Hsu Bought Clinton Staffers With Vegas Trips

We've all been wondering how and why people used to dealing with millions of dollars were so gullible when it came to Norman Hsu. It's not like Joel Rosenman was a novice when it came to investing. And the Clinton campaign has years of experience with campaign contributions.

Of course, when a man offers to make you rich (or president) it's sometimes difficult to tear your eyes away from the big fat wad of cash he's holding. As they say, "Never look a gift horse in the mouth." And it certainly helps when the man is winning over your staff with free stays at the Mandalay Bay, show tickets, and dinners.

Among Hsu's guests was Patti Solis Doyle, who now heads Clinton's presidential campaign and has long been one of Clinton's most trusted advisors.
It was all legal and, Clinton campaign officials say, was typical of Hsu, the kind of thoughtful gesture for which they considered Hsu a treasure.

Hsu took the same approach to investors: getting them dinner reservations and giving gifts or invites to parties with Hollywood stars. They had no reason to suspect the small, well-dressed fellow was anything other than a successful businessman ... so long as they didn't perform the most minor of background checks.

If they had, they would have seen a trail of failed investment schemes and a felony grand-theft conviction.

Lovely. Only in Billary world does payola become a thoughtful gesture. I've done plenty of fundraising in the past, any kind of overt generosity to staffers usually makes one appear more suspect, not less. But then again, I'm from Chicago, and trying to stay clean in politics there is a rare art form. But, you make sure that you know where the money is coming from to avoid future problems.

This slow release of information is painful.

Aaron, on the predecessor to this thread, brings up several important points.

The LA Times article makes a good case for Hsu operating for himself (it looks like he scored a big slice of $30million some years earlier), but it does not exclude PRC involvement.

But the information in the article that got my attention was the discussion about Hsu doings mall but socially / culturally important favors for staffers.

Virtually all cultures understand, accept, and to some degree enforce, the concept of reciprocity: I do a favor for you / give you gifts / etc., now you should reciprocate (and if you don’t, I’ll tell, and you will lose much social standing).

Note that the reciprocation might take several forms.

At work, co-workers might exchange gifts, like paperweights (a nice porcelain figurine) and bottles of wine; new business associates might exchange small desk clocks, business card holders, etc.

But in this case, Hsu was giving (actually exchanging) things "that could not be obtained": dinner reservations, party invitations, etc. Implicitly, what he wanted in return was something of equivalent value; i.e., something HE could not obtain.

What is this thing? Doubtless Hsu would’ve asked later.

I recall reading in an online article somewhere (I can’t find it at the moment), and I choose to believe at this moment that the claims are true, that there seems to be considerable evidence that many CIA employees and State Department employees, who are Clinton-appointees, are not supporting President Bush’s orders and policies (at least not as well as their job description requires).

I do not claim that there is subversion, but in some cases, things are at least questionable. This behavior is typical for State, but not for the CIA.

The common thread is personal affiliation. These people were affiliated with President Clinton, and apparently do not feel enough loyalty to President Bush to do their jobs as they should.

This seems to be the sort of personal tie that Hsu was building. Some people caught on, and acted (the returned purse example), others seemingly did not . . . .

To some degree, some Democratic staffers owe Hsu (or perhaps someone else) a cannot-obtain-themselves-value gift.

With this sort of debt, money, or a very nice gift, just won't do.

This probably is past the "tin-foil hat conspiracy" line, but I wonder if anyone would consider this sort of debt, and this many of them, worth $40million?

This just might point to a PRC connection

12 Commenter Arba makes an excellent point: It seems a great many career employees at State and CIA are overtly hostile to the Bush administration. This hostility often shows up as leaks of classified information to equally Bush-hating rags such as the NYT and LAT, but it's hard to imagine that this is the only way opposition to Bush (or any Republican prez) gets vented. It seems likely there's a large degree of foot-dragging if not outright sabotage of legitimate orders/policies.

Just changing the law to permit just firing the lot would seem risky: after all, the reason for having a permanent cadre of civil service types was that this would prevent a corrupt elected politician from replacing experienced, qualified staffers with unqualified but politically reliable friends. But certainly the status quo seems to guarantee failure in foreign policy.

Perhaps the solution would be for an administration to fully enforce existing laws against disclosing classified information.
