| Math in the Age of Obama: WH Will Rely on Self-Counting by "Stimulus" Recipients to Determine How Many Jobs are "Created;" Claims He Won't Stand for Any Numbers Fudged Just to Justify the ExpenditureAt the White House today, two top members of Obama's stimulus message team explained Obama's plan of "money momentum." Skip to 1:30 for the good parts of his plan. Attention workers: If you're getting federal stimulus money, stand up and prepare to be counted. And no cheating. The Obama administration issued its long-awaited rules for tallying jobs Monday and warned that local politicians trying to inflate their numbers would surely be caught. As part of the $787 billion stimulus law, governors, mayors and contractors must begin reporting job numbers to the federal government in October. The data collected could provide the most accurate count of workers employed by stimulus money, a number that is expected to be far more precise than the murky and unverifiable promise that 3.5 million jobs will be created by the end of next year. But for months, there has been confusion over what the rules would be. What's a created job? A saved job? Could a construction worker be counted twice if he worked two part-time contracts? On highway jobs, do you count just the laborers, or also the extra wait staff at the nearby lunch spot? Under the rules released Monday, the White House told governors, mayors and contractors to keep it simple. "Just count the people being paid out of Recovery Act dollars," said Rob Nabors, deputy director at the White House budget office. To avoid double-counting, a job means a full-time, full-year job. So a student working a 9-to-5 job for his three-month summer vacation will be counted as one-fourth of a job. The part-time teacher who works all year is half a job. And the full-time highway contractor who works all year is one job.Um, if a company employing 500 people takes enough stimulus money to pay 10 employees out of those sums, that doesn't mean any jobs have been "saved or created." That only means they now have "free money" and are paying a few employees with that free money. It doesn't mean a job was created -- the job already existed -- and doesn't mean it was "saved," either, because there's no evidence the company would have eliminated the position but for the money, either. Further, much of this money is pure pork directed towards specific tasks. If a company takes "stimulus" money to build a dog park, that doesn't mean the money taken has "saved or created" any jobs at all. You can't assume, for example, the company simply wouldn't have been doing other jobs, real jobs paid for by private citizens and companies because they actually need those jobs done. But Obama is going to simply claim, in effect, that every $40 or $50,000 of stimulus paid out "saves or creates" one job, because that's ballpark average salary. A pork project costs $40,000,000? Wonderful! That means that 1000 jobs were saved or created! Obviously, Obama's dollars must translate 1:1 into the salaries of "saved or created" jobs. Now that's "Money Momentum!" Folks, we just saved or created 1000 jobs. Give yourselves all a hand. These utterly fake numbers, with their ludicrously self-serving assumptions, can be "figured" out simply by dividing Obama's stimulus figure of $787 billion and dividing it by the average salary. But it would be too transparent if Obama just did that. So he goes by the slightly more circuitous route of "counting" the same number, relying on the beneficieries of Thanks to WilliamA. Comments1

I live in New Hampshire. Things are not dire as they are over the boarder in Masshole land, but things are tough. Lots of professional people over 50 years old laid off with little or no job prospects. Kids coming home from college are idle. Even the local Walmart is not accepting jobs. A couple of days ago the "American Recovery and Reinvestment" circus came to town. Paved a perfectly good road in front of the civil offices of the town, for about 200 yards. Tied up traffic with large Obama cheerleading stickers on billboards advertising their work. Then they left. My friends are still unemployed wondering how they will get their kids through college, and wondering whether the loans and investment will ever be worth it. The really sad part in all of this is that there are millions out there that will believe this bullsh.. and take it as gospel. We have an arguement here in Michigan right now about signs placed at road construction sites stating "Project Funded By American Recovery and Reinvestment Act." Repubs say signs will cost $308,000, Dems say they will cost $123,000. I think both are lying, cost probably somewhere in the middle. This money could fund a whole other project, plus a distraction for drivers in a construction zone. Gov. Granholm's Press Sec says signs are required by the recovery act, but next sentence in article says, "The Federal Highway Administration has strongly recommended posting signs that indicate which projects are recovery projects." That doesn't sound like "required" to me. Michigan has possibly the worst unemployment in U.S. and they are wasting money on this stupid stuff. They get $50,000 (1% of the total cost) of "stimulus" money to help defay the cost, and Obama claims 200 jobs "created or saved". Every person employed by a project- even if it was going to happen without "Stimulus" money, and even if that money was only a small fraction of the total cost- will be counted as jobs "created or saved". What's funny is this directive to be clear and not fudge the numbers. Normally federal grant funds would be subject to oversight by the Office of the Inspector General, and I can attest from personal experience that those people can be very, very picky (anal might be the best terminology). But I think we can safely say that this will not be too much of an issue for recipients of stimulus money as long as the recipient happens to vote the right way and donate to the right campaigns.

Having to take expressways back home to Chicago if you've read Dante's Inferno you know about Chicago expressways. So when they get really backed up I've found a nice alternate route to take. So I get on my alternate route today only to find a huge sign proclaiming Barry's stimulus project with that commie logo on it will be doing something to this road. The Obama Administration (OA) knows it will look foolish if they just divide 787BN by 92K and get some answer. That answer would be 8.5 million jobs (give or take). So, they're farming out the work to those who got the money and can therefore be trusted to report back that they created or saved jobs by the same formula with a smaller denominator. Thus, we spent 800K @ 92K per job so we created or saved 11 jobs (rounding). And that math will happen all over the country. And when the total of 787BN is spent the number will magically be 8.5 million jobs saved or created nationwide. But the OA will be able to say "We're just reporting what others have told us." regardless of how the jobs data looks. And they know that those who got the money will report back exactly as the OA wants because there is an implicit threat.
