What excuse do they have for leaving it off throughout the campaign?

They might not have turned the system on -- they may just be manually bouncing obviously fake donations now, while letting through any fake donation which isn't blatantly obvious.

Its not that they are STEALING credit card info from people and then making fraudulent donations. They're accessing VALID CREDIT CARD NUMBERS - like from prepaid credit cards / gift cards with the visa/mastercard logo.

what they've probably done now is created a simple PHP if statement that just asks the data, "does this match 'mickey mouse, sirhan sirhan, adolf hitler' and IF so, reject the data, however, if it doesn't match then proceede" -- roughly.
