| Sending all the Wrong SignalsJohn Bolton's mustache gives the administration's response a major thumbs-down. Prior to North Korea's launch yesterday of a Taepodong-2 ballistic missile, President Barack Obama declared that such an action would be "provocative." This public statement was an attempt to reinforce the administration's private efforts to urge the Democratic Peoples' Republic of Korea (DPRK) not to fire the missile. That effort failed, as have countless other attempts to deal softly with Pyongyang. Incredibly, U.S. Special Envoy for North Korea Stephen Bosworth revealed -- just a few days before the launch -- that he was ready to visit Pyongyang and resume the six-party talks once the "dust from the missiles settles." It is no wonder the North fired away. Once the missile shot was complete, the administration's answer was hand-wringing, more rhetoric and, oh yes, the obligatory trip to the U.N. Security Council so that it could scold the defiant DPRK. Beyond whatever happens in the Security Council, Mr. Obama seems to have no plan whatever.Bolton fairly notes the Bush administration is partially to blame for re-legitimizing North Korea, but he's concerned that Obama's response will make Iran, China and Russia very happy. Bolton is a rare example of clear headed and commonsense that is sadly lacking at the upper levels of US government. Unfortunately there are few leaders like him. He was great at State's INR Bureau.

Every administration since the Korean war was been making this mistake (both here, in Japan, and in South Korea). The fundamental problem is that North Korea has almost nothing to lose by doing this kind of thing. They're gambling that no one will go to war over these provocations, and so far they've been exactly right.
North Korea has no economy to speak of: they exist at all only because the Chinese allow them to. Without Chinese (and South Korean) support, North Korea would be moribund in a matter of months. But China is making their own power-play in Asia right now -- they want to weaken America and gain traction themselves, and if this means supporting North Korea so be it. If China is seen as the power with leverage over the Norks and not Uncle Sam, then that's where the Japanese and South Koreans will look for diplomatic solutions. The problem is that there really is no diplomatic solution. The only real solution is war to liberate the North, and no one wants to face that. They keep hoping some deus ex machina will appear: that Kim will drop dead, that some heretofore-unknown cabal in the Nork government takes over, or...well, maybe that aliens land and abduct the entire Nork government, maybe. That's as far as the Western powers seem to have got in terms of how to "deal" with North Korea. Yeah, but what scares me is that the results of this failed test are going to reverberate around the world, and the subsequent reactions by various bad actors around the world aren't going to be felt immediately. As Bolton said, the Israelis now have to recognize they're on their own with Iran, so stability in the middle east is out. It would have the same stalemate affect (nothing would happen) and the Norks would not be able to prove performance on there favorite export. The liberal line seems to be that North Korea is not a threat to the United States because they are incompetent. After all, the 2005 launch as well as this one failed; where's the danger to us? My answer is that relying on your enemy's incompetence to protect yourself is a sure and certain route to disaster. North Korea is following a tried-and-true engineering regime in their missile making enterprise: build, test, fix problems, repeat. Sooner or later the Norks are going to get it right. The Western world has made this mistake again and again. We ignored Pakistan's rush to the bomb because we figured they didn't have the technical expertise. We ignored Iran's nuclear program for the same reason. We assumed that Osama bin Laden was just some rag-assed terrorist who would never be a strategic threat. We assumed that the Iraqis would be so happy to have Saddam gone that they would immediately settle down and live peaceably. The Israelis figured that the Egyptians and Syrians were thoroughly humbled by their catastrophic defeat in 1968, and the Israelis were almost destroyed in the Yom Kippur war. (Most non-Israelis really don't know how very close a call this was.) We assume, we think, we suspect, we suppose. We underestimate our enemies at our own peril. This is silly. NK is an immediate threat to Japan, South Korea, and China. If the United States cannot maintain our post WWII commitments to a nuclear free zone we invite the Japanese and South Koreans to start their own programs. This will create a foreign policy tsunami. I wonder if China really has the military power to defeat Taiwan. I don't think they do, or at least not without taking horrendous casualties trying to do so. And this is even if the USA refused to intervene on behalf of Taiwan. The Chinese military is getting better, and might be a real threat circa 2020 or so, but right now it's a pretty poor striking instrument. I'm not particularly fond of the isolationist model of diplomacy ("a friend to freedom anywhere, but guardian only of our own"), but there are definite advantages to it. It frees us to do business with anyone as long as they pay their bills without worrying about human-rights records or any crap like that. We don't have to worry about getting pulled into foreign wars by treaty obligations; we can just tell both sides to fight it out and have the winner call us when they're done. It's a compelling (if amoral) daydream. It cannot work in reality, of course, but I have times when I'd like to tell the rest of the world to just fuck off and solve their own problems. They probably do, but they probably will never have to. They see the US will become increasingly unable to financially support all its military commitments in the future. China's free market system will probably continue to evolve. Eventually, there will be little enough difference between Taiwan and the mainland that a merger will not seem so bad to Taiwan. An "offer they can't refuse" coupled with a backdoor acknowledgment that the US won't come to their defense will make it happen. Obama is gambling that the North is so primitive it will not amount to much during his administration. He feels the Chinese will keep them under control since it is to Chinese advantage to have a loudly barking North . By stepping in once and a while they obligate the US on various issues. They have no fear of the North per se. Controlling nuclear secrets is probably over now anyway, since the cat is out of the bag. Irrational behaviour is a possibility by the North guy but is unlikely. Most of these seemingly irrational leaders today are acting that way to get money from people they scare to keep power and stock up on Swiss Francs. Suicide is not on the agenda. In fact Obama should have said almost nothing. By going to the worthless UN he will look even more worthless, not that this bothers him and his domestic looters. He should have kept up his diplomatic groveling and not missed a bow or a scrape. Then he would have looked unflappable.

A balance to the Norks is a nuclear Japan. The problem has been getting the Japanese government (which seams to want nuclear capability) to get the Japanese people to having nukes in their country (albeit ours). It took years just to be able to get one of our nuclear-powered aircraft carriers into a Japanese port.
A nuclear Japan will get the ChiComs attention on reining in Dear Leader. I will admit right off that I am not as swift as you guys at "playing Army," I do enjoy reading your take on things, though. I will never be accused as a diplomatic person, I would have shot down the Nork missle, and have had someone over there to take out Kim, a long time ago.
