| The Real War Will Be In Washington After the Election (Kat-Mo)Not to put a damper on all the fun, but the real war is yet to come. If McCain/Palin win this election, they will have won it on a reform platform. The power to do that will be in the power of the electorate. If McCain blows Obama out of the water, he will have the public behind him and a bully pulpit. Palin will also have a bully pulpit. But, the real power to sink or float this reform is in congress. McCain has essentially declared war on congress in the clearest terms possible. In his acceptance speech and his stump speeches he has repeatedly said that he will end earmarks and, to quote, he "will make them famous." The concern for the McCain presidency and a potential Palin presidency in 2012 must be whether McCain's "no earmarks" will become a George H. W. Bush "read my lips" moment.For any president to do business or congressional activity to take place it often requires compromise. Compromise that is the backbone of business in Washington, D.C. It is also the backbone of power for any and all congress members when it comes time to win votes and support back in the home state. Not to mention those infamous donations from businesses and other interested members who are known to give a little to get a lot from the never ending spoils of the pork barrel. The Republicans in congress cannot be any happier about this potential war cry than the Democrats. He is threatening their power base as sure as he is threatening the Democrats. The real problem will be the first time these earmarks are added to a bill that McCain really needs passed. Such as supplemental funds for the war effort. If congress holds to its current program, it typically holds off until the very last to pass these supplementals, holding the president and the war hostage to their interests. When it counts, who will prevail? If the government shuts down or the war efforts in Iraq or Afghanistan are in danger, will McCain be forced to withdrawal his objections and sign in order to continue? Will he have to compromise with at least a few earmarks going through in order to continue the business of government? Another issue is that the Republican party in congress lacks serious discipline. Not since Newt Gingrich has the Republican party had a strong enough member to exert control over the Republican party or advocate a singular position. Even that was short lived in the feeding frenzy at the trough after the Republicans gained power. McCain may see Palin as the whip while he is the compromiser who will "reach across the aisle". How effective will Palin be in this position? She will have to make strong alliances with some of the junior members of congress who have little to lose since they do not sit on any of the big committees or have large pots of pork barrel money at their disposal. And, the bully pulpit of the press secretary and various spokesmen. The press secretary will have to be a strong and capable advocate of these positions as well. There can be no press secretaries as under the Bush administration. Further, Republicans in congress may not view McCain's probable one term in office as a threat. If they sink his reforms while paying lip service, they can hold their own, keep their state base and their monetary hand outs. The only damage will be to McCain, a one termer, and Palin, a maybe for the next election. It is easy to understand that this is a plausible scenario. Where are the usual congress representatives and senators that stump together for the presidency? There are certainly calls for Palin to stump for their elections, but how much will also be the question. Aside from outsiders like Gingrich, et al, who is spreading the reform message? Certainly, in local elections, few, if any, have picked up the reform message in their election advertisements or stump speeches. At least, not here in Missouri. What the Republicans in congress will be worried about is holding on to their seats. After McCain is elected, national attention will slowly fade away and congress, Democrats and Republicans, will likely be betting on the usual attention that the public pays to congressional business of passing bills: slim to none. It will totally be in McCain's side of the court to press the issue. My predictions are simple. If Republicans lose more seats and become a total minority in congress without enough seats to make a 2/3 vote impossible without them, they will become complete insurgents in McCain's camp for reform. They will have nothing to lose and will be fighting for the next election. It will also mean that McCain will be stuck with a Democrat congress where he will get nothing done without compromise. Nothing. Thus, the Republicans in congress will be secure in the reform camp, but McCain will be in danger of having to compromise his platform (thus, endangering a future Palin or other Republican administration). If the Republicans gain the edge to at least hold out against a 2/3 majority, they may join the Democrats in a stealth war against McCain in order to get bills that they support passed. They will talk a good talk and sell McCain down the river. They will be focused on how to maintain their edge in congress by bringing the bacon home, not on the next presidential election. There is very little likelihood of the Republicans gaining a majority so there is little to imagine in what they would do in congress or if McCain would be willing to trash his own platform. Unlikely, but stranger things have happened. For McCain and Palin, their only chance to win the major battles in this war will be to go over the heads of Congress and talk directly to the people. They will have to run a completely populist administration that can excite the electorate to become more involved than it has been historically. This, indeed, may be exactly why McCain has picked Palin, sometimes referred to as a "pragmatic populist." Her ratings in Alaska bespeak her ability to use the populist bully pulpit effectively. In many ways though, they will have to run the president's bully pulpit so effectively that it will make notables like Reagan, FDR and Teddy Roosevelt look like novices. To that end, from November 4 until January 20, if reform is really McCain's end state for his administration, he will have to find and encourage many surrogates to join in the fight and stay on the talk show circuit to keep the masses interested. Then there is Thanks Giving, Christmas and New Years when the public interest in government generally fades away. If it was only politically expedient, then McCain may pull back his surrogates and let the issue fade away, but his opponents will beat him with it regardless and paint Palin a failure the next election. The first fight, though, is the national election. After that, the real war begins.Comments1

The Republican Congress was part of Bush's problem - he was able to get LOTS of what he wanted passed, the narrow majority stuck together and he got some major accomplishments. But the tradeoff was all the pork he turned a blind eye too, considering it a cost of doing business. Democrats are going to stick the earmarks in McCain's face in every bill that goes to the White House. The first one will an emergency appropriation for Iraq - bet money on it. Palin won't get to play much part in it, there won't be any tie votes in the Senate. Best we can hope for is a bunch of vetoes from McCain and legislative gridlock. Not a bad outcome, really.

What's the alternative? Can you see Sen. Obama doing anything to reform the government? What would happen to our economy if we are attacked again due to mixed signals sent from the White House? I don't think mixed signals would be a problem from Sen., then Pres. McCain. I'm hoping that Sen. McCain can pick his battles and his generals well in the reform movement. There isn't an alternative that is realistic.

For as much as I disagree with McCain on certain issues, one thing that seems to be consistent about the guys is his tenacity (stubbornness).

Not sure I follow, Kat. Assume one of two scenarios;
1. McCain/Palin win, but Democrats keep a majority in the House and Senate. McCain may or may not have any more luck than Bush, but face it, Bush had a lot of luck with Congress. Try to name 3 important Bush initiatives that he didn't get. Name 2. Name 1. So McCain as the same problem, EXCEPT McCain can still attempt reform, even if it is shot down. Now name 3 important initiatives that McCain will lose: Drilling? Any and all military programs? Killing pork? Pick 2. Pick 1. McCain will likely win everything from Congress, just like Bush did. Okay, so Bush had to listen to Congress gritch and moan before he got what he wanted. Big deal. 2. McCain/Palin wins, and the Republicans take back one or both houses. By now Republicans have to know that pork is dead. Surely, Shirley. What other problem might McCain have. One area that is a problem: immigration. Honestly, I do not know where government is going to find the money to pay back everything it owes and keep social security solvent without raising taxes there. This is one reason that I have been somewhat ambivalent about McCain's amnesty plans. In reality, he is wanting to play Reagan's game again with a small increase in taxes AND bringing 12 million or more illegal non-citizens on to the social security pay roll. Basically, kicking the can down the road, again. They may actually be hoping that a significant number of baby boomers die off before or become well enough off with their savings (both parties are encouraging this) to offset pay outs there. With the current population down turn, the pay outs in 2040 or later could be significantly less. That creates whole other problems, though, in maintaining a strong work force without even more immigration in order to maintain a strong economy. This one item is a very big tangle that is one of the main items I think that McCain will want traded for all the other reforms. he may be hoping that reducing spending in other places allows the government to pay back some of the money without having to raise taxes significantly or borrow uncontrollably. It is very ugly one way or the other. He may be able to pacify the base with a strong border security plan. I don't know. My crystal balls a little foggy there. Stack a defense appropriations and McCain can Veto. Even if the Congress holds out on a vote, McCain can still use the funding that is assigned to other military projects, and co-opt it for the sustained defense of the nation. My bet is he can co-opt any, already assigned money so that he can perform his primary task under article III, it pushes congress to be seen as the real cocksuckers they are. McCain is 72, and he can say "Impeach me bitches, I'm 72! I can still KICK! Stretch! and KICK!! Your asses from here to hanoi." And with Palin as a spokesperson spreading the truth about the manipulation of vital funding bills, to serve personal political pork projects will lead to a revolte in the left. This can all work out in our favor, that is, if McCain retains the strong will that he is known for. Congress has already proven they will cave under stress when it counts. Think back to Bush's veto of the 2008 Defense Authorization Act.

Keep in mind that many earmarks can't be vetoed because THEY'RE NOT IN A BILL. They're markup lines in committee or conference reports that have themselves never been voted on or reconciled between the two chambers, let alone sent to the White House and yet they are treated as having the force of law even though they don't. McCain can stop any of these by simply ordering the Treasury not to disburse the funds. If the intended recipients sue, a McCain DOJ (headed hopefully by AG Fred! or Rudy) should be prepared to argue that the whole practice of unappropriated earmarks is unconstitutional.

One of the important factors may be that Iraq is winding down and the Dems have been crying that Afghanistan is "the real war" so McCain can beat them about the head and shoulders with it if they do start playing tight. The term "earmark" also applies to applies to spending attached to any bill via a rider or simply written into the body of the original document.

When McCain/Palin win, I predict the GOP taking back the house in 2010. What McCain has in spades is integrity and grit -- he'll beat the Congress like it owes us money. Which it does. There'll be gridlock for some time early in his term, but you just look at Mav/Cuda (fighter jock/moose killer) and you think "bully pulpit." Congress will cave. They caved to Bush plenty of times when he didn't use the bully pulpit because enough of their constituents had a hissy fit (think FISA and immigration). And I think he really will out the porkers who are keeping true reform from happening. So they'll all look weak and the great unwashed will love the drubbing they get and toss lots of Congress-critters out on their butts. So GOP is back in control of things. That's when it gets interesting. What will have to be in place when that happens is a large crop of dedicated, conservative Republicans. We need to toss the RINOs out. Two things I didn't post for the purpose of keeping it short and not crossing my total point are "earmarks" for infrastructure or specific needs and the Open Checkbook that Palin pushed through in Alaska. One of the reasons that she can hold the line there is that she has quote made "them famous". People can see the business of government. I think this is another area, besides energy, that Palin could be useful in touting for the administration. I wish she would say more about it in her speeches. When congress must fear what people will see and think about where their money went and it could be used against them in elections without having a very strong and compelling argument. The bold move would be to start shrinking government. Return responsibilities to the states, starting with, for example, the Education department. The Feds would reduce their take of taxes, and the states would raise theirs to cover the responsibilities they took on. The Federal money pot shrinks. Sarah Palin could be an evangelist for this approach, since she has already started weaning Alaska off earmarks.

I assume you're implying immigration, which most don't really have a problem with if it's done right. People with skill and work ethic who want to assimilate legally. OTH think of all the non-productive lawyers who can be retrained for something productive. We've got to reverse this litigious, big government trend or it's all academic. Just think if you could also break the union stranglehold on public education and start turning out self-reliant members of society instead of Obama voters. A real leader can make this case to the public. Bush tried some of it, like Social Security reform, but he just didn't have the horsepower to make it happen. Maybe Palin can sell it. Actually, the President has two options for bringing Congress to heel, Executive powers and information. Firstly, Congress may write the laws, but it is the President who actually enforces them. Most of this enforcement is done on the little guy, who can't put up much of a fight. However, if the President should bring the crosshairs on anybody associated with a Congressman, pretty soon the number of large donating friends begins to dry up. LBJ did this tactic with remakable success. Another variation on this is the fact that earmarks are not carved into law. They are suggestions as to how the beauracy "should" spend its money. Remember how everybody was telling Bush to issue an executive order nullifying earmarks at the end of 2007? The other tactic would be to identfy who is getting what money and how it is being "laundered". Imagine the stark terror on Capitol Hill if McCain interrupted regular programming and detailed how both a Democrat and Republican Congressman were getting massive donations from PAC's and 527's that directly benefitted from designated earmarks. Granted, he would get the image of crazy ol' Grandad in the attic, but at least Grampa now has a gun. If McCain has the reputation of a maverick, then he should use it. President McCain vetos an appropriations bill. Congress refuses to enact an amended version of it. Govt employees go home and offices lock their doors. The MSM covers Pelosi and Reed's ass the same way they did for Slick back in the 90's and blame the shut down on McCain. That's certainly a scenario that I could envision. McCain announces a prime time address from the oval office and is probably granted the face time out of a sense of holding to tradition if nothing else. The camera turns on and he looks straight in to it and says, "My Fellow Americans. The federal government is currently operating with a bare bones skeleton crew. I want to apologise for any inconvenience that this might cause you as a citizen who expects their govt to provide the services that you pay for out of your pocket, but there's a larger principle at stake here. There's a good reason the govt is shut down right now. Congressman Murtha from PA has slipped $2.6 million into the latest appropriations legislation in order to fund a research center that doesn't exist except on paper and is the wholly owned entity of a man who loaned his campaign $25,000. Congressman Stoyer from Maryland has a line item in this bill which authorizes the Bureau of the Interior to install a granite statue of a douchebag in front of a federal building in his home district that will be named after him." And name off about 5 more democrat boondoggles inserted into the legislation, and just to be fair list a republican larceny or two, and then stop and give the number of earmarks and the dollar amount involved. Conclude by stating, "I will sign a bill when it comes across my desk w/o this thievery included. Please join me in contacting your congress person and insisting that they accomplish this important job immedietly. OR! by using executive priveledge, to shut down defense projects in certain congressional districts so that those funds be funneled into ACTUAL military projects, like fighting wars, and opening up those said same projects in other districts to make up for the reduced supply. Don't forget that much of corporate lobbying/political contibution is really shakedown money extorted from business by Congress. True, some are bribing Congress to promote a monopoly or government contracts, but lots of businesses would prefer to keep their money if Congress would just stop trying to screw them. Smaller, less intrusive government means less opportunity for corruption -- see win-win already.

You also have to remember McCain promised not to touch a large chunk of earmarks directed toward the military, Army Corps of Engineers, etc. which I believe is over half the earmarks now in the budget. This brings earmarks down to less then 1/2 a percent of the total budget. While cutting earmarks should be a concern and is definitely popular I don't think it will make or brake his administration.

Even though he had come up with the idea weeks earlier, he used the line item veto to claim all of the credit for the idea. (even though it sucked.)

Governors can line item veto, a practice that Palin seems very fond of. Without this authority, a President is little more than a rubber stamp. McCain seem man enough to pull off getting line item veto authority, even if it means vetoing everything else that comes to his desk (including his own priority projects) until he gets it. The only exceptions will be things like troop funding, which will inevitably slip through laden with pork initially. You can't change Rome in a day. Without question, there will be pork projects that get through in a McCain administration. What matters to me is not the practice, it's the abuse of it. It's like Palin tried to say in the interview, but was edit out so that Gibson could try to spin her as a hypocrite. The fact that AK gets earmarks is not the issue and it would be impossible to go from billions to zero overnight without collapsing the entire infrastructure of the State. What she has done is cut it in half and laid the groundwork to a zero earmark futher while implementing responsible spending. Balancing a budget is not hard, It only requires the willingness to say a firm "No" when needed and to set priorities. This is also why Obama CANNOT be President. He has demonstrated, consistently and without question, that he is not willing to even make the most simple decisions or risk the slightest bit of opposition. Anyone who has run anything know that to be a leader is to be alone and be willing to be unpopular.
