More on the Coast Guard Training Exercise

This raised blood pressure this morning, so here's a bit of follow-up:

He said that unspecified "members of the public" had "intercepted" clear-channel, unencrypted Coast Guard radio transmissions regarding the exercise and apparently concluded erroneously that a real interdiction of a suspect vessel was taking place on the Potomac, near Memorial Bridge. Not far from the river, President Obama attended a ceremony Friday morning at the Pentagon to mark the anniversary of the Sept. 11, 2001, terrorist attacks.

Currier said that although no shots were fired during the exercise, there was "verbalization of gunfire" in the radio transmissions.

"Somebody said, 'Bang! Bang!' on the radio at an appropriate time in the training exercise when the actual interdiction of the boat would have taken place," he said.

CNN, Fox and other media outlets cited police radio transmissions in which officers allegedly ordered shots fired. Television anchors and analysts speculated on-air as to whether the allegedly "suspicious vessel" confronted by the Coast Guard could be linked to the 9/11 anniversary.

It's actually fairly common for people to call 911 when they see police and firefighter training exercises, so I'm not surprised this happened with the Coast Guard. It's just that dispatchers are often warned in advance when the police and firefighters are up to something. That wasn't the case this morning—for the Coast Guard this was just a "routine exercise"—so early reports of something going on in the river sent D.C. police cars racing to the Potomac.

Robert Gibbs said that he wouldn't second-guess the Coast Guard's decision to conduct the training exercise on September 11th and it appears that it was just bad timing that President Obama's motorcade was passing nearby.

Still, if it was just "routine" then there doesn't seem—to me, anyway—to be any reason why the exercise couldn't wait until next week. I'm not saying that everyone should lie low on September 11th. I just think that people are still a bit wound-up about it and seeing first-responders and other security agencies behaving unusually on this anniversary is bound to get people excited.

Just as with the Scare Force One fly-over, the government didn't think informing local authorities was necessary. In fact, they didn't need to announce it to everyone; they just needed a bit of communication to avoid frightening people.

Not only do I not share the conventional wisdom on this incident, but I reject it. I hope the Coast Guard and other agencies routinely do exercises on this day, as a reminder to us that there are those out there who have not quite yet decided to live and let live, and thus will be not be let to live if they decide blood to let, for there are yet Americans who will still fight.

I hope that on this day that we, instead of perputually mourning in fear, with black hearts--or, even worse, ignoring the day completely--that we make the strong statement that while we may not always be able to prevent disaster, we will always rise to be ready if it occurs. And so I say practice on Coast Guard, practice on, and with real bullets next time, so that the citizens, perhaps having become overly content at their breakfasts with the morning paper, may understand that there are far more worse things than construing a practice defense against attack as an attack. That thing, of course, being an attack itself. Let them understand that part of the price of liberty is keeping the powder dry--and occasionally practicing with it.

21 I was thinking that perhaps these were training exercises in the same way that we held/hold training exercises near Taiwan; as a show of strength to ward off unfortunate ideas by our enemies.  It's also interesting to me that it was reported on national news that shots were fired, if the only shots fired were of the bang-bang variety.  And no, I don't mean I don't believe the coasties.  I'm just underlining that the MSM with its multiple layers of fact checking didn't seem to bother confirming rumors of live fire in the Potomac before announcing it on national feeds.

I agree with #14 Polynikes. CNN (I don't know about Fox's coverage as here it is only available to the elite satellite TV consumers) created the controversy not the CG, especially as their talking heads didn't have enough brains to see that there wasn't anything going on that appeared dangerous; or clued in when they heard a monotone "bang, bang" being said by the CG guy over the radio.

25 I blame Napolitano as well for this gross breach of communications between federal forces and local. In fact, I would expect that this was scheduled to be conducted without mutual communications in order to create turmoil, a pseudo-crisis, again (Scare Force One). The timed location of our POTUS is known by a select few who are also in position to order a "covert" exercise. The goal would be to create public outcry that the DHS, created to seam the information divide between federal agencies CIA and FBI to eliminate the competitive secrets held from each other, failed to communicate with local officials because it was not in their original job description. The fraudulent "need" to have MORE POWER placed in the DHS than exists could be at play, folks, to merge police and fire departments under the direct authority of DHS rather than maintaining local authorities under local control. THAT premise would be logical from Obama's masters' perspective.

The Coast Guard likely warned every agency in the area and began the transmissions on the marine band with 'this is a drill, this is a drill, this is a drill'.  That is what has been done when the Coast Guard Auxiliary conducts training exercises (Search and Rescue).

No excuse for the professionals at CNN not to check this out before running with it.

Basic common sense dictates that if you're a land police department, and you have an incident reported on the water, you call the water police department because, chances are, they know what the heck is going on.

What's not in this story at all is any sign that anyone called the Coast Guard before police were dispatched or before CNN rushed the story on the air. One telephone call would have cleared the whole thing up instantly.

As for the training exercise, it's pretty routine. So far as I know (and I have professional exposure here), the Coasties do this sort of training all the time. So do various places designated as high-priority Homeland Security targets. Some of them train with flares and blank rounds instead of "bang bang" on the radio.

This smells to me of a tabletop exercise, with simulated radio calls, to make sure that command and control of an emergency incident is working the way it should and that everyone stays sharp on SOPs. If that's what it is, it likely only involved command level personnel and few, if any, actual patrol vessels. For those guys, this was about the perfect day to hold the exercise: a Friday when their administrative demands would be almost nonexistent.

48 We should mark this day on our calendars as the one time Gibbs actually made a valid point. If you're a scanner hobbyist you'll hear exercises like this all the time. Since the intent is to simulate emergency communications it can be pretty convincing at first. Then, if you listen to this sort of thing very much, you notice things that clue you in. Like how calm everyone sounds, that there are no background noises in the transmissions, or that the conversations are on a different set of frequencies/talkgroups than are normally used for emergencies. Or people saying "bang bang".

The DC area dispatchers really should be aware of the Coast Guard training schedule, especially for routine training planned well in advance. That said, it's DC's local government, so you can only expect so much. But there's no excuse for not contacting the Coast Guard and just asking them, and there's no way CNN should've broken this as "news" before getting it figured out. Gibbs was right about that.

You really can't see why, in an incident on the water, in the Potomac river, with miles of shoreline, that you wouldn't want some land based assets to respond? How about your waterborne suspect, while being pursued by the "water police" runs aground and meets up with his land based buddies, who whisk him away in a fast car? Your "water police" become useless pretty quick if they have no land based backup.

DC Police did what the police are expected to do.  Send patrol officers to see what they can see and report back.

I know I'm late in the thread and this rant probably won't be read by many; but I feel like I have to weigh in here. For what is supposed to be a "smart military blog," I've seen a lot of  bullshit here today.

Lighten up on the Guardians, for Chrissakes.  As The Man said, they have to ready 24-7-365 and they have to get it right every time. Semper paratus.

Coasties  have to train where they operate. Did you notice the weapons on those boats? Looked like they were sporting M240s - effective range of about 800 yds, maximum range of about 4000 yds.

Consider those numbers. 800 yards. In an urban marine environment. On boats that go over 40 knots, performing tactical maneuvers that sane people on the water consider near-suicidal.

You want your Coasties to be highly trained, qualified for the mission at hand,  ready for operations, executing superb tactics with excellent command and control, fire discipline, etc. We certainly don't want these boys and girls accidently spraying lead into the Reflecting Pool or I-395 from the middle of the Potomac.

Also, those Defender-class boats are a lot of horse to handle - ample power, high speed, turn on a dime. You can get the specs here:

If you are not convinced of the need for constant training for this mission using these Formula-1 type of boats, then you should read the mishap report that follows. If you take the time to do so, you will quickly realize the risks the crews take and  the magnitude of CNN's and others douchbagedness today.
