"Truth Commission" a Go

The Church Committee destroyed the CIA's operations division for... well, forever. Let's see if we can't hit that mark again.

The 'fact-finding' effort will seek details on secret prisons and interrogation methods -- but will not aim to determine if CIA officials broke laws, legislative sources say.

Reporting from Washington - The Senate Intelligence Committee is preparing to launch an investigation of the CIA's detention and interrogation programs under President George W. Bush, setting the stage for a sweeping examination of some of most secretive and controversial operations in recent agency history.

The inquiry is aimed at uncovering new information on the origins of the programs as well as scrutinizing how they were executed -- including the conditions at clandestine CIA prison sites and the interrogation regimens used to break Al Qaeda suspects, according to Senate aides familiar with the investigation plans.

Officials said the inquiry was not designed to determine whether CIA officials broke laws. "The purpose here is to do fact-finding in order to learn lessons from the programs and see if there are recommendations to be made for detention and interrogations in the future," said a senior Senate aide, who like others described the plan on condition of anonymity because it had not been made public.

The investigation also could draw comparisons to the special Senate committee formed to investigate the CIA in 1975 and headed by Sen. Frank Church, an Idaho Democrat. Revelations by the Church Committee led to greater congressional oversight and legislation restricting intelligence activities.

The terms and scope of the new inquiry still were being negotiated by members of the committee and senior staffers Thursday. The senior aide said that the committee had no short-term plans to hold public hearings, and that it was not clear whether the panel would release its final report to the public.

The inquiry, which could take a year or more to complete, means the CIA will once again be the target of intense congressional scrutiny at a time when it is engaged in two wars and its ongoing pursuit of Al Qaeda.

During the Bush administration, the agency was often able to safeguard many of those secrets. Lawmakers have never been told the locations of the CIA's secret prisons overseas, for example.

I'd like to point out this is an irrelevant detail as far as lawmakers are concerned. If you know the prisons exist and what is being done there and who is being held, what does it matter as far as a lawmaker where the site is?

The Bush Administration has kept this secret for diplomatic reasons -- the countries allowing us to keep sites on their soil do so at great risk to themselves. They face possible uproar from their citizens, strained relations with other countries in a position to thwart their ambitions (as France can thwart Poland), and of course: actual reprisal from Al Qaeda.

Bush kept this secret because the countries demanded it and because he knew Senators would leak this information almost immediately. Which they will.

Panetta argued that CIA officers should not face prosecution if they were acting on orders in accordance with Bush administration legal opinions.

"I would not support, obviously, an investigation or a prosecution of those individuals," Panetta said. "I think they did their job, they did it pursuant to the guidance that was provided them, whether you agreed or disagreed with it."

News of the inquiry was greeted with concern among agency veterans.

"There is a good deal of investigation fatigue, and a feeling that the agency has become even more than before a piñata," said a former high-ranking CIA official, who spoke on condition of anonymity.

The new investigation is likely to "stimulate more risk aversion," the former official said. "There's a potential cost to other operations down the road when the current administration says, 'We would like you to take this operation, it's been blessed by lawyers and briefed by Congress.' Why should we do anything anywhere near cutting-edge if down the road the next administration can decide to get back at their political opponents?"

The panel will also look at whether lawmakers were kept fully informed. Sen. Dianne Feinstein (D-Calif.), the chairwoman of the committee, and others have said that the Bush administration improperly withheld information from Congress on the CIA's operations.

Senate investigators plan a similar line of inquiry, with a goal of assessing the effectiveness of enhanced interrogation techniques employed by the CIA, including sleep deprivation and subjecting prisoners to cold temperatures.

Panetta's immediate predecessor as CIA chief, Michael V. Hayden, has defended the agency's use of such methods and argued that the agency should not be bound by Army Field Manual constraints.

Well, it's not like we didn't know this was coming. But this political witch hunt has a particular stench because there was an actual priority and a goal to be met, namely preventing another 9/11.

There are so many things wrong with this, as my fellow morons have ably noted above. One other bad aspect is that our enemies are watching what this administration does very carefully to spot any weakness they can exploit against us. I'm afraid they'll find a lot with the current bunch of idiots in Washington.

The other thing that bothers me is the hallmark of what passes for retarded leftist thinking: there is no right or wrong, good or evil. Legal opinions are just that- opinions that can change with the wind. Meanwhile, out here in the real world, the rest of us know differently.

Has anyone else noticed that matters of law are never settled anymore? There always seems to be a challenge to an issue that should have been written in stone. I tend to be rather black-or-white in my thinking, what with the manufacturing background and all, but what use is the SCOTUS if they can't say with certainty that any law has already been decided, fucker, get out of my courtroom, and stay out. Or any judge, for that matter.

39 This could be very embarrassing for Panetta if they really dig into when the rendition program actually began at the CIA. Michael Scheuer, who was career CIA, has long contended that he started and ran the rendition program after he was ordered to do it by the Clinton administration. Panetta was Clinton's chief of staff at the time.

I'm betting they won't be all that anxious to speak about that.

Wishful thinking.  Obama is a product of the Chicago machine, and Chicago hasn't had a Republican mayor in 50 years.   Considering how quickly he's moved to ruin the American economy, we can be confident he'll make sure the electoral process is rigged too.  It will effectively become one-party rule. 

The MSM will do their part by continued attacks on Palin to keep her neutralized, and on anybody else they deem a threat.  Jindal is going to find out what it's like to be Palin'ed.

The MSM attitudes might change when they actually have to start paying the higher taxes required by their Messiah.  They'll probably take the loss of the mortgage interest deduction personally. 

Related- we can probably expect another round of mortgage bail-outs after everybody who stretched themselves to buy a McMansion can't afford them.  As the markets become saturated with empty McMansions a lot of contstruction people will be out of jobs, and then there'll be another round of bail-outs and higher taxes to pay for it.  Almost funny how a death spiral works. 

When the income tax well runs dry, we'll all be ready to surrender our retirement plans for the greater good right?  After all, the needs of the shiftless outweigh the needs of the workers.  Slackers of the world unite!

If a successful terrorist attack happens the Democrats will blame GWB. An outraged MSM will also blame GWB and brand every conservative who even hints at blaming Obama as a racist, partisan fool who cares more about politics than the safety of America.

If there is no successful terrorist attack the Democrats can claim it's because of their policies.

The blame for this goes squarely on the Republicans.  They should have set up investigations of the politicians and staff that leaked secret information, conducted private diplomacy, and broke US laws regarding contact with foreign governments.   Next time around they must do this and prosecute those government employees in those agencies that assisted the dhimmies.

 

 

This game should work both ways.

55 The CIA is a bureaucracy who's primary mission is to continue to exist and grow.  When events in 2001 showed that it was long ago destroyed by the Church committee and is now totally inept, incompetent, and useless, it went into survival mode and spent eight years trying to destroy the Bush administration under the illusion that the democrats love them because they are government employees.  The sad truth is the liberals think even less of them than the marines that they despise.

We had; Mary Marcarthy/Sandy Berger;  Joe Wilson/Valery Plame; Michael Scheuer's book, the CIA planes, the foreign prisons, and of course the leak on tracking terrorists bank transactions.  All of these were designed to damage the Bush administration and take the heat off the unneeded CIA.   The banking leak was obviously done in hope of having another attack to really destroy Bush.

Let the democratic congressional witch hunt begin.  The CIA will not be able to control its reflexes and will lash back.  This time they will not be lashing back against someone as soft decent as George Bush.   And by May the loans come due and the CIA leaker's main ally, the New York Times, will be in bankruptcy court. 

I'm hoping for mutually assured destruction.

In order to demonstrate to foreign governments that it is very dangerous to cooperate with the United States, especially during a Republican administration.  This further proves that the rhetoric about "working with our allies" was complete bull.  Liberal democrats have nothing but contempt for our allies.  And why shouldn't they?  They hate the US, how else should they feel about foreigners that voluntarily help the US?
