Obamanomics: "Stimulus" Money to Be Spent Mostly Well After the Recession; Lefty Robert Reich Argues Against Spending Infrastructure "Stimulus" on White Male Contractors

Most of the "stimulus" will not be spent during the recession at all, but well after it, like around 2011 or so... which just happens to be the year of Obama's run for re-election, the critical year in which opinions about the economy which will inform the election are shaped.

A coincidence, I'm sure.

So, the economy will emerge from the recession with little aid from Washington, and then Obama and the Democrats will pour money into an already-recovering economy (at the expense of long-term growth, of course), in order to make it look as if they've really done something.

Meanwhile, Reich wants to avoid the sin of paying construction stimulus money to actual construction workers, looking for a formula to avoid paying money to "highly skilled white contractors" (i.e., those people actually working in the field) in favor of "the long-term unemployed, minorities, women" (people not in the field).

In other words, he wants to spend the construction "stimulus" not on construction at all but a thing pretty much just like welfare, with people not paid in return for any particular service provided, but just because they vaguely "deserve it' and "it's their turn" and etc.

Obviously this is odious in terms of the "positive racism" on display. But what's worse is that it's yet another fraud perpetrated on the American public. The "stimulus" is being sold not just as throwing money at the wall in hopes some will stick; but as payment for long-needed infrastructure improvements which, the argument goes, we should have done long ago so, in effect, we're killing two birds with one stone. We're both injecting money into a sluggish economy, and improving infrastructure which we should have improved anyway, recession or not.

This is how non-insane liberals buy into the program. I was just speaking to a non-insane liberal about this -- one of my oldest friends -- and eventually I just summed the disagreement up. "Fundamentally, as a conservative, I don't trust the government to make these 'critical improvements' which they promise to make, and fundamentally, as a liberal, you do."

Reich's argument that money for construction can and should somehow be channeled to avoid paying actual construction workers would seem, I think, to vindicate my bias and decimate my friend's.

If you're not paying "highly skilled contractors," whether white or black or even Mellow Yellow or Get Ahead Red, with this construction "stimulus" money, what the fuck construction are you actually paying for?

The only sorts of "construction" the unskilled can perform at all is... well, of the unskilled variety, like, um, pouring sacks of gravel into bike paths. Bullshit like that, which I termed, in arguing with my friend, the sort of "soft" spending (as opposed to "hard" spending, as on bridges and roads) this money is always pissed away on.

Sorry, Robert-- for real infrastructure work, eventually you're going to have to pay a guy who knows how to use a laser for surveying or how to operate a crane or how to weld steel. You cannot just draft the "long term unemployed, minorities, women" into real infrastructure work. Except, again, for pure bullshit soft shit like putting a couple of planters of flowers around a walkway to a federal building.

When people think about infrastructure, they are decidedly not thinking about widening bike paths and placing some flower planters around a joint. But that's precisely what Reich has in mind, because that's the level of "infrastructure repair" his preferred cadre of workers is capable of.

White Contractors? MDH writes:

Indeed. I suppose the more important part of Reich's complaint is that we should be paying long-term unemployed minorities, rather than working minorities (and whites) who have already, I guess, gotten some federal construction money in the past. So it's the chronically unemployed who are "due."

Whether or not they are "due," I do not personally wish to drive across a bridge fashioned by the chronically unemployed.

Again, the only work such people are even marginally qualified for is stuff like painting the roofs of buildings white (white, he snickered) to reflect sunlight. And some very light landscaping. And tamping down the ground for bike paths.

Soft stuff like that.

I suppose there's not a big problem with some small fraction of the money going for such unskilled labor, but the really necessary stuff -- bridge and road repairs -- requires highly skilled workers.

You're right about that.  I work in the agency responsible for pumping out all that cash once Congress approves it. 

We have problems getting people into apprenticeship programs now - in a down economy.  I just can't wait until semi-literate half-wits people show up and demand their money because The One said so.

Absolutely.  Reich's ignorance is breathtaking and betrays his elitist leanings...that anyone with a pulse can work in the trades.  What he doesn't realize is there are training programs and tests to pass before you can even get beyond helper.  That it takes years to become a master plumber, electrician, etc.  Forcing the unskilled into these positions will become a matter of states rights, actually, since the states are in charge of enforcing construction codes and I doubt very seriously that public safety standards are going to be relaxed in the name of some WPA-like bullshit.

I'd rather sit on my ass and collect (I am lazy), but the money isn't very good and it doesn't last forever.

The Obama money has already hit my district because my congressman (Kanjorski) has his nose so far Obama's ass he has a brown ring around his neck. So I go back to work next week, probably working 60 hours/week. I'd rather not be working on projects funded by government money but I'm not going to turn down the work. I'll be needing all of that overtime money once the inflation hits.

It looks like the laser is going to stay in the basement mostly -- Obama money is going to buy a bunch of new GPS equipment and a connection to a LAN.

And, we'll need to spent another 30% on oversight to ensure racial diversity and slots for GLBTs in hiring. Plus another 10% to coordinate these fine efforts. That leaves us $150 million for infrastructure, but we'll need about $75 million for environmental impact studies, and another $50 million or so for legal counsel...

81 Sweet, around here I qualify as a minority construction worker.
 Actually we kinda' self segregate by trade. Carpenters are split pretty evenly, 33% white ,33% black,33%brown. Masons and concrete finishers are mostly black and quite well paid . Electricians mixed. Welders mostly white. Plumbers half black , half white. This being a right to work state , most of us can switch to other trades to a certain extent .  Examples ; my last job , two of the concrete finishers were pretty good carpenters and rod busters on occasion . My friend and I (carpenters) doubled as field engineers because we had both worked as party chiefs or instrumentmen on survey crews in the past and were the only ones with the experience to run transits, levels, and various construction lasers.
 
 One thing that would unite this diverse group is those jobs being set aside and given to people who's only qualifications are being full time grievance whores.

Temp workers on construction sites are the guys who haul drywall scraps out to the dumpster, who sweep and mop cement floors 20 times a day (because the carpet guys won't work if they find even a speck of dust on the floor), and who sift through the mud looking for nails because the contractor promised the client that he'd clean up the site before the landscaper got there. These are not jobs that lead to any kind of long-term career progress. You do a temp job, you go on a site for a month, you collect your checks, and then you're back on the street, and you can't even collect unemployment. These are the kinds of jobs that will be created if they insist that no money go to "skilled, white" construction workers.

I'm guessing that what they'll do is include a requirement that the firms doing the contruction work employ a certain number of useless, "chronically unemployed" slackers.  Knowing these people will be of virtually no use the companies will simply add their salaries to the cost of the work.  Thus the work will still be done by "highly skilled white contractors" but it will cost more in order for the construction firm to comply with the Washington bean counter nonsense.  So we'll get less actual permanent infrastructure improvements in order to give make work private sector temporary jobs to people who probably would just prefer a check mailed to their door.  In any case the "chronically unemployed" are unlikely to recieve any permanent benefit as the jobs will inevitably run their course at which time they'll apply for unemployement and go back to being chronically unemployed having learned no skills (surely some will take advantage and raise their station in life by learning a skill but those folks would have found something eventually anyway.  They will be a tiny minority).  Which suits the Dems just fine since they'll be able to remain their Sugar Daddy ad infinitum.

118 This is a very Chicago proposal.  We do have "set aside quotas" for contract work with the City of Chicago.  Minorities are women, african-americans, and hispanics.  They have set aside guaranteed contracts.

As far as i know, the minority only has to be the owner.  A lot of the firms that are owned by minorities aren't really construction firms.  They're just offices that receive the capital expenditures and then subcontract the work to firms with actual workers and machinery.

Every other year another Daley crony bites the dust getting busted for operating a minority business that is actually controlled by a bunch of rich white guys.  A few years later they get a clean slate.

This stimulus package is bullshit, not only will the money get in the system to late, we have to borrow the money. The cruelest tax of all is inflation including high interest rates. Nothing shuts down an economey quicker. Obama is setting us and himself up for runaway inflation in his 3rd and 4th year. Also starting in his third year or sooner is and income tax hike.

When the government borrows money it's the same as a tax hike. It takes money out of the economey that business competes for. The net result is high interest rates.

122 The biggest problem with the bailouts as well as any 'increased federal funding'/'federal injection of spending into the economy' is that once the government has the money the politicians will spend it on whatever they want.  Remeber TARP was supposed to buy up toxic assets to unfreeze the credit market.  How much was spent actually doing this?  None.  These sorts of proposals are usually sold to the public with as much common sense mixed in as possible but when the 'deal is done' the money gets funnelled to whatever political or pc cause seems most expedient to the politicians at the moment. 

As the Mythbusters proved you can polish a turd and that's the ONLY thing our politicians are good at.

Giving money to government to use in this fashion is like a parent giving their teenager control of the budget and hoping that the mortgage gets paid instead of a new Porshe showing up in the garage.
