Help Wanted: Minister Of Basic Competence*

Team Obama used the phrase "smart diplomacy" a lot during the campaign. Apparently it does not mean what they think it means.

Fresh from presenting the Prime Minister of the UK with insulting gifts and an inability to translate 'reset' into Russian, the Smaterest Administration Evah! hits another couple of foul balls in the meeting with Brazil's President Luiz Inacio Lula da Silva.

Brazil has become a major U.S. trading partner, with cautious economic policies that have helped it weather the crisis better than almost all other major economies. With huge new offshore oil finds and abundant ethanol, Brazil could be key to helping wean the U.S. off Venezuelan crude and shift to cleaner energies.

Still, the White House made several moves interpreted as snubs by the Brazilian media.

Silva aides said the trip was pushed forward from Tuesday because of the St. Patrick's Day holiday - making Latin America once again look like an afterthought. Then, the White House announcement misspelled his name as "Luis Ignacio" and put "Lula" - a nickname that decades ago became a legal part of the Brazilian leader's name - in quotes.

Yeah, St. Patrick's Day really sneaks up on you, what with it being the same day every year and all. Plus the tradition of doing something with representatives of Ireland has only been going on for approximately forever.

These morons can't even manage to run meetings with two friendly countries and yet they claimed only The One could bring our enemies to heel through sheer force of his personal diplomatic efforts. Yeah, that's going to work well.

To celebrate the holiday, Obama avoided any questions by asking reporters, "Guys, can't I just finish my Lucky Charms?"

Bush as a dunce; thus, they assumed that since they were so much smarter, that things would naturally fall into place once they got into the Oval Office. But it turns out that the job is quite a bit more complex and nuanced than they bargained for, and that maybe W. wasn't the dullard they thought he was.

It turns out that the skillset needed for running a successful Presidential campaign doesn't necessarily translate all that well to performing the job for which Obama was elected. You'd think it would breed humility, but...I see no evidence of it so far.

Meeting defence chiefs in Moscow, Medvedev said he was determined to implement reforms to streamline Russia's bloated military and stressed Moscow continued to face several security threats needing robust defense capacity.

"From 2011, a large-scale rearmament of the army and navy will begin," Medvedev said.

I wouldn't worry too much about Russia. They can say lots of things. Doing stuff? Not so much. They are broke, fragmented, and in a demographic death-spiral. Only their (rapidly aging) nuclear arsenal gives them any international voice at all. China is a much bigger concern, frankly, and they're a bigger threat to Russia by far than we are. They're an irritant, not a strategic threat. (Which doesn't mean I wouldn't get in their face about basing bombers in Cuba or Latin America -- the Monroe Doctrine is probably more important now than it ever has been.)

Fixed that. Don't freak out over the Russkies, people. Pay attention and be careful, but don't freak out. They're military midgets -- they probably punch below England or France in conventional weapons. Truth be told, probably below China and Taiwan.

I suspect that the lure of a nuclear arsenal is going to diminish quite a bit in the coming years. Countermeasure technology is going to become very cheap and ubiquitous, while the costs of developing and maintaining a nuclear arsenal are going to remain very high. There are other military areas where the cost/benefit ratio is much greater.

Nuclear weapons aren't magic. They're just very big bombs with interesting side-effects. There are very few conflict scenarios where they come into play as weapons of decision.

You must not remember Khrushchev with the same shudder he gave every American child. Russia didn't have the industrial infrastructure completed back then that has since been put in place, functioning, nor as much of an income then than they now have.  Now, Russia has taken their sabbatical and is refreshed and invigorated, already bursting through borders without international intervention. Also, Russia and China today are not the arch enemies they were in Khrushchev's era. And Putin's regime stomps Obama's presidency. Khrushchev was bombastic, but not all hot air as the Cuban missile crisis proved. Putin is NOT bombastic, but is the slyest of all serpents, very toxic to opponents. Putin's challenges are never to be lightly taken.
