| China Tests The New Kid UPDATE: Not The First Time This Has Happened RecentlyChalk one up for Sheriff Joe, the Chinese (aka, the underwriters of Obama's debt run up) are checking out how Obama will respond to a push. Five Chinese ships including a Chinese naval vessel harassed a U.S. Navy ship in the South China Sea on Sunday, at one point closing to within 25 feet of the ocean surveillance ship, the Pentagon said. A Defense Department statement said the Chinese vessels "shadowed and aggressively maneuvered in dangerously close proximity" to the USS Impeccable, which was conducting routine operations in international waters 75 miles south of Hainan Island. The Pentagon identified the Chinese vessels as a Navy intelligence ship, a bureau of maritime fisheries patrol vessel, a state oceanographic administration patrol vessel, and two small Chinese-flagged trawlers. ...The Navy ship responded by spraying one of the vessels with its fire hoses, but the Chinese ship closed further to within 25 feet and its crew members disrobed to their underwear, the Pentagon said.I'm guessing in Chinese culture underwear is a great insult as opposed just being silly and rather embarrassing. Let's see if the State Department can come with the right word in Mandarin for 'reset' or more likely 'keep buying our bonds, please'. UPDATE: This is apparently only the most recent in a series of incidents at sea between Chinese vessels and US intelligence ships. US responds with low level public protest. That strikes me as about right. This kind of crap is just a bit of ritual harassment. You can't react to everything by going right to Eleventy!!!1!11!! There are bigger fish to fry in the China-US relationship (economics and Taiwan to name but two) and you can't hold the big issues hostage to this crap. You can say you have to hold the line everywhere or they will take more but you can also argue they simply want to see if they can rattle Team Obama and get under their skin. I'm not sure what The Impeccable's function is as a vessel, but that ship just looks absolutely badass. Maybe it's just me, but if there is a boat out there that looks like it could literally swallow my boat whole...I'd probably leave it alone. Or, at least keep my clothes on.

Given the fragile bond and equity markets and the enormous unemployment problem in China, if this was authorized from Beijing it was done because something else more important was happening in the South China Sea - not that any of us will ever get to find out.

If I were the Taiwanese, I'd be seriously thinking about making the best deal I could with the PRC about now. There has always been some doubt about whether the US would protect Taiwan, but I would think that all doubt has now been removed.

If I were the Taiwanese, I'd start negotiating with the Israelis for nuke tech. Taiwan's close enough to the mainland that a delivery system (missile, jet, etc.) wouldn't have to go far to completely mess up Beijing and the rest of the country in a permanent way. There's a lot of water between Taiwan and the mainland. I've never seen the PRC demonstrate the capability to dominate the air at an extended range, nor deploy the airlift/sealift required. The can however threaten with rockets, at which point the Taiwanese demonstrate that they are a nuclear power with a small, well documented underwater test. Crisis over.

These ships were designed to tow a long array of passive sonar microphones in the North Atlantic to hunt for submarines. And probably record acoustic characteristics. Crap like this happens more or less all the time. Between allies. During/at the end of an exercise. With the skippers KNOWING what's going on. The randomness of this event gives it the tone of them thumbing their noses in our direction: mildly insulting without being overt. At this point, it's just fuckery. The EP-3 event back in 2001 was just fuckery too...until an incompetent Chinese pilot ran into our bird and forced it down. THEN it became an international incident that had a WHOLE lot of people very nervous! That tends to happen when practical jokes between folks who ain't on the best of terms go bad. (My more or less flippant attitude should NOT be seen as my not taking this seriously. All I'm saying, is that it's more of a potential issue than a real one as these guys are still trying to be funny. Which is why I think it's interesting the Chinese went with naval harassment this time. They still get to play their silly game but with a much larger margin of error. A slight miscalculation leading to a bump at sea doesn't equal a dead crew and a crippled vessel suddenly showing up on their territory. I don't buy the idea that when you owe a lot of money you own the creditor in some way. It's always the other way around, if the creditor has reserves or otherwise can do without your money. The debt the Chinese own right now provides little leverage. They cannot make us redeem early. They could sell on the secondary market I suppose which would raise rates on our current sales but they need buyers. We can "freeze" their bond holdings at any time so we have some leverage of our own. They can stop buying new debt. But with the declines in our purchases, their current cash flow has to be suffering. As the current debt matures, the purchases they make will natuarally go down in any event.
