The Party of Accountability: Helen Jones-Kelley Suspended for One Month

Without pay, yes. But she's been suspended for a month with pay, a tax-payer paid one-month vacation, now her new, final sanction is one month suspension without pay.

One month.

Whitewash, slap on the wrist. I'm shocked, shocked.

Gov. Ted Strickland suspended Director Helen Jones-Kelley of the Job and Family Services Department for one month without pay after a state Inspector General's report found Jones-Kelley improperly authorized searches of state databases and used her state e-mail account for political fundraising.

Based on her annual salary of $141,980, the suspension will cost Jones-Kelley, 57, of Clayton, $11,831.

The report issued on Thursday, Nov. 20, by Inspector General Tom Charles found that Jones-Kelley improperly authorized searches of state databases for information on Samuel Joseph — "Joe the Plumber" — Wurzelbacher, who emerged as a key figure in the Ohio presidential campaign.

Charles also found that Jones-Kelley's use of state e-mail resources to raise money for Democratic presidential candidate Barack Obama was improper.

The decision by the Democratic governor isn't likely to satisfy Republicans.

Before it was announced, Senate President Bill Harris, R-Ashland, called on Strickland to "immediately terminate" Jones-Kelley and Doug Thompson, deputy director of child support who came with Jones-Kelley to Columbus from Montgomery County.

"You entrusted these individuals with sensitive information regarding thousands of Ohioans.

"They not only failed in their responsibilities to protect that information, but they abused positions of authority to access confidential databases for what, based on the evidence released today, had no legitimate government purpose, was not in response to media requests and appears to be based on political motivations," Harris said in a letter to Strickland.

Her suspension doesn't "cost" her anything, by the way. It's not a penalty. She's gets a month off -- sure, she's not paid for it, but then, she's also not working. There is no fine here, even.

In economic terms, she's decided that one month of her time working is worth $11,000. The two are, in other words, equivalent. They are fungible. So she's not losing anything -- sure, she doesn't get the $11,000, but she also keeps that time to herself, which she's valued at $11,000.

This is like agreeing to the price of $0.50 for an apple, and then the deal falling through. You haven't "lost" a thing -- sure, you don't have the apple, but you still have the fifty cents you decided it was worth.

Thanks to WilliamA.

6 And given that her husband works for some community organizing group, this $11,000 deduction might keep them under the $200 g's, and they won't get hit with Obama's rich tax.

Everybody wins.

Oh, yeah. Except Joe the Plumber. Forgot about him.

17 I don't think I agree with your assessment on not getting paid and that apple analogy, Ace. If I lost a whole month's worth of pay it seems that would represent a big dent in my ability to pay my bills. If *I* had the salary she did and my bills, it'd be no big deal. But I'm willing to wager she doesn't live quite as frugally as I do. I'm not saying she probably lives beyond her means--just that the more money people have, the more they tend to do with it.

However, if you are saying she needs to be punished more by paying out and not just by not getting something, then yeah, with that I agree. It should hurt more.

Just my opinion.

Posted by: fireweed at November 20, 2008 07:32 PM (enMKI)

18 Wait . . .what?

$11,000 NOT in her pocket is a lot different form $11,000 she wanted to spend but didn't.

I mean, c'mon.  It's a paltry penalty given the actual conduct, but let's not pretend it's not a penalty.

I couldn't go a month without pay.

$11,000 fine is more punishment than I thought she'd get, so hell, look at the bright side.

Plus, a finding that she did something wrong will be VERY helpful in any subsequent civil action, ESPECIALLY if she agreed to it in writing with an admission of guilt.

At that point, it's just a question of Joe's damages.

A fine is demanding she pay $11,000 AND work.

A fine might be making her month WITH pay retroactively a month WITHOUT pay so that she loses two months pay.

I got suspended for the first time, in third grade.  I didn't get an automatic C.  I was graded zero for any assignments due, and any tests missed.

I missed almost 1/3 of my time in highschool either by ditching or being suspended, I didn't get an assumed C, even though I NEVER had less than an A until I was in my second semester of fresman year (and the only reason my grades were low were because of my repetative suspensions.) (no shit, my transcript lists me at something like .79blahblah.  the .79 is bad enough.)

Why is someone who is 7/8 years old (how old I was in 3rd grade) and is in the process of learning the rules, punished more than an adult who has been hierd specificaly for the purpose of enforcing the rules?

Every government employee who gets suspended should surrender their income, and that income should be put up for lottery for honors students.

Note:  The mandatory training programs will be commencing post-haste.  And the bulk of the people going through them do not need them.

Ms. Jones-Kelley is going to be a laughingstock in her agency.  How long she lasts after this will be a testament to her ability to get appointed somewhere else, quick.  It ain't fun when the civil servants who know what would happen to them if they did that look at you (and politely treat you) with utter contempt.

Listen, looking into someone's private files and then leaking that to the press is bad. But, it's not as if she did it for political reasons and it's not like when her actions were discovered she made up some lame excuse about the file check being SOP when someone new comes into the public spotlight.  Now those would be firing offenses.

Huh?  Oh, nevermind...

Posted by: The Hammer at November 20, 2008 08:14 PM (P89vv)

37 She abused her authority, perhaps criminally, to invade the privacy of am Ohio resident in order to publish his information as a dirty trick for the Obama campaign. Her punishment is one month's vacation with pay and one month's without.

How is that functionally different from being caught abusing her authority, perhaps criminally, to invade the privacy of an Ohio resident in order to publish his information and being "punished" with one month's vacation with pay and one month without so she can work dirty tricks for the Obama campaign?

About state pensions: Yes. You have no idea.  Don't be too surprised, but even after private-sector businesses have moved away from traditional pensions because they are simply too expensive and make their business uncompetitive, governments have had no such inclinations.  They don't care about the costs and they don't have to worry about competition.
