But international banks don't currently have the same safeguards that banks in the US have, which also works in the One's favor.

So most likely they've disabled the necessary safeguards for US cards which their merchant bank would be angry about if they found out since it exposes them to risk, as well as international cards which is an even greater risk because there's no way to verify the information electronically for most countries, so they could just say they're in the US with phony info and the card will still process online. The One could then just claim that they said they were from America.

Senator Clinton's website worked with a reputable company that had the same safeguards in place for her online donations, seems like someone just doesn't like to play by the rules that credit card companies have put in place.

Anything's possible. They could easily do that through the coding on their website, and an organization like a campaign would have the resources to do it. If I had to guess, it would probably cost 200-400 dollars to get a programmer to add that functionality to a payment gateway if their system didn't have that in place already. But then you can't have someone donating millions of dollars in 100 dollar increments under different names, and we can't have that now can we?

Hey!  I just checked it myself.  I put my correct cc number and expiration date and a fake name and address into the Obama website and it went through...or I think it did.  It didn't give me a confirmation number and nothing showed up in my correct email account to give me a receipt.  If I get one or any email I will gladly post it if you wish.

As the post says, the McCain site rejects it outright.  Obama got the minimum of $15 from me.  I did McCain's for $100 again with the real info and it went through after that.

This is insane!  I went to the contact portion of the Obama website and clicke through to the media contact section that media people ask for interviews from Obama to an Obama spokesman.  I asked for the spokesman and told them in the email portion just what I had done and posted the link to the post above to tell them where I heard about the donation section of their website.  I'll post that too if you would wish if I get anything back from them.

If McCain had done this it would be all over with every media outlet banging on the doors of the addresses that didn't match the cc info.  They would do a Joe the Plumber hit on everyone they found.

This is way too over the top.  The cc companies should have impounded the transactions. I wonder if they did.  Hey, should I call my cc company and ask?

It's called the Address Verification System (AVS).  When you submit a credit card to the processor for authorization you get back one of four responses: zipcode match, address match, both match, or neither match.

AVS is automatic and can't be turned off.  You can, however, override it in special circumstances.  It looks like Obama's web site has the AVS-override turned on permanently.

Visa/MC banks hate it when merchants blow off AVS, as it increases the risk of chargebacks (which are a hassle/expense for the bank to handle).   Consequently they demand a much higher discount rate to take cards with AVS-overrides. 

If a merchant's chargeback rate goes above 1% the banks will wallop the merchant with research fees.  Merchants with high chargeback rates (like porn sites) can end up paying hundreds of thousands of dollars in extra monthly fees in order to be able to continue to accept cards, on top of huge discounts on each transaction.

There's nothing inherently in bypassing the AVS system. As already explained, merchant banks get pissed off and start rate hikes for processing the cards since you've now placed them at more risk. When a company processes a card that wasn't verified with AVS and it's disputed, the worst thing that happens to the company is that it has to refund the money through their merchant bank, but if a pattern is established, it could cause some problems. Honestly I'm surprised after it was revealed that some people's CC's were charged without their knowledge that they didn't take a look at their website and make reforms to it so fraudulent transactions couldn't go through, and yet here we are.

The only thing that could possibly happen is revoking their PCI Compliance due to mishandling of credit card information. Merchant banks require PCI compliance (Which is a standard set by VISA), and it's possible they've violated that which would cause their site to lose the ability to accept transactions for a bried period of time. Problem is, it only needs to be verified once a year by an independent firm.

Another point that should be made for clarification, is that funds are withheld from transactions even if the address or zip does not match. After 3-7 days, banks release the hold on those funds automatically because they're never captured by the company processing the cards. I can't tell if that's the case here, but if they're being captured, then those that have misentered info and had the cards process can just dispute it with the bank, those disputes get back to the merchant bank, and they are only allowed to receive a certain amount of chargebacks before they'll jack up his processing rates and perhaps even flag his account for fraudulent activity. And of course, you'll get your money back, and actually cost the campaign since he'll most likely be charged 20-25 dollars for each chargeback received from the bank.

And that's why, if you're going to do business online, you do it right the first time.

48 Hmm, this explains some things.   Seems Rush Limbaugh mentioned a while back that people were finding fraudulent charges on their credit cards going to the Obama campaign.  Better be careful, that waiter at the diner might be taking your card information and making a donation on your behalf (just in case you forget to do it yourself, don't chya know).

Check your card statements, folks.  Anyone who has seen or handled your credit card could apparently be making Obama donations with them.

Info is put into the website as a donation. Real donations go through, no problem. When fake names/addresses pop up with relation to the cc info, then a 3rd party handles the issue.

The charge to the cc with phony info is returned said $ since it doesn't line up or that person files a claim after seeing the charge on their account. Meanwhile 3rd party has access to other accounts, and can just switch the donation info (cc #) to a different valid account, like one of these pre-paid visa gift cards. So said donation then goes through as "legal", even if the donor and address is phony - that info is never reported to the FEC since it's under $200. Only if the same name and address crossed the $200 threshold would it then be reported (as the "Good Will" donations have).

So if the 3rd party had access to a lot of prepaid visa cards, or a unique account, given to them by a wealthy donor, they could in theory keep this running and donate well over the $4600 limit, just using different phony names/addresses and small increments.

I operate a business where we are responsible for the online credit card processing and fraud security for thousands of online merchants accepting card payments over the internet.

I can tell you unequivocally, that every well-designed commercial online payment system is going to have the 3/4 digit code check AND the ZIP check turned ON by default.

Any merchant (Obama’s campaign in this case is a ‘merchant’) who is accepting payment without these checks had to actively go in and turn these checks OFF. This is easy to do and could probably be done with about 6 clicks in less than 2 minutes (un-checking the boxes that specify these safety checks and clicking ‘Save’). What’s much harder for most folks is making the decision to do this. Most merchants won’t make this decision because they want card holders to be protected.

Anybody who swipes at the pump knows that getting the billing zip right for an authorized purchaser is not hard at all. And it’s a great anti-fraud check.

What gets me about this is that Obama is telling all of us in advance how fantastically careless he intends to be with *your* money!
