One might wonder why a news reporter would assume out loud that Ms. Rice, speaking on behalf of the current administration, would ask India to take a measured and controlled response. Unless one remembers that the official narrative states that only Bushco can act like a "cowboy". All others must take a more meaured and controlled response path. In other words, stay out of the way in case we decide to "cowboy up" and shit.
