Years ago in college I can remember a required reading entitled, "If Christ Came to Chicago" about the corrupt political machine in ChiTown. For decades Chicago has been the poster city for corruption and sleazy politicians, police and city workers on the take. Fool that I am, I was certain that the rank and file voters would get fed up with the 'system' and vote them all out of office. Here we are, years later, and the only thing that is changed is that there are more Chicago's (New York, Baltimore, Pittsburgh, etc.). The people in these cities have accepted corruption as a necessary evil and somehow (beats me how) are convinced that the Democratic machine cares about the 'people' and the evil Republicans only care about big business. There is ample evidence that crime, poverty and hopelessness thrive in these environments. Please help me understand how conservatives have failed to convince these large populations that they are voting to continue this sorry state. It is a true failure of the right. Watching the citizens of New Orleans exhibiting "learned helplessness" made me sick. I fear that 2010 will not be the boon to our side we are hoping for. Convince me that I'm dead wrong on this..... Silly? Not when you and your neighbors have to go and fight others to protect your lands/homes/families. And there's no script, no guaranteed outcome, no "do-overs" for the following "performance" (fight). Actors, singers and athletes have to, at some point, "perform". Actors and singers have scripted performances, but everyone understands and expects this, particularly the bad guys in the performance. The thing about Palin is that perceptions change. I like her very much, but frankly I thought she was through after the election. And I was dismayed when she resigned her office. But she came back fighting. She knocked Obamacare on it's butt with 2 words on friggin' Twitter. She's at the top of the Amazon Best Seller list now and her book isn't even coming out for 2 months. Nobody would have predicted that back in January. The U.S. once owned the IOC and hosted many Olympics, often because we were one of the few that could afford them. We held a fine reputation for hosting quality games that did not require the host city to take a 30 year bond.
Relations took a turn for the worse in 1980 when Carter boycotted the Moscow Games. In part as a result of the financial hit imposed by this, Samaranch undertook reforms to make the Games more affordable to all. Out reputation took a further hit after Atlanta, considered one of the worst Olympic Games - suffice it to say that Samaranch, then head of the IOC, could not proclaim Atlanta the best Games ever, as he had done for all prior Games, and since. Salt Lake was a save, but the memory of the troubles before Romney linger. But the thing that did this bid in was blocks. The IOC has a European block, an Asian block and a South/Latin America block. This is not news. Blocks vote for their favorite son, particularly on the first ballot, and we evidently had no clue or plan for this most basic of Games getting strategy. Not only was this not in the bag, the organizers were hopelessly out gunned when it came to basic understanding of the practical working of the IOC. We have repeatedly replaced the entire leadership of the USOC every couple of years as the political winds have changed. It must be that there is simply nobody left who understands the process nor has the long-term relationships needed to survive a first round sweep without a block. There were 11 from Latin America, which includes the Caribbean, 10 from Asia, eight from the Middle East, 16 from Africa, five from Australia and the Pacific island nations, three from North America, and 44 from Europe. Remember the countries bidding don't vote until their city is eliminated. With 44 votes, the Olympics are very "Eurocentric", so it is no shock that Europe gets the Olympics more than any area. I agree, the Europeans have the most votes with 44 as you say. But they rarely act as a solid block. For example Madrid only managed 28 votes in the first round and 32 in the final, despite the mentoring of Samaranch of Spain, a man who carries more weight than most. That, and the great experience of Barcelona. So the other blocks are important too. Splitting these blocks is the trick of course, and in the past we have been able to win many bid contests, establish doping controls and influence rules on switching countries and many other things - all from a base of only 3 votes. We did this with experienced IOC members and USOC staff who built long-term relationships and reputations, and knew the ropes. Our USOC head today is only weeks on the job. Yes money counts, but the NBC contract is a different department from site selection and is driven by ratings and advertising. At one point the sanction fee for the U.S. market was about equal to the rest of the world combined, but it can have only a limited influence on site selection. On another thread I explained why the Atlanta Games are remembered so poorly by the athlete community. The athlete buses were abysmal and the housing only slightly less so. During a pre-Olympic trial tournament - held as a dry run for most sports - Atlanta hosted the French team in a college dorm with no sheets, blankets, pillows or towels. One should not underestimate the impact a bad experience can have on future bids. But my main point is this: in the past we always have had a very good read on every IOC site selection member. This included lots of advance work, files, etc. The Chicago organizers either had no clue about the votes and the way things work, or knew about the situation and sent Obama in to rearrange deck chairs on the Titanic. Here's another possibility:
The IOC was considering what would happen if Obama got a second term. 2016 would be the final year of his presidency (or is that precedency?). Much of the story on the ground would have been about The Won, and not the games themselves.
Disclaimer: That's not my theory, just something I heard on talk radio last night. Still, you can bet that there was plenty of video footage being captured during the whole thing -- it was going to make an "awesome" NBC "documentary" during the 2016 Olympics.
