Shock: Senate Democrats Attempt To Kill Earmark-Transparency Bill (Passed By Own Party In The House!)

They failed, at least on the first vote. Now they're trying to stall and twist arms until they can get their precious pork-without-public-notice back.

And then there was drama.

So when the motion to kill the bill came to a vote, Durbin and the Democrats lost! [ed. note: At this point, the Senate erupted. The chair, who I think was Maria Cantwell, banged the gavel repeatedly to bring the room to order. The Democrats were frantically performing triage in an attempt to recover.]

It should be noted that a majority should never offer a motion to table if they aren’t sure they can win. It was very embarrassing. Especially since Durbin was trying to kill a proposal that his Leadership colleagues in the House offered!

Anyways, after the motion failed, DeMint asked for a voice vote, which is common. It's basically used to save time since de facto support of the bill was decided when the motion failed. However, Big Ted Kennedy objected, which is all that it needed to skip a voice vote.

The Dems are now off the floor whipping the hell out of their members for when they take a real roll call vote later this afternoon.

Stay tuned...

UPDATE (4:07pm): They are voting now. Reid was waving his hand on the Senate floor right now as if to say, "Hurry up!".

UPDATE (4:23pm): Actually, they are only voting to acquire the attendance necessary to vote on the bill. Crazy, I know. Anyways, a reliable and friendly source in the Senate is telling me, "This is absolutely amazing. Senate Dem Leaders are twisting arms and defying Senate precedent in order to reverse an earmark reform vote that was based on Nancy Pelosi’s proposal. The irony is thick. This is happening on a bill in which Democrats are claiming to clean up a culture of corruption in Washington. It is only the 5th vote of the 110th Congress and we are back to business as usual."

UPDATE (4:29pm): It should be noted that Senate Democratic freshmen, Jim Webb and Jon Tester, voted with Republicans to not kill the proposal. Will Reid successfully whip them into changing their vote?

UPDATE (4:34pm): Harry Reid is talking right now. He just said that DeMint's proposal is disrupting the overall bill, which took a lot of time to put together. He just said that the weak earmark reform rules "were carefully vetted with weeks of work from our staff" and that it's "preferrable" to DeMint's proposal.

UPDATE (4:44pm): DeMint is speaking now. Man, the guy is a champ. He just said he felt like he was still in the House. He then compared this vote to the disgusting 3-hour vote on the Medicare drug bill in 2003. That's going to hurt the Dems in tomorrow's press if the mainstream media isn't playing favorites.

"If the mainstream media isn't playing favorites."

And what are the odds of that?

...

UPDATE (5:04pm): The Senate is having another quorum call to bring all the Senators to the floor for a vote. The funny thing is...all the Senators are on the floor. Transparent stalling tactics.

The Not Ready For Prime Time Legislators.

Thanks to Larwyn.

Meanwhile, just in case anyone isn't convinced the Reality Based Community is back in charge -- Congressman David Wu (D-Antares VII) just claimed on floor of Congress that the Bush Administration is nothing but a cabal of Klingons.

Klingons. Seriously. Not the "Vulcans" he prefers. (He said that, too!)

New York Money Klingons, I think he meant.

Faux Klingons, actually, the sort who are called "G'rakht'a Hhroar," which translates, approximately, into "Klingon Who Has Not Yet Tasted First Blood," or "Food-Fowl Pretending To Be A Gorthon Bird of Prey."

At the current moment, the crack Ace of Spades research team is having difficulty locating David Wu's service records for the various tours of duty in Afghanistan he surely served. We know they must exist (otherwise how could he criticize others for supporting a war they've not fought in?), but we just can't locate them at the moment.

The state of the union... is strong.

Update On Earmark-Transparency Bill: The attempt to strip it out of the main bill failed, it seems.

You can read where the Senators voted here. "Yea" votes were to strip the tough transparency rule out (i.e., the wrong vote); "Nay" votes were to keep it in (i.e., the right vote.)

Notice any, uhhh, patterns in the voting? Apart from useless dinosaur Pete Dominici, I don't see a single (R) voting "Yea."

For the record, Barak Obama voted Nay, as did his pectoralis muscles.

Correction! I may not have seen a Republican voting to save his bacon except for Dominici, but that's just because I'm an imbecile.

i counted 7 Republican "yea" voters Bennett, Bunning, Domenici, Hatch, Lott, Smith and Voinovich. i think most of them are up in"08 too.

The fact that I missed Lott, of all people, should have told me I my once-over was seriously deficient. Thanks to mark for looking more carefully.

1 Meh. The Democrats got their positive headline when they announced their intentions to "clean up" Washington with this vote. That's all that matters.

I betcha a beer this gets very little play in the MSM tomorrow.

2 Think they'll get their shit together, or turn out to be even more fracturous then we are?

3 "Klingon who has not yet tasted first blood."

Is that kind of like a Chickenhawk?

4 Rut-roh!

Some of those Dems are not voting right, I mean left.

So Dems had to put up Pub-like candidates to win Congress, and now those new guys may be a bit too Pub-like.

But, I bet some of them are just putting the squeeze on Ol' Harry.

Captain Ed and Glenn Reynolds may have a few thoughts on all this tomorrow. Wow. Maybe blogs are starting to gain some muscle.

6 It's nice to have the Democrats back in charge of things. When they aren't busy being dangerous to national security they are a lot of fun to watch. Kind of like a slow motion car wreck.

7 I remember the episode of Star Trek Deep Space 9 where they adapted footage from "Trouble With Tribbles" so that DS9 characters saw it happen on the Enterprise. The Klingons from the original looked much more like humans than Worf. When asked about it by Cisco, Worf claimed that they were some sort of hybrid whose kind wasn't around anymore, fortunately. Today is a good day to die!

Christ, this is fun. Voting down their own bill!!! Ya can't make this up!

It's one thing to shoot one's self in the foot: it's quite another to machine-gun it after self-amputating the whole leg with a spoon.

And, just think. W hasn't whipped out his 10-inch, man-hard veto pen yet (this session). I can already hear Teddy squealing.

Nancy! God bless ya.....!

Question: Will the Record for this session of the House be filed under Humor?

19 I hope this continues like for the next two years, because this is the best political farce around. How's that 100 hours looking now Nancy? Looks like it is crashing on the reality rocks in the Senate, where all legislation goes to die. This is fun to watch.

Can we all now agree that whenever a candidate or party promises reform, it's a damn lie?

A Congress- thing's job is simple: 1) get elected; 2) get re-elected; 3) belly up to the trough like a pig; 4) tell us we shouldn't believe our own eyes.

But Granny Pelosi said The Gavel is now in the hands of America's children, so we should be fine.

Bennett (R-UT)
Bunning (R-KY)
Domenici (R-NM)
Hatch (R-UT)
Lott (R-MS)
Smith (R-OR)
Voinovich (R-OH)

Are these the ones to axe in 2008?

27 The only "nays" that really surprised me were Kerry and Obama. Or maybe they don't surprise me. We'll see.

Leiberman, of course, took the first opportunity to stick it to the Dems. Good on ya, Joe.

Posted by: mojo at January 12, 2007 01:13 AM (v3Oz/)

28 Nelson(D-FL) jumped ship. That surprised me.

We shouldn't get too whipped up here though since the DeMint amendment still allows for earmarks and pork, it just makes it more apparent what's going on.

Both amendments retain the 48 hour notification period -- which is a pretty damn short time in which to generate any significant public resistance to something.

*WE* are the ones who lost congress because we keep voting for the same people. I'm not defending the likes of Lott, Voinovich, et al., I'm just saying they didn't elect and reelect themselves. So, we can keep biting the ankles of every republican and every thing they do or we can STFU and support the ones who do good and work to replace the ones that don't.

I dare you to diagram that sentence. It reminds me of the Sport Goofy snow skiing lesson. Or the old shooting yourseff in the foot/computer programming bit.

C++
You accidentally create a dozen instances of yourself and shoot them all in the foot. Providing emergency medical assistance is impossible since you can't tell which are bitwise copies and which are just pointing at others and saying, "That's me, over there."

32 *WE* are the ones who lost congress because we keep voting for the same people. I'm not defending the likes of Lott, Voinovich, et al.,

And I'm not defending the people who voted for them.

In fact, I'm attacking the people who voted for them and refusing to distinguish between them, and people who vote for democrats.

I defend people who vote for Tom Tancredo and Rick Santorum.

I reject the assertion (that started this kerfluffel) that our loss of the senate is due to people who were unwilling to settle for likes of Chafee or Voinovich staying home and handing it to the democrats.

I assert that our loss of the senate is due to people who keep demoralizing and nationally discrediting figgures like Voinovich in power on a purely partisan basis.

Posted by: Entropy at January 12, 2007 01:19 PM (m6c4H)

33 Duhgee, I kindly request that you cease and desist from being a retard.

The person who accused me of 'shitting on republicans' appears not to have taken into account my post was not a response to the title of this thread or the topic at hand, but a response to post directly above mine.

That post was identical in structure to my post, but applied in reverse direction in terms of causality.

There's your diagram. Now stick it in your ear.

Posted by: Entropy at January 12, 2007 01:25 PM (m6c4H)

34 So basically you have a choice:

1 Party is corrupt and overspends and tries to keep its voters out of the loop, but is stronger on defense and worked for a tax cut.

1 Party is corrupt and overspends and tries to keep its voters out of the loop, but is weak on defense to the point that the enemies of the US were hoping they'd win office, and wants to repeal tax cuts.

As the man said in Full Metal Jacket: "In other words, it's a huge sh*t sandwich, and we're all gonna have to take a bite."

Posted by: Christopher Taylor at January 12, 2007 05:38 PM (FuM7z)

35 Ugh. Do you not want to have responsibility over democracy? It is as Brewfan says. You elect these people.

2. Party learns you cannot keep voters out of the loop and stay elected.

Posted by: Entropy at January 12, 2007 05:46 PM (m6c4H)

36 I assert that our loss of the senate is due to people who keep demoralizing and nationally discrediting figgures like Voinovich in power on a purely partisan basis.

Agreed. I'll get off your tits now.

37 Yeah, we threw out the GOP. For a worse batch of losers who do everything they did... and a ton of worse things.

Ideally, the GOP wises up and the public goes "wow we gave you another chance and you were worse than ever" to the Democrats.

Anyone taking bets on either of those happening?
