North Korea Tests Young, Inexperienced, Confused and Disoriented President By Threatening Missile Launch on Hawaii on July 4th

This is an act of war.

It permits -- nay, it demands -- a strongly-worded letter and a serious diplomatic snubbing.

North Korea may fire a long-range ballistic missile toward Hawaii in early July, a Japanese news report said Thursday, as Russia and China urged the regime to return to international disarmament talks on its rogue nuclear program.

Ah, Obama. Seems like the North Koreans have him figured out.

Pity Americans weren't so prescient.

Admission: I have to admit that in some ways I was interested in seeing the effect of Obama's blase attitude towards North Korea.

North Korea likes to threaten and bluster to get concessions and extort money from the West. To some extent, acknowledging the dangerous nature of the regime plays into its hands, because once a president acknowledges the threat as serious, he is forced to act, and at some point he's forced to resolve the issue.

As with Bush: Ultimately he had to "resolve" the issue, and wound up granting some concessions in exchange for -- supposedly -- the Norks shuttering some nuke-fuel plants temporarily.

Hardly a major reward in return. The North Koreans have not respected a single promise they've ever made. They're blackmailers, and a blackmailer is only appeased by a payment until he needs money again.

So I was curious to see if simply pretending North Korea didn't exist would have the same effect that ignoring a crying baby has -- eventually the baby learns that crying does not bring mommy rushing in, and stops with all the racket.

I didn't think Obama's "Don't worry, be happy" policy would work, but I did think there was a small chance it would, and while I wouldn't have favored it myself, I was interested to see if his "close your eyes and wish the monsters away" strategy might actually wind up having a positive effect.

But that does not seem to be the case. The other possible outcome -- that North Korea would escalate its bluster into actual threats of war and actual acts of war -- seems to have occurred.

If North Korea does this -- indeed, if they continue merely threatening to launch missiles at or near the US -- I cannot imagine that the US response can be less than a full shock-and-awe decapitating strike on the entire North Korean military, government, and command and control apparatus. 72 hours of bombing every government building, every military HQ, and every artillery piece into oblivion.

But it's now the Age of Obama, so I guess I'm going to have to begin imagining that North Korea can shoot missiles at the US with impunity.

The correct person to conduct the diplomatic negotiations with the Norks is Bill Richardson.  His fame from having been drafted by the Kansas City Athletics and the Chicago Cubs makes him the ideal person to handle this delicate matter.  In simplistic terms, Richardson is well acquainted with handling balls and bullshit.

Better yet, anything in California EXCEPT San Diego. Or really, is there anything on west coast, lower 48 that wouldn't be improved by a missile?  EXCEPT San Diego. 

Maybe that could be another poll.

The only thing I'm waffling about is what kind of warhead to put on it.  Guess it depends on the target.  Barbara Boxer house?  TNT.  With Babs in it? Nuclear.  Ditto Pelosi.

The reason is that the Norks have tens of thousands of artillery pieces - many of which sit in heavily fortified locations - aimed at Seoul. The only slightly reasonable tactic I could think of would be to use neutron bombs across the spread of the artillery emplacements, but I have no idea if that could be done without seriously endangering the lives of the US troops and South Korean civilians.

Yes, and yes. We apparently did nothing during the last missile shot. I'm of two minds: one that realizes these stunts are extortion tatics, and another that knows the Japanese are going to begin to seriously look at nukes. Meaning that it's unlikely that NoKo would attack the US or South Korea; there's no plausible deniabilty in a straight out attack. The would lose any confrontation with us and they don't belong to an apocalyptic cult. NoKo is a crime family with a country. Their weapons program is a money maker and your production falls off if you are overthrown.

But that's no consolation to Japan. They can't easily raise a large military overnight. Nukes are the quickest route to provide for deterrence. There is nothing that prevents Japan from dealing with Russia or India for support and turning away from the West either.

They would be more threatening, were they less inept.  But let's ignore for the moment that it took the US better than 20 years of intense postwar research to get reliable boosters and ICBMs, with hundreds of successful and unsuccessful tests. 

Let us also ignore the fact that the NorKs have detonated their second nuke, which places them at August 9, 1945 on our development timescale.  Let us further ignore the fact that they are the first country to fizzle their first nuclear test, and that missile-deliverable nuclear warheads took 15 years of frequent and aboveground testing to achieve, back when we were spending 9% of a far larger GDP and 50% of our federal budget on defense.

If they shoot a nuke at Hawaii, they are shooting it at the home port of the best crews of missile interceptors in the United States.  And since nobody else has as effective or tested a system as the Aegis/SM-3, that makes them the best in the world.  The best missile-intercept radar in the world is parked at Pearl right now undergoing refit. 

This is not a movie, the ragtag band of happy misfit nuclear weapons designers and missile engineers from the North Korean team are not likely to beat the calm, cool and professional sailors for whom this launch will constitute little more than a live-fire test.

The only questions that remain are a) why North Korea is so blatantly courting disaster, and b) what the Obama Administration will do if there is a launch at Hawaii.  The NorKs' pattern is to badger the regional powers plus the United States into concessions with bad behavior, but with the ship and a declared launch not to orbit but AT HAWAII (if the wording is so), plus a third nuclear test, they seem to be interested in more than fuel oil and corn.  The generations that remember the Korean War are dying out, certainly at the top of the military, and I have to believe that their military is not remaining cognizant of what the United States can rain down upon them without a boot on the ground or the use of nuclear weapons.  We might just bomb the hell out of them and NOT try to topple the regime.  Why invade?  Wreck them and move on.  Apparently this is not something they have considered, because it is as likely as a full-scale invasion given our current manpower shortage.

The early phase of the second question is easier, order the Navy to intercept the missile if it is headed for US airspace.  What comes next is  less certain.  If it really was a nuke and the duct tape on the TPD-2 held together until blown apart on impact, then the answer is pretty simple: the US will destroy everything capable of being used as an offensive weapon and we have a continuation of the Korean War.  I do not believe that Obama would survive politically were he to not respond to an actual nuclear weapon fired at the United States, intercepted or not.

If it's just a missile, with no fissile material in the wreckage (this time), the President's options increase.  The "launch site" is a metal building, a crane and a launchpad, while we could symbolically destroy it doing so does not set back the North Koreans.  Unfortunately, with this President the more options the less likely he is to act, and so a successful intercept of a non-nuclear weapon is likely to get a sternly worded letter as well as a bill for cleanup and the cost of the intercept, which will remain unpaid. 

The option I would like to see him take would be to send a B-2 to drop a stick of concrete bombs on the USS Pueblo and sink it -- it's still our property, after all, and it would remind the NorKs of their extreme vulnerability without killing anyone, if done in the dead of night.  A bunch of parachute flares to light up the harbor just before impact would certainly make sure nobody missed it.  If you want to talk about sending a message, a nuclear-capable stealth bomber flying through your airspace at will and precision-bombing a target smaller than KJI's house is an unmistakable message.  The only question the NorKs would haveat that point is whether Obama has the stones to kill people in order to stop them, and that's still a question, isn't it?

What it comes down to is whether the NorKs would be doing this to any US President, or are they singling out someone they see as weak and cowable?  I don't believe they would mess with GWB quite this way, he had enough of that Mel Gibson-esque crazy-eye thing that he just might pull the trigger on them.  McCain is also a trigger-puller, and Palin -- she wouldn't bend quite as adroitly as Obama, but she can make a decision and doesn't let go when she makes one.

If a nuclear-tipped missle hit one of the Hawaiin islands, say Kona for example, I can honestly imagine that:

1) There would be many on the Left and in the world who would blame Bush, Rush, Nixon, Rove, Hitler, Palin,, etc.

2) There would be much wailing and gnashing of teeth, followed by hand-wringing and calls for "understanding."

The risk of actually using military force is too high for Barack Hussein Obama II. He simply cannot and will not do so.

Bombing North Korea back to the stone age puts about 90% of the country back about six weeks.  The majority of the population are miners, farmers and factory workers, they don't have electricity anyway and won't miss it.  The targets are the party and the military, and using an EMP will futz their iPods but likely will not affect their command and control appreciably.

The US has little to gain and very, very much to lose by starting an EMP war, or even setting the precedent that EMPs are acceptable uses for nuclear weapons.  We are more technologically-dependent, and therefore far more vulnerable to EMPs than the rest of the world.

While its true the Norks can hold South Korea hostage by the threat of artillery attack, that threat loses its value if they actually do it, since that would signal the start of a war that would result in the Norks being occupied and the Kim regieme overthrown.  That is, IF the Norks believe that the US and South Korea would do that.

As for this threat, the proper US response should be to shoot it down, then test-detonate a nuke off the North Korean coast, and let Kim and co. wonder about how crazy WE are.

Of course, knowing Obama, he will do nothing except ask the Kim how much money he wants.

The effects in the ionosphere last for a while and will have bad effects on any satellite that passes through the field.  We could be liable for every LEO satellite that acts up whose orbit happens to pass over the area of effect, not to mention the damage our own satellites will incur.  Think of each of our KH-12 satellites as a Hubble Space Telescope aimed at Earth -- all transmission is now digital, and while the circuits may be hardened against EMP the birds are tens of millions of dollars a piece, "hardening" doesn't mean "completely resistant to", and we'll be using as many as possible to keep an eye on the NorKs.  Civilian satellites like SPOT will also be hired out, will also fly through the area, and also get torched.  It's not worth going blind to make a minimal difference.

There are other EMP-like weapons in design that have a much more limited effect and are not nuclear.  We really don't want to set the precedent that it's okay to use an EMP, because when the first one pops over Kansas we'll be in a much bigger world of hurt than anyone.  We waited to launch our Corona program recon sats until the Russians had launched Sputnik and therefore declared the international limit of territory to be the edge of space.  I don't think a real nuclear EMP is as controllable as we want, and while it's not the NorKs who are likely to launch one, it may be within the capabilities of the Iranians to do so within a decade.  It is already within the capability of the Russians and Chinese to do so.

Yes, you are completely correct.  Their development timeline may be appreciably shortened by help from others -- but even Pakistan has yet to test anything more than a boosted-fission weapon based on yield.  The Paks have not shown the ability to make and detonate a true fission-fusion-fission, "two-stage" or "hydrogen" bomb.

The difference between "boosted fission" (plutonium core with deuterium and tritium injected before detonation, meaning more neutrons and more efficient plutonium fission) and a two-stage bomb is huge.  It's why the US W80 nuclear weapon is 13" in diameter, can be fired from a torpedo tube and is 20x more powerful than the Little Boy.  The difference in yield is up to 10x, the B61 nuclear bomb the US uses on airplanes can be set to yields of 1kt (primary fission), 150kt (boosted fission), or 1 megaton (full yield).  The blast of a conventional fission bomb would affect an area about the size of Denver's airport, a megaton bomb is something far, far more dangerous.

Nobody wants a nuke thrown at them, but the NorKs fizzled their first try, it's a long leap to believe they are ready to make a weaponized, deliverable system after one test.  We were able to do that because we had a delivery system (the B-29) that was more technologically advanced than the bomb itself, and complete air dominance.  They don't even have a delivery system.  Copying a Pak boosted-fission device and having it go off once doesn't mean the next one will work, and if you're to the point of firing a nuke at a country that can bounce the rubble of yours ten times over, it had better work. 

This is why nuclear test bans favor the United States -- nobody else has had the testing time that we and the USSR (and British, French and Chinese) have had, so the barrier to entry in the nuclear weapons game is very high.  We know ours work.  The new guys, not so much.

Those who remember history and ignore interval changes are often surprised when things don't repeat. We have trillions of dollars that are hostages, their economy would not long withstand the loss of their largest market and much of their foreign currency holdings.  The US does not have as much manufacturing as it once had, because in 1945 we were the only un-bombed industrial economy.  The ability to regenerate that remains here, and while it would dent our standard of living it would not destroy us as a country.

The South Koreans have lived under those guns for decades.  They probably have several ideas about how to deal with them.  A friend of mine was an Army medic in Korea in the 1970s, the border is more porous than you would imagine and the minefields well-mapped.  ROK SF units will be on those hills with sapper charges BEFORE any US-led attack, and with Predators, F-16s and B-52s filled with SDBs their firing holes will be closed rather quickly.  You don't have to destroy the gun, just the door.  After that, the gun is pretty useless.

A nuclear artillery shell is even more complex in its own way than an ICBM warhead.  It's simple, and inefficient, but it has to take something like 5000g of forces on launching without detonating, and then go off on impact.  I would put that one at the back of your mind in terms of concern.

Chemical weapons are not as deadly as you would think, and biologicals less so if you are prepared for them.  The main concern will be flying steel from thousands of 152mm conventional artillery shells, and that would be bad.  OTOH, the affected areas could be evacuated if there was escalation without necessarily inciting fire from North Korea.  At most, the longest-range artillery they have would reach 40 miles from their side of the border.  Once those guns are silenced, then it's rocket artillery like FROG launchers that need to be dealt with, and as soon as they fire they will get a Hellfire enema since we can fly Predators, Reapers and Ravens with impunity.  When those are gone, you're down to what can reach 10 or 15 miles, and the target list drops pretty quickly after that.

Will it be bad?  Yes.  Will it be destructive?  Yes.  But inaction has already cost the lives of millions of Koreans, and will continue to cost the lives of Koreans.  Sins of omission are still sins, not just the commisson ones.  I am not saying "Get into a war with North Korea no matter what the South Koreans think," but if someone is so stupid as to launch a nuke at the US, successful detonation or no they have sown the whirlwind, and not even Barack the Peacemaker can stop the US from destroying a threat like that.  We don't need UN backing to stop an true, demonstrated existential threat.

That being the case, does North Korea start shooting if the ROK starts evacuating northern Seoul? No hostages, no threat. This would be their final clue to consider their next action very carefully. Would they really start shooting just because people started moving away? We might find out.

And it is definitely possible to overstate the damage that the DPRK can inflict, and the effectiveness and control over their forces. They can't shoot forever, they must be resupplied at some point. Fixed emplacements just save us the trouble of burying their gun crews. Not every gun crew has a long-range heavy-caliber artillery piece with rocket-assisted projectiles to reach downtown Seoul, and it's not as if the DPRK hasn't been caught overstating their capabilities. If the number of tubes is based on ROK estimates, they probably have a good reason for that estimate -- like knowing where the tubes are. It's not as if the ROK doesn't have counter-battery fire, like MLRS (with a longer range), and it's not as if one Excaliber shell couldn't kill one firing position with every pull of the cannon.

Like I said, under most scenarios the ROK will have the last word. We have 28,000 troops there, they have 49 million. But if KJI or his son or DPRK generals push them far enough they may go right ahead and put thousands at risk so millions can live without fear. Governments do that from time to time.
