Unbelievable: Coast Guard Conducts Exercise On Potomac This Morning

Reports came across a number of sources that the Coast Guard fired on a small boat on the Potomac near a bridge where the President's motorcade was crossing on the way to a nearby 9/11 remembrance.

Turns out, it was a training exercise and the Coast Guard said no shots were fired.

The Air Force One photo shoot was bad enough but who in their right mind schedules an exercise like this, at that location on 9/11?

10 Sorry to sound like Van Jones, but I don't know that indeed this is a training exercise. I know that Obama is stupid, but not sure if he's this stupid.

I say it's a terrorism event, but indeed, they cannot use the words "terrorism" and "9/11" so indeed they called it a "training exercise."

12 Unfortunately, unlike the Air Force One fiasco, I don't think this can be blamed on the vanity and incompetence of the White House.  This is just general governmental stupidity, which happens in every administration.  The difference will be in the reaction.  Bush would have fired the idiots responsible.  Obama will likely invite them to the Oval for cookies and a heart-to-heart.

21 Lots of assumptions at this point, but if they did fire shots (again big assumption), this was probably something done at a very low level.  Someone screwed the pooch.  Nothing you could blame on Barry (as much as I would like to). 

That said and if it is a low-level screw-up, these guys - the Coasties - are out there doing their best to keep us safe and making very little money and getting even less credit for doing so. So maybe we should try to cut them some slack.

I mean who among us hasn't fucked-up before?

I just posted in the headlines thread that I find this suspicious. Either it is abject stupidity on the part of someone in Coast Guard command, or a cover story.

Why the heck would they do this? At the EXACT time the motorcade is passing by? Are there really such obvious coincidences? Especially on 9/11?

48 This just makes no sense. There is about ZERO possibility that the White House/Secret Service/ Homeland Security, etc. should/would deliberately be left unaware of a TE like this by the Coast Guard.

What are the possibilities?
1-
The CG is absolutely incompetent and didn't know the significance of the date, the President's proximity, or the inevitable reaction from people near the scene. Is that even a possibility?
2-
Everyone knew about it, ( including POTUS, Sec Svc, etc.) and the media and passers-by overreacted or didn't understand what they were seeing. That's a real possibility. We should know when the denials/acknowledgements are all sorted out.
3-
There was a real problem at the site and nobody wants to acknowledge it yet. That's a little conspiracy-esque for me, but it is still early in the story. A variation of this one is that an individual in the CG totally effed up and fired "blanks" at the exact wrong moment in the exact wrong place.

I'm sure there are other possibilities/combinations, but I wanted to get my thoughts organized before I go look at the new updates. Anyone have a scenario that doesn't involve at least one person/agency totally screwing up?

50 I am sure the Coastie AT training schedule has been set for months.  They don't know anything about the President's route and schedule.

The screw-up was from the USSS, not considering riverine operations or security in their route planning.  They have access to the Coasties schedules -- if they ask. I am sure it was coordinated and available to everyone else. Sometime the USSS plays things a little to independently.  In all a minor incident.

Another issue is the CNN dork with a scanner; I would have thought all of the agencies around DC would be on new digital, trunked radios by now.  That to me is most important issue this incident highlights.

As far as conducting AT training on 9/11 -- one of the better things to do today.  I'm sure everyone mentioned  (with the obvious exception of the CNN dork and the USSS package) knows what today means.

Well, this is now a day of service. Saw the Mayor of NYC. announce that a couple of hrs ago. Somehow linking the tragedy of 9/11, and all the people who tried to help out in the disaster of that day.

Problem with me. Whenever a disaster of any sort happens, people rise to the occasion. Be it 9/11, Tornado, Earthquake, doesn't matter. Americans turn out in droves to help the injured and sick. We're known for it.

So why try to change the Anniversery of 9/11 to such a thing? Wouldn't that sort of be like changing Pearl Harbor to Water Rescue day?

The whole point is why and what happened. And how to prevent it from happening again.

Not the response, as magnifcent as it was.

Plus don't forget how many firefighters and police were killed because they HAD in fact responded, then the first Tower went down.

This just makes me ill.

Actually this is not true for some places in America. Look at New Orleans and Katrina.  The police abandoned their posts, the ones who did not leave town actually participated in looting. The mayor of the town left for Houston Texas and failed to carry out their own emergency plan.  The list of local screw-ups is legion.

 

And after all of that they blamed it on Bush. What’s more they still  blame everything on Bush. It is easy to see why the Obominites don’t give a shit for remembering 9-11 and believe the truthers. They have a well formed mindset for stupid.

Actually, I think the desertion of officers is overstated...  I'm guessing that sure that NOLA had a LOT of officers listed who either didn't really exist or had retired and were still listed as active on the manpower sheets because they wanted to puff their numbers. 


It could have also been a payroll fraud situation like the public school system in Detroit, where a fraud-prevention tactic forcing everyone to claim their checks in person uncovered about 257 "ghost employees" who were receiving checks.

How about this: the Coast Guard did fire on a "terrorist" attacking Obambi and they just came up with the "fireing exercise" as a "quick cover so as not to worry the American Public no this day."

If true, the problem here was not the Coast Guard conducting an exercise on 9/11. Seriously who cares?  They are probably doing it nation-wide maybe for training but also maybe as a little show of force to anyone who might be thinking of doing something bad.  

I'm all for that.

The problem was CNN hearing this and overreacting like the the dickwads they are and thus getting everyone all spun up.

That's my opinion anyway.

70 After a quick perusal of the stories online, I'm going to give CNN the lion's share of the blame for their declarative reporting about shots fired, suspicious vessel, etc. The CG may be partly responsible for not informing the media ahead of time (how hard would it be to call the AP/WaPo and tell them that there's going to be a TE? There are notificatiions of stuff like that all the time in the DC area, and the local media also provides the President's daily schedule), but at least they were doing something worthwhile.
CNN was way too eager to cause a panic, and will now be way too eager to shift the blame.

Moronette Cheri is a CG Vet-  these excercises go on continually. My opinion is the exercise radio chatter was intercepted by media/boaters and the  call 'shots fired' went out.  This should have been on a secure frequency buy not too hard for others to intercept.

80 How much of this has been verifiied? Potomac is a big river. I'd heard the president was long gone by the time of the training exercise...

From a noon report I heard on radio from reporter Jamie Dupree, he said the exercise was on the Potomic and that someone at CNN was listening to a police scanner and heard the 'exercise' going down. There were no gunshots, just a person (USCG?) saying over the air 'bang bang bang'. This was a training exercise and as a result communications were going over unencrypted channels. Normal operations are, as standard operations procedures require, done over encrypted channels.

CNN employee writes it up and hands it over for broadcast and noone had called the USCG to verify 'recent events'.

Mr. Dupree stated one of the old jouranlism rules he lives by, and most of the press used to, is to never report what you hear over a scanner w/o confirmation.

Sorry, that doesn't fly. The possibility of misinterpreting a training exercise on 9.11 is not small, it's obviously higher than normal.
