E.g., if all this bailout money actually does turn the economy around in mid-2009, the Dems will take credit - after all, the economy recovered on Obama's watch! But if the outcome is bad, they'll blame it all on Bush, becaue after all, this all started on his watch. Bush gets the blame for the economic meltdown because it happened during his administration, even though the ultimate causes were put in place by Democrats under Democrats. (Bush did help make it worse, but also warned about the looming problems with Fanny and Freddie.)
