Still no response from the reporter. Her refusal to comment is suggestive to me that she did in fact base her story on this absurd forgery.

Certainly if it was not based on such a shoddy hoax, she'd want to say so, eh?

Juan Cole, among the bazillion lefties who linked the shoddy document as legitimate, refuses to retract his claim, saying he "[doesn't] accept the reasoning" of LGF's posts (apparently he didn't bother clicking to mine):

Hey, Marc, it is not as if I have to reach for bad news coming out of Iraq. I'd love to have less.

I don't accept the reasoning of LGF about the memo, which may well have been put up with different formatting precisely in order to disguise the identity of the author.

The diction and facts of the memo struck me as similar to those people have sent me from Iraq.

I didn't link to it until Col. Pat Lang did. He is former head of DIA for Middle East. When he retracts, so will I.

It's this Pat Lang character, a lefty buddy of Larry Johnson's, who's been passing this obvious sham around. Here's the bio from his own website:

So -- this DIA official, "Defense Intelligence Officer for the Middle East, South Asia, and Terrorism," recipient of multiple awards for his dilligence and capability in evaluating intelligence, could not tell that an already-fake-looking document made to look even more ridiculous by the inclusion of a frigging hummel eagle as its "Official Logo of the State Department" might not be on the level.

What kind of idiots do we have in our "intelligence" community, exactly?

When they give you an intelligence test, do they require you actually fail to get the job? Or at least post a not-too-high, not-too-low score somewhere between "average intelligence" and "borderline imbecile who sits in the corner all day clapping and masturbating"?

Sorry, but I see only one person there "making fun" of it at this point.  The rest seem to be making fun of our people in Iraq for complaining about the food.  And why not - the memo makes Americans look shallow, inept, and cowardly - which is the whole subtext of most MSM coverage.  The memo has succeeded, fake or not doesn't matter.  The media is just doing its self-appointed job, protecting our sacred right to know what they think is best for us to know.

18 Attention all suckers: military memos cannot, by regulation, use color unless the color is used to enhance understanding i.e. webaddys and emails. Also, only approved seals and emblems can be used. The DoD seal is located to the upper left and approved emblems on the upper right. Check the reg.  The paragraphs aren't even numbered. There is a template for all you forgers out there.

This piece of crap memo doesn't look or read like a military message. This is a customer service memo explaining why your internet was out for three days. "We are so sorry. We are trying. We hope you aren't inconvienced." Bullcrap, MRE for lunch? SO what is new? You don't think guys out on twelve hour patrol pull into the fucking Sonic for lunch do you? No, they get an MRE and have since day one. And we have all gone through at least one extended 3 MRE a day stint. Big deal.

When I was Abu Ghraib, the only time we ran out of eggs was during Ramadan when the road went black for a week. That is ZERO convoys coming into Abu. We never even had to tap the mountain of MREs. Another thing, MREs are a Supply item. DFACs are run by civilians. DFACs would not hand out MREs, Supply Sergeants would.

And "US Mission Iraq". Give me a break. If everything else I said is bunk believe this; this memo would read MNFI or Multi-National Forces Iraq. http://www.mnf-iraq.com/index.php?ref=mnfi.com

There is no such thing as a US mission in Iraq, its MULTI-NATIONAL. We all get our food from the same convoys!

And lastly, you don't "ask" soldiers for their "understanding." If you ask and they refuse (and some always will!) then you are screwed. What you do is hold out an MRE and say "here is lunch." Their understanding of that will be perfect.

This tells me that the good colonel did not actually earn the hat he uses to describe himself. To real Special Forces operators, a green beret is a hat. They would not describe themselves in such a way. He was probably an intel officer assigned to a SF group.

 Larry Johnson and Colonel Patrick Lang must be agent provocateurs still in the service of the intelligence community. Both must be tasked with undermining the credibility of the anti-war movement by floating bogus memos, making idiotic statements, and appearing totally unhinged. 

 The alternative (that the men on the front lines of the "War on Terror" are too stupid and consumed with BDS to recognize an obvious fraud) is too horrifying to contemplate. I wouldn't trust these two to mop the floors at a peep show, yet apparently they're in a position to provide information that shapes American policy.

38 Guys, the memo isn't fake.  I am assigned to MNF-I headquarters with duty at the Embassy in Baghdad.  I received an email with the memo attached on the 21st of May.  The convoys from Kuwait had been delayed by bad weather, but things are back to nromal now. Tony

Anthony B - What bad weather are you referring to? I am in Iraq right now, between Kuwait and Baghdad and it has been nothing but sunshine and heat for weeks now. The rainy season this year was longer then normal, but for the last 2 months there has been NO bad weather, so please enlighten me.

Gentlemen - I can assure you that in the 2 1/2 yrs I have been here, from Nas to Mosul, there has never been a time where anyone had to eat MREs due to a lack of food. 100% utter and total BS.

I can't confirm the bad weather story; that is what GEN Petraeus was told when he asked about the convoy status a few days ago during the morning BUA.  We never ran out of food and never had to eat MREs, but did run short of fresh fruit, lettuce, and other vegetables.  The convoys are apparently running again and we are almost back to a normal chow schedule - still no Diet Coke on the shelves and strawberry Fanta was the only soft drink I saw this morning at breakfast.  No one ever went hungry.

The memo wasn't an official State Department document; it was more of an inter-office communication explaining the situation and isnt on official letterhead.  I could dig several others with the same format from my archives if anyone is really interested.  Yep, it has the embedded eagle in the top right corner and is obviously a format put together by the originating office.  I can't tell where the memo originated; it was sent out as an "All Hands" message and doesn't list the original e-mail address.

Im ten months into a one-year tour and this is the first disruption of the first class chow service we have experienced.  There was no shortage of food; we just didnt have the four or five choices KBR normally offers and the short order side of the DFAC was closed down for a few days.  

 

Id never posted here before and only did so because I didnt want the site to take a credibility hit.  The shortage was taken way out of proportion in the story, but the memo is a real document.

51 I emailed the embassy in Baghdad and asked about this.  They confirmed that locally they are referred to as US Mission Iraq and that the memo was genuine.  I have forwarded the email to Ace and he can verify it in any way he wants and post it or not.

  I thought I made it pretty clear that this wasn't an official State Department memo - it was an informal, inter-office document sent by e-mail.  I don't know why they use that figure to dress up the format, but I have several others with the exact same format in my archives.  It is probably exactly what it looks like - someone decided to make their generic message format more attractive and decided to include an image available on the web.

  Feel free to continue believing the memo is a fake if you want.  I'm simply trying to keep folks from making a mistake by attacking the origin of the memo.  Attack the spin of the story or how it was blown out of proportion, but don't doubt the memo - you will eventually lose that one.

63 Tony, for a moment let's assume it was genuinely created by someone who really works for the State Department at the actual embassy in Baghdad.  Let's also take it for granted that, for a time, threats of cafeteria-food shortages for non-military employees were a possibility.

That still means someone at the State Department is spreading rumors on lame-ass looking stationary to people who are trying to manipulate information back to the States about "the (military) command in Iraq (being) in some difficulty with regard to hot meals" (and it gets worse from there).

I don't care if the genuine Ambassador himself is writing the damn thing, it's not the way to do business.  I fully intend to "attack the origin of the memo", and with no apologies.

We've gone from "fake, but accurate" to "real, but unauthorized, unsourced, and exaggerated".  Is that supposed to be progress?

Reply - Memos are never allowed to be informal

You point to the correspondence manual where it specifically says memos are used for informal communication.

Reply - Well it doesn't have letterhead.  All memos have letterhead.

You point out that the correspondence manual restricts use of letterhead.

And so on and so on ad so on.  Finally someone who is putatively on site in Baghdad says don't go to far on this the memo is real, and someone else (me) says I emailed the embassy this memo is real and I gave the e-mail to Ace for verification and it comes down to - well this is a disinformation operation.

Here is the email.  I pulled my identifying info but that's all.  Like I said Ace has a forwarded copy so he can verify it via headers or whatever.

My only claim from the very beginning was that this wasn't a memo put out by the Army.  I stick to what I know.  Others have pointed out that this didn't look like any documentation they were familiar with when it came to the military.  How was anyone who claimed that the "memo" was fishy from a military perspective wrong?  Oh wait they weren't.

The memo that was produced is still horse-shit because DFACs never have served MREs.  They are distributed by supply.  I'm no expert on the state department, but I'm sure that they embassy would have something similar in that position.

OK guys, last post on this subject for me and I'll get back to work.

1.  I am an active duty LTC assigned to the portion of MNF-I headquarters housed at the Embassy compund.

2.  The document is completely real and was distributed on 21 May in the form of an "All Hands Alert" message.  I have the original e-mail, along with several others that use the same heading and eagle for decoration.

3.  No one was spreading rumors of food shortages in the message.  We had noticed the DFAC selection deteriorating a few days before the message went out; it was probably intended to let the people who work here know why the selections were changing and what the DFAC was planning to do.  Rumor control is very important.

4.  I'm not saying anything about the quality of the story, or the fact that the message was "leaked" (how does one leak an unclassified document?), or that the story was blown completely out of proportion and was used to make the situation here look bad.  All I'm saying is that criticizing the origin of the message will come back to bite you in the tail because there are several hundred others on the distribution list and it will be proven accurate.  Don't focus on the eagle or the format; focus on the way a simple convoy delay was turned into a military disaster with starving State Department personnel the result.  That is the real story here.

That may have been your only claim, although at least once you appeared to accept this as a state department memo.  It wasn't the claim that was being made on the whole.   The people who made the it looks fishy claims were wrong because they didn't bother doing any follow-up.  They found a meme they liked and jumped on the bandwagon.

I can't speak to theatre wide shortages I am not there.  Here is what the Washington Post said:

As if security threats and overcrowding weren't enough, now the food is under threat. Asked about the convoy problems, Col. Steven A. Boylan, spokesman for Gen. David H. Petraeus, the U.S. military commander in Iraq, cited bad weather in Kuwait and along the routes north. "Visibility was very poor and [it] would not have been safe to drive," Boylan said in an e-mail.

The embassy food is supplied under a U.S. government contract with Houston-based KBR, which separately provides similar services to the military.

So apparently there was a problem in Kuwait which is part of the theatre which caused a delay in deliveries.  Is that a theatre wide shortage?  Or is it a theatre wide problem causing a shortage? 

As far as DFACs never serving MREs I can't speak to that like I said I have been out for 11 years.  When I went thru basic at Ft. Knox on the days we got C-Rats for lunch we recieved them and signed for them at the chow hall.  That was 1982.  When I was in Iceland when we had the semi-annual the Russians are invading exercises we signed for our MREs at the Mess hall.  So it's not like never in the history of world have chow halls not passed out MREs.  Given that the chow hall tends to be a central gathering area it would make sense to pick the stuff up there and it may have just been desiginated for convience sake.  If you are hanging your entire argument on that point I think you are out on a weak branch.

84 Chad, I do indeed think the memo is genuine, in the sense that it came from a State Department office at the embassy in Baghdad that was just trying to inform people why food wasn't what they were used to.  The first thing I said at my own blog was that I wasn't going  to "proclaim it a genuine Rathergate just yet".  And as soon as it became plain that the cries of "forgery" were baseless, I posted an update that said it appeared to be an actual, internal, inter-office, State Department document.

Similar to what Jack just posted, I don't see that any of that changes a damn thing I've said.

It does remain true however that a large number of people have been basing their opinion of this story on the memo being fake. 

I agree with Jack that the main point of the WaPo article has been lost.  Shortages, occuring for whatever reason, have been predicted.  In my comments over at the original thread I said that I thought that was blown out of proportion.  I stand by that opinion. 

I probably contributed more than most to this being drug over to a minute examination of the government interfoffice memo, but just once I would like it when I say hey maybe we should look at this a little closer people would give it a little consideration.

Even if the body of the memo is somehow (or somewhat) genuine, isn't this more a reflection on what a bunch of nancy-boys the state department has posted it Iraq?  How does it reflect on the military?  Nobody said that there were troops in line units going hungry.  Maybe the embassy was too stupid to lay in a supply of frozen or otherwise preserved food in case of convoy disruptions.  Anyway, if you go to the State Department Website you can see that their logo looks nothing like this desk ornament.  Wouldn't a state department official posted to Baghdad have better things to do than to create non-standard, unathorized letterhead?

Given what AB and Chad have shown, (not knowing them I can't/won't discount their credibility) however... This is an unprofessional document.  I'm still waiting to find out what a MGT is.  Even if that is some sort of State Department rank, shouldn't there be something following it to distinguish the ranks/paygrades of the 2 individuals?

I'm not discounting that there was a memo that contained this information.  However, I'm still not 100% convinced that this .pdf in question is the original.

2. MREs are always available at the DFAC. Grab one if you're not going to be on base during lunch. Grab two if you're going out for a long time. It was this way in Kosovo and this way in Kuwait. Food's not a problem, though variety might be.

3. Soldiers complian about everything. If they're not complaining, something is wrong.

4. Use of an eagle figurine is confusing. Why bother with it when your unit already has its own letterhead? Why even both making a .pdf when a simple e-mail message would do the trick?

100 Thanks for the heads up, Tony. Fake memo or not, the story is obvious BS. If there are disruptions to the supply chain, it isn't going to be due to enemy action. Sometimes things just happen for short periods of time. I've been in Turkey when all we could buy from the BX (on base) was Coors. Not even Coors light. We toughed it out until the (marginally) better beer came in. Stupid story, but the point is glitches happen for whatever reason, but in my experience they are very rarely long-lasting when it comes to food for the troops.

Thank you, Dave - you've solved the mystery of the differing dates and differing file formats.

Col. Lang posted the document as a Word .DOC on 23 May, but the .DOC itself was created the same day as the date of the memo - 21 May.  Whoever created the PDF took the same file Lang has (from the same or a similar source, or from his site) and used Word to convert it to PDF.

Why?  Because the MS Word .DOC is an insecure file format commonly used to transmit worms.  Only an idiot sends a Word .DOC over the Internet as an attachment.  (And only an idiot opens a Word .DOC he finds on the Internet, but I decided to take one for the team on this.)  The person who created the PDF was either unwilling or unable to transmit the .DOC (some networks are properly configured to prevent their transmission).

Now.... who would be sending that email with the PDF attached, and to whom?

Any bets that the WaPo server is configured not to accept .DOC files?

109 The original Word document for the email is over at Pat Lang's blog. Looking at the properties for it, it says that "khanp" created the document, and "martinkm" was the last to save it. Yet in the email, it says that MGT/E. Butler drafted it, and MGT/S. Muench approved it. So Mr. Butler and Mrs. Muench can't even write their own emails, or....?

Why did they make it into a PDF for Johnson to peddle it?

That Admin notice was distributed about a week or so ago to all people in the Baghdad embassy.  The content is as I remember it, I'll have to check on the regular logo, though.

Too much was read into the notice, though.  It's not a big deal, convoys get delays for all sorts of reasons.  There is still Baskin Robbins ice cream in the embassy DFAC.  One reason for the delays might be the strain on logistics caused by deployments of brigades into Baghdad right now.

The document could have bona fide's that are factualy proven, but the source of the document was either misrepresented, or offered without authorization and the subsequent analysis of the document completely false.

A unofficial notification (the only way all of the problems that have been pointed out can be allowed) is not an official notification, or document, that is why the prefix "un" before "official" meaning that it's not official.

To take an unofficial notification and turn it into a theater wide edict is blatantly false reporting, and fraudulently represented in the first place.

The document, as described, analyzed and disseminated is false.

So apparently we have a new standard.  "the document is real, but everything it says is false, it depicts a false standard, it is given false veritae and all of the subsequent analysis is false."

Is there any chance that the standard can be "true." without qualifications, cuz you know, when it comes to something like food, it's really easy to guage the validity of something like this.

"okay, so this is all bullshit?"

"yes"

125 Is it customary for anyone to really pay attention to memos, intra-office or otherwise, that have been gussied up in just any random manner? If someone went to the trouble of finding and incorporating such a ridiculous letterhead image, they must have had some reason for the extra effort. Considering an author tasked with the job should have had easy access to official logos, why the substitution?

What's to stop anyone from creating another "staff notice" that the DFACs will be redeploying to Okinawa? And who should pay attention to that?

Could it be that improperly incorporating an official logo would have been a prosecutable offense whereas posting sans logo is just considered "graffiti" and generally ignored? So, is this a case where the author was not authorized to make such a posting, the trumped up memo was something other than what it was supposed to be, and the whole thing remains the fabrication of some sort most here have assumed?

In any case, much ado about nothing... unless you're Lang or Cole where you can wrap a meme around this pulpy goodness and smother it with dripping smugness and sell it to the brown-bagging DeYoung's of WaPo. From DFACs in Okinawa.

I did 4 years in the MC, and I don't have a NAVCOM, but I have a NMCAM as someone who is totaly remf, (I would have worked in an ac'd connex with enough equipment to build a tank) So I can see that argument elcido.

In Wartime, if I had did what I did to earn my NAM, I would have gotten a NavCom, Purple heart I don't know about, unless as "someone" suggested once, that burning my fingers on a soldering iron rates a purple heart.

It was sent out to members of the "Baghdad COM Broadcast" State Department email distribution list on 21 May.  COM stands for "Chief of Mission," i.e. those falling under the authority of the Chief of Mission, U.S. Mission in Iraq, Amb. Crocker.   "U.S. Mission in Iraq" is the term used in the State Department for the Baghdad embassy, USAID, and the regional embassy offices and Provincial Reconstruction Teams in Iraq.   "MGT" is not a rank, it stands for "Management," as in the department of the embassy responsible for logistics and operations.

As usual, "Ace" is a deuce'n dolt.  Of course, when your soft fleshy ass has never been in a conflict zone, in the State Department, military, or otherwise, you have no idea about how such things work.

In short, the term US Mission-Iraq is how the military here generally refers to us; however, we at the Embassy simply call ourselves the US Embassy or, for the actual real estate on which we sit, the Embassy compound. As for the food-shortage notice, yes, it was a legitimate notice; however, food convoys have since begun to come in and were gradually getting back to normal.

2. The US Embassy uses a picture of a commercial figurine in their official letterhead, although official logos should be readily available.

3. A whole four people were involved in sending a simple email: "khanp", "martinkm", Mr. Butler, and Mrs. Muench.

4. A simple email was written in Microsoft Word, not exactly the best way to broadcast a message since it requires that the recipient has Word to view it.

Not to mention the simple fact that there never was any problem with the food supply, as the WaPo story even admitted at the end of their article, and the supposed response from the embassy shows.

In other words, there is no "there" there, while Larry Johnson calls for Petraeus to apologize to the troops and tries to cause a big stink about it.
