This is classic showhorse stuff. It is how Senators and Congressmen show disrespect for Administration witnesses, by deliberately not showing up until they finish their opening statements and then ostentatiously arriving just in time for the Q and A. Chuck Schumer does this all the time in the Banking Committee. I don't think I've ever seen Schumer present at the beginning of a hearing when there was an Administration witness or a panel of industry witnesses that he did not like. My favorite at this was Joe Kennedy when he was in the House and served on the Banking Committee. I was working for a HUD official at the tme and prepared his testimony for a hearing on Indian housing. Kennedy not only walked in late but he went up to the dais to take to the Chairman while my boss was seaking, with his back to him. It was the rudest thing I ever saw. The last time I heard the term “tardy” was in High School and they called the afternoon “punishment” class “tardy hall” and that was a hold-over from decades previous.
As for showing up late for hearings, it is a sign of disrespect and the people being “grilled” should call them on it. Of course they will not though because they are like most corporate big shots. They believe the “promises” made during the real closed hearings that the public never sees and they do not want to make waves. In addition most of the big shots operate under the philosophy of “why do I have a PR department and spend millions for good PR when I can open my mouth one time here, have the liberal press quote me out of context, and erase a million dollars worth of PR? I'm trying to put myself in the shoes of an independent, and thinking of them flipping through all the channels trying to find something to watch only to see Obama on every station. BTW, I have sat through dozens of hearings over the space of about 7 years...and there is nothing unusual about Sens and Reps being late, asking off-topic or repetitive questions on topics already covered and closed, and generally annoying those members who suffered the tortures of the damned by sitting through the hearings from beginning to end. Though it galls me to give any credit to the very junior Senator from IL, there is nothing unusual in his behavior as described in this post. It irritates those running the hearings, but happens every single day. Once in awhile that irritation leads to snide comments or even outright smackdowns, but it is tolerated because all of them do it. There is a seniority and celebrity element to this as well--the more senior or famous the Sen/Rep, the less likely they are to sit through the whole hearing/meeting. Seagull behavior is quite common, and on occasion is rebuked...if you recall, seagull behavior is where someone swoops in out of nowhere, squawks loudly and makes a fuss, craps all over everything, then flies away leaving chaos in his/her wake. It is not uncommon for a Senator to come in, take the mic for just long enough to drop their turds or talking points, then walk out again--often after having run the meeting off the tracks, upset everyone, and potentially reopened already closed discussion points. It's rude, counter-productive, arrogant behavior--but it happens all the time. Usually, though, junior senators are not allowed to get away with it, and I've heard rumors of Obama getting verbally spanked by Kennedy, I believe, for just this behavior. But given that by 2006 Obama was actively running, that makes him a celebrity of Pelosi or Clinton-like stature--which gets him all sorts of leeway that those newbies not running for higher office before even learning the ropes of their current position would NOT get. Hate to crap all over the fun-fest in this thread...I guess I'd best squawk a few times and then fly away. PS On further reflection: It is more common, however, for Senators/Reps to sit through an entire hearing on issues that are very important to them. And when they sponsor the bills in question, they must stay. But with these Senators on multiple committees and with many hearings happening at the same or overlapping times, and with blowhards like Biden hogging the mic for hours on end, it is necessary to come and go during hearings/committee meetings. A good rep/sen will leave senior staff taking notes and following discussions so as to not let the senator make complete asses of themselves when they are able to return and want to participate. For less-important or lower-profile hearings/meetings, lower-level staff and even interns serve this purpose. It's all part of the political behind the scenes stuff. After viewing the video, it is as I thought--looks like rude and arrogant behavior for those who are not familiar with how Senate or House hearings/meetings work. But in reality it is par for the course for a big-wig senator. The caveat I noted above does apply, though--any other junior Senator doing this would be scolded and/or publicly shamed if they repeatedly engaged in this behavior. For newbies, there might be a mulligan or two. But then the gloves can come off, especially if those running the meeting are from a different party than those arriving late and trying to revisit closed topics or asking repetitive questions. There is a remarkable level of bitchiness at these hearings and meetings, from snide comments at the edge of microphone range to rebukes on the recorded minutes--all of which served as entertainment for plebes like myself forced to sit through the whole ordeal. However, the rules are different for celebrities, very senior members, and anyone considered a party big-wig. And, apparently, The One. I doubt Dennis Kucinich gets away with this, though. And I stand by my comment that if any of these hearings involved issues near and dear to Obama's heart--if he was a sponsor of the bill in question or a crusader on the topic--it would be his responsibility to be there from beginning to end. It is okay to multi-task, send emails on blackberry, and take cell phone calls (okay, but bad form), but leaving during your own bill's discussion just isn't kosher. So I can't comment on whether Obama was guilty of that here, there would need to be lots more info and digging on the topics discussed in the meetings he missed/was late attending.
