The 'fact-finding' effort will seek details on secret prisons and interrogation methods -- but will not aim to determine if CIA officials broke laws, legislative sources say. If you know the prisons exist and what is being done there and who is being held, what does it matter as far as a lawmaker where the site is? The Bush Administration has kept this secret for diplomatic reasons -- the countries allowing us to keep sites on their soil do so at great risk to themselves. They face possible uproar from their citizens, strained relations with other countries in a position to thwart their ambitions (as France can thwart Poland), and of course: actual reprisal from Al Qaeda. Bush kept this secret because the countries demanded it and because he knew Senators would leak this information almost immediately. Which they will. ... Panetta argued that CIA officers should not face prosecution if they were acting on orders in accordance with Bush administration legal opinions. "I would not support, obviously, an investigation or a prosecution of those individuals," Panetta said. "I think they did their job, they did it pursuant to the guidance that was provided them, whether you agreed or disagreed with it." News of the inquiry was greeted with concern among agency veterans. "There is a good deal of investigation fatigue, and a feeling that the agency has become even more than before a piñata," said a former high-ranking CIA official, who spoke on condition of anonymity. The new investigation is likely to "stimulate more risk aversion," the former official said. "There's a potential cost to other operations down the road when the current administration says, 'We would like you to take this operation, it's been blessed by lawyers and briefed by Congress.' Why should we do anything anywhere near cutting-edge if down the road the next administration can decide to get back at their political opponents?" ... The panel will also look at whether lawmakers were kept fully informed. Sen. Dianne Feinstein (D-Calif.), the chairwoman of the committee, and others have said that the Bush administration improperly withheld information from Congress on the CIA's operations. ... Senate investigators plan a similar line of inquiry, with a goal of assessing the effectiveness of enhanced interrogation techniques employed by the CIA, including sleep deprivation and subjecting prisoners to cold temperatures. Panetta's immediate predecessor as CIA chief, Michael V. The continuation of a process of retribution with obvious political implications that places national security at risk is another profound reason for citizen journalists, bloggers, or whatever descriptive identification you prefer, to out gun the MSM in raising public awareness on matters like this. The next step is converting that awareness to effective action to defeat those who would do this country harm with their plans. In this case it would include protecting our allies as well. It is also no small task. And it requires sustained, coordinated efforts.

This could be very embarrassing for Panetta if they really dig into when the rendition program actually began at the CIA. Michael Scheuer, who was career CIA, has long contended that he started and ran the rendition program after he was ordered to do it by the Clinton administration. Panetta was Clinton's chief of staff at the time.

The blame for this goes squarely on the Republicans. They should have set up investigations of the politicians and staff that leaked secret information, conducted private diplomacy, and broke US laws regarding contact with foreign governments. Next time around they must do this and prosecute those government employees in those agencies that assisted the dhimmies.

The CIA is a bureaucracy who's primary mission is to continue to exist and grow. When events in 2001 showed that it was long ago destroyed by the Church committee and is now totally inept, incompetent, and useless, it went into survival mode and spent eight years trying to destroy the Bush administration under the illusion that the democrats love them because they are government employees. The sad truth is the liberals think even less of them than the marines that they despise.
We had; Mary Marcarthy/Sandy Berger; Joe Wilson/Valery Plame; Michael Scheuer's book, the CIA planes, the foreign prisons, and of course the leak on tracking terrorists bank transactions. All of these were designed to damage the Bush administration and take the heat off the unneeded CIA. The banking leak was obviously done in hope of having another attack to really destroy Bush. Let the democratic congressional witch hunt begin. The CIA will not be able to control its reflexes and will lash back.
