In order to make some of the provisions usable in LA the state senate would have to pass new legislation that he has already stated he would veto. He's playing a couple chess moves ahead.

20 Mare, the laws vary by state. In LA, the legislature must vote to overule the Governor and utilize the funds. This give Jindal the ability to veto. In Alaska, Palin needs the legislature to agree to return some of the funding. Two very different things.
