It is extremely doubtful that they'd have a producing well by mid '09 (they could drill a well by mid'09 - producing?  no fucking way); I think journalistic liberties (read: they don't know what the fuck they're talking about) are more in play in these articles I've read than reality.

The Times of India has a more factual and detailed story - two to three more years before production hits market.

What isn't in the articles (or at least most of them) is that deep sea platforms just aren't available, Cuba's embargoed, its very tech heavy and specialized, and most of the primary movers in the O&G business won't touch them due to current US policy.

If Cuba were to have the means available, the countries most likely to do the work would be Brazil, China and Hugo's Playhouse (I need to double check but I don't think Venezuela has noted deep sea capabilities though).  I doubt that Cuba'd get favorable terms from such upstanding and honorable partners - at such a disadvantage, they'd have to yield a large % and it would be very doubtful that they'd then become a player on the international market.  I don't think Russia'd bite on it, neither Mexivo

34 The discovery was made in 2006. So it looks as though it will take some 5 to 6 years between discovery and meaningful production. Not too bad, especially as the production apparently won't use state of the art equipment.

35 The good news is...given the train wreck the Cuban economy is, its unlikely that they'll be too inclined to restrict production and will pump like crazy.  No matter where the oil goes ultimately, the added supply will relax prices globally just as if we had pumped it and used it ourselves.

Yea, I was being a tad sarcastic.  Should have been more clear.

The point is Cuba isn't sitting around bitching about how long it will take to get the oil and doing nothing, they are moving forward.  Europe is covered in windmills and nuclear power.  They don't use either of them to power their cars.
