WaPo: Bush Didn't Lie

Jay Rockefeller's report says so.

"In making the case for war, the administration repeatedly presented intelligence as fact when it was unsubstantiated, contradicted or even nonexistent," he said.

There's no question that the administration, and particularly Vice President Cheney, spoke with too much certainty at times and failed to anticipate or prepare the American people for the enormous undertaking in Iraq.

But dive into Rockefeller's report, in search of where exactly President Bush lied about what his intelligence agencies were telling him about the threat posed by Saddam Hussein, and you may be surprised by what you find.

On Iraq's nuclear weapons program? The president's statements "were generally substantiated by intelligence community estimates."

On biological weapons, production capability and those infamous mobile laboratories? The president's statements "were substantiated by intelligence information."

On chemical weapons, then? "Substantiated by intelligence information."

On weapons of mass destruction overall (a separate section of the intelligence committee report)? "Generally substantiated by intelligence information." Delivery vehicles such as ballistic missiles? "Generally substantiated by available intelligence." Unmanned aerial vehicles that could be used to deliver WMDs? "Generally substantiated by intelligence information."

As you read through the report, you begin to think maybe you've mistakenly picked up the minority dissent. But, no, this is the Rockefeller indictment. So, you think, the smoking gun must appear in the section on Bush's claims about Saddam Hussein's alleged ties to terrorism.

But statements regarding Iraq's support for terrorist groups other than al-Qaeda "were substantiated by intelligence information." Statements that Iraq provided safe haven for Abu Musab al-Zarqawi and other terrorists with ties to al-Qaeda "were substantiated by the intelligence assessments," and statements regarding Iraq's contacts with al-Qaeda "were substantiated by intelligence information." The report is left to complain about "implications" and statements that "left the impression" that those contacts led to substantive Iraqi cooperation.

In the report's final section, the committee takes issue with Bush's statements about Saddam Hussein's intentions and what the future might have held. But was that really a question of misrepresenting intelligence, or was it a question of judgment that politicians are expected to make?

After all, it was not Bush, but Rockefeller, who said in October 2002: "There has been some debate over how 'imminent' a threat Iraq poses. I do believe Iraq poses an imminent threat. I also believe after September 11, that question is increasingly outdated. . . . To insist on further evidence could put some of our fellow Americans at risk. Can we afford to take that chance? I do not think we can."

The WaPo calls this a tragic and catastrophic failure of intelligence by the CIA. It should also say forthrightly that this entire line is a tragic and catastrophic failure of intelligence by the Democratic Party, who have had no coherent terrorism policy since 9/11 except to parrot MoveOn.org's stupidest sloganeering.

And that evidence on Saddam's ties to terrorism? Still valid. It's not wrong, it's just terribly inconvenient for the liberal do-nothing line on terrorism, so they pretend it's wrong.

3 Conservative defenders of Bush have been making these points since roughly 2005-6.  While the White House dithered and allowed the Left to dominate the field of public opinion.  Its real nice that Bush and Co. can claim some vindication (will they?  does anyone really expect Bush or Rice or even Cheney to mention this report? I don't.) but public opinion has already hardened.  It will take the perspective of 20-30 years and objective historians to provide real judgments about this war.  And part of the blame for that lies with Bush's PR and Media shop which have been abhorent.

Because the Dems would have thrown tantrums if the Clinton-era appointee Tenet had been publicly cashiered as he deserved. One of Bush's great failings is that he's too nice to his political opponents.

Of course, they threw tantrums when Tenet got the MoF, which proves that when dealing with Dems, damned if you do, damned if you don't.

Looks like most of the commenters at the WAPO site weren't fooled by Fred Hiatt's article - they want him fired for supporting Bush.

Delicious - first the Dems get stung by their own special brand of identity politics, and nominate a weak candidate instead of a fairly strong one, and now the WAPO finds out that after promoting Dem lies in order to delegitimize the President for 7 years, most of their idiot readers believe those lies, and are calling them the liars!

Like I have said before, 9-11 drove the media insane because it didn't fit their narrative, and they have managed to take nearly half of the country into the loony pit with them.

16 Bush's "be nice to the opposition" thing worked for him in Texas. His biggest failure in office was taking too long to learn that shit don't fly in DC.

Also, like a lot of these things, I seem to recall the WH addressing it and the press not covering it, only covering the false accusations. The WH figured (correctly) that if they pushed the issue they'd just get more resistance, but they should have done it anyway.

Remember when the press corps was complaining how little access they had? They knew it was because of crap like this, but they lied about that, too.

Half our political spectrum (or more) are pathological liars, and the left will either tear itself apart or tear all of us apart because of their irresponsible crap.

Honestly, the general failure of the Bush Administration has been its inability to control the narrative on anything, not just Iraq.  We as a nation are worse off because of it.  So when we look at the high disapproval ratings for Bush, the moonbats misinterpret those too, thinking we all agree with them, when in fact where Bush has failed many of us it is in allowing said moonbats to not be laughed off the national stage.

Let's see.

The UN said Saddam had WMDs (gas and bio).  The inspectors said they had them.  The Russians, Chinese, Brits, even the French and Germans said they had them.  Ground examinations post Iran-Iraq war proved they had both been used (hell, Saddam even produced propaganda films showing them being used).  Dozens of journalists and NGFs visited Halabja and said, "Yep, he used gas weapons."  Dozens of Dems including Pelosi, Boxer, and the usual gang of idiots agreed he had them.  All of this can be proven by film and print.

The current MSM and Dem response:  "Saddam never had them!  Bush lied!"  Once simply cannot kow how to respond to this, except by massive involuntary commitments to mental institutions of those who actually belive that.

45 44,  I expect Bush will stand up for himself about 2 or 3 years after his Presidential Library is set up.  By then, if he cares about some of these issues, or the MSM or DNC is still interested in attacking him, there will besufficient information available (in the library documents) to support libel/slander charges against the MSM/DNC authors.  As the sitting President and elected politician, Bush is not really in a position to press claims of libel or slander now.  Crap from the MSM comes with the territory of occupying the White House.  Once he is a private citizen, he can counter-attack.  He does not have to sue in this country, he can sue in any country where the libel/slander is made.  So, MSM articles or books release overseas are still a target for his litigation.  Perhaps he'll be smart and choose Singapore as a venue - its a republic rather more favorable for litigating politically motivated libel/slander and known for extremely expensive settlements.
