - I disagree with that assessment.  Under Stupak, the public option plan cannot cover abortions and any plan purchased with federal subsidies cannot cover abortions.  That's it.  Unless people are forbidden from purchasing plans that aren't: public plan or subsidized plan, anybody can buy (with their own money) an "abortion coverage" policy.  Might only cost a few bucks a month, maybe not even that much, but nothing in Stupak forbids it - UNLESS the government forbids people on the public option or who use subsidies from buying additional insurance with their own money, which the Stupak amendment doesn't do.

The way Klein reads it,  all health-care coverage will be purchased through a government-run exchange.  The "Cadillac" plans (those without a government subsidy) will be taxed heavily, pricing them out of the reach of most Americans.  Small businesses would shift their insurance coverage to the subsidized plans, where Stupak would take effect.  No wonder abortions-for-profit like Planned Parenthood hate Stupak.

162 Because there is no guarantee that Stupak will survive reconciliation.  It will most likely be stripped out in committee.  There is no way Obama is going to sign a bill with Stupak in it.  All those women who now have abortion in their health care plans will, if they are forced onto the government option or a government-subsidized option, be forced to pay for their own abortions. 

Or to look at it from another direction, women want to be able to chose a plan with abortion in it.  If they think that they have to chose between ObamaCare and having a health care plan that allows abortions, they'll select against ObamaCare.

158 - That's fine, but all the Dems need to do if they truly are "in control" is to allow one exchange plan to offer a supplemental policy - paid for without any government subsidy - to cover abortion at, say, $1 per month premium.  Anybody who wants can buy it, but they can't use a subsidy to do so.  Nothing in Stupak forbids that.

 

The reason the Dems don't want that is because they intend for the government plan to be the only option, without exception for anyone, and Planned Parenthood won't be happy if it doesn't pay for abortions.

Who knows what will come out of reconcilliation, but I'd bet that anything that is non-government subsidized will be taxed heavily - and that includes supplementals.  The Dems are going to tear themselves apart on Stupak because Stupak is now the line in the sand.  The UCCB has made it clear that removal of Stupak is non-negotiable.  Every pro-life now has a focus point because of Stupak.  The Blue Dogs Dems are now on the hook  They can pay now or pay later in  Novenber, 2010.  And with the relaxed amendment process in the Senate, the Republicans will have numerous opportunities to make 11-2010 very painful for anyone supporting ObamaCare.

How badly does the Left want health care "reform" to pass?  Would the Left be willing to kill a bill that does not have a "public" option and includes Stupak language in the legislation?

165 - That's all true (and I agree with all of it).  But if the Dems are truly in charge of the entire process, including impementation of the bill, why couldn't they just heavily tax all supplemental insurance except for abortion coverage?  I don't think pro-lifers would have a problem (at least I wouldn't) if the added coverage plan cost $5 per year (which is all it should cost, probably) as long as the money was paid for by the insured and not by my tax dollars. 

 

PP doesn't want that because they want abortion to be "free" and they are afraid that, even if you have to pay $1 per year extra and sign another form for it, not enough people will sign up for it and PP's business model will suffer.

With Stupak in Pelosicare, the prochoice caucus is under heavy pressure to vote against their signature issue - healthcare.  How are they going to vote for a bill that bans funding for elective abortion if the prochoice caucus believes in the mythology that "reproductive coverage is basic care"?
