Because in this instance the oil producers were able to mollify the environmental freaks by shutting down oil rigs closer to the shore; these rigs will slant-drill from further out. They also agreed to shut down some production facilities by 2022. This sort of compromise doesn't seem easily replicated, as most of the drilling we need is new and can't be offset by shutting down other rigs It's not a clear win for Drill Here, Drill Now, but it's something. In the net, more oil will be produced. Assuming this isn't all sabotaged by the enviros through lawsuits.Because California is in such dire financial straights they've actually agreed to start producing valuable goods again. California could allow new oil drilling under a tentative agreement the state's governor and lawmakers reached to plug the state's $26.3 billion budget hole. In a rare agreement with environmental groups, oil producer Plains Exploration & Production Co. (PXP) has proposed promptly expanding oil drilling off the coast of Santa Barbara, then shutting down four oil platforms and two onshore processing facilities in Santa Barbara by 2022. The company also agreed to donate 4,000 acres of land for public use. The company would slant-drill into the state's seafloor from a platform it operates in federal waters. Environmental and community groups in Santa Barbara have hailed the project, called Tranquillon Ridge, as a major milestone in their efforts to shut down the oil rigs off Santa Barbara's coast. Current law allows offshore drilling operations that were in place prior to a 1981 moratorium on new offshore drilling to continue indefinitely. Gov. Arnold Schwarzenegger has championed the project as a new source of desperately needed cash to fill the state's budget gap. The state would collect an up-front payment of $100 million from Plains, followed by and as much as $2.3 billion in royalties over the 13 years of the project.The budget compromise supposedly ends the crisis without raising taxes. Being a conservative definitely has its frustrations. But they don't come because our beliefs, when followed, fail. Our frustrations are usually because libos continue to fight against reality, common sense, and the laws of economics while chipping away at the American exceptionalism. We often think it must be easier on the left. After all, the media, Hollywood, the world all love leftists. Basking in the glow of adulation 24/7 can't be all bad. Still, the libos have to deal with something true principled conservatism will never face...the blowback of unintended consequences. Yes, months ago, many of us on this very blog site were frothing, foaming, bemoaning, and cursing the passing of the Porkulus bill. Rightly so. Just because we know they will fail if enacted, we shouldn't just let this leftist push go. But, today, Porkulus is quickly becoming the anchor B to the O and his team will have to drag around for the remainder of his presidency. An anchor which could quite possibly lead to strong R gains in 2010. The fury is growing on the left...they got everything they want, but it may cost them much of what they have. Now, consider what may become the mother of all unintended consequences. It's probably worth a doctoral thesis, so no stealing my idea, but here it is in a few sentences. For years, the libos and their allies in the enviro wacko movement have stifled all efforts to access our vast, and mostly untapped oil resources. We've all been frustrated at the lunacy of paying countries who hate us billions of dollars each year for oil when our own reserves lie under-utilized. However, allow yourself to project forward 25, 50 years. Barring major advances in alternate energy technology (technology which is still too expensive relative to oil to come to fruition), oil will remain the driving force of the world's economy. But, supplies elsewhere will shrink and technology will start to step in. However, that transition will likely be a long and expensive one and the engines of growth will still demand vast quantities of black gold. Where oh where could such quantities be found? So, while oil remains relatively cheap, I'm revising my former chants of "drill here, drill now" to "drink there, drink now". And, if trends continue, in a not so distant time, America will be able to stand atop vast, mostly untapped oil reserves (reserves that will be cheaper to acess than they are now), point a 12-inch middle finger skyward and say to the entire middle-east and the rest of the oil-thirsty world, "We drank your milkshake! We drank it up!" Oh, the richness of that irony. The world will truly be over a barrell. We'll be holding all cards and will generate untold wealth for Americans as the world pays our price to survive economically. And we'll do so with a h/t to the libos and their hair-shirt friends, and of course, the law of unintended consequences. Will liberalism die because B to the O's disasterous policies and their unintended consequences peel the scales back from the eyes of those blinded with hopey-changey? No. Liberalism is a human condition more than a political movement. But, I firmly believe, if we can stand in the gap and hold off as much as possible, what O is trying to accomplish, the tide will turn and conservatism will again rise. We should fight tooth and nail, because American exceptionalism isn't something to apologize for or run from. We have to fight to keep American exceptionalism and our place at the top of the world's order because we are the only ones who treat that position with respect and dignitiy it commands. But, there is a quiet comfort knowing that even when the libos "win" eventually we'll bask in the glory of schadenfreude as reality and unintended consequences administer a beatdown to their utopian dreams once again. We just have to stay in the game.

The shit will hit the fan once the California State Pension Fund announces how big its shortfall is this year, at which point the state will be forced to make good on that deficit. This is not a fix, just a stop gap measure to get through the next six months. State employee pensions are very large and just the tip of the iceberg. Tax collections will be less and Democrats still are resisting all types of cuts. California's majority are just now realizing that "hope and change" will not magically deliver revenue and millions of green jobs.

Oil drilling has become more safe and efficient since the problems in the 70's. It has never occurred to the "smart, educated and oh so... intelligent liberal " Californians to look at the performance of platforms and pipelines in the gulf of Mexico after the hurricanes.
Yes, I know we have earthquakes too..... State needs billions of revenue and oil drilling in coastal areas can sure help. I live here and yes, swim in the Oceans too. There is so much oil there that it bubbles up from the ocean floor and floats to shore. Cash strapped Californians are stupid not to use this resource. Just down the coast from Santa Barbara is a place called Carpinteria, which was named for the "carpenters" that the Spanish noted when they "discovered" the place. They knew that the indigenous people were carpenters, because they'd assembled plank boats on shore and were patching the holes between planks with natural tar that had washed up on the beach, a tradition that had probably been going on for thousands of years......

The oil companies are handing over their only real leverage - giving up their grandfather status for the oil rigs they currently do operate - and subjecting themselves to a meaningless statement of support from enviro-whackos on the new oil rigs they will build. The enviros win both ways - they get rid of the oil rigs that they couldn't have gotten rid of any other way, and they will sue sue sue in court to block any new oil rigs.

Having said that, I hate anything that gives those spend crazy cockholsters in CA any money at all. You have to hand it to Jane Wells on CNBC, no matter what she is told to say and do, like erin burnett, she somehow manages to present the truth in there among the thorns she is asked to throw out. Resuming off shore oil production in CA is a big plus. Hopefully it will be a virus that spreads elsewhere. I'm somewhat surprized that pot wasn't 'legalized' and taxed. That will probably be next year's election battle -- that will also raise some revenue...
FYI, I was attending UCSB when the Santa Barbara spills occurred, which is about as close to ground zero as one gets for being close to the spill sites. The entire episode was way overblown by the media. I jogged the beach up to 30 minutes a day, 4 or 5 times a week while there. There surely was more oil blobs on the beach during the spills, but there were always been oil blobs on the beach from natural seepage, before and after. Some critters got taken out by the blobs, but that happens anyway without the oil spill. UCSBers quickly learned that mayonaise was an excellent blob remover from the bottom of the feet so you didn't end up spoiling the carpet in your apartment after a jog on the beach... The fine print on the CA budget is the State legislature passed the buck down to local juristitictions. I spent a couple of weeks (over Thanksgiving) out on three of those rigs off SB back in the early 90's. On the way out the crew boat skipper pointed out the oil slick from the natural seepage. When we got to the rig, the rig hands had to beat the guardrails with a baseball bat to get the sea lions off the landing deck so we could swing across on ropes. The platforms were the cleanest and quietest rigs I've ever been on. They are quiet because they aren't powered by generators like every other platform I've been on. Due to air pollution regulations, power is generated onshore and transmission is by a 7 mile long sea cable. The line losses would power a small city, so it's hard to see how that improves air quality. They are clean because they don't allow the slightest amount of pollution. They even collect rainwater run off in holding tanks, and take it back onshore for processing. The didn't allow fishing off the platform, unlike the GOM, where I've enjoyed some great rig fishing. The talk at the time was that XOM had had enough of CA, and was trying to sell their platforms.
