What about juveniles with criminal records? Or, those with gang affiliations if not full fledged gang membership? And, do there parents criminal rap sheets get overlooked, too? If they are so motivated to get a higher education, let them work or get private donations. Or, better yet, go to college in Mexico. I always heard the University of Mexico was free.
